MMRDA issues RFP for preparation of SIA and SMP/RAP for Navghar to Balavali Multi-Modal Corridor project

The MMRDA desires to appoint Consultants / Non-governmental Organizations (NGOs) to carry out a Social Impact Assessment and conduct social management planning/resettlement planning for Multi-Modal Corridor (Navghar to Balavali) project, being undertaken for implementation in four different packages with the proposed financial assistance from Multi-lateral / bilateral agencies. The period of engagement will be for 6 months for the assignment.

Detailed Request for Proposal (RFP) document including terms of reference and other requirements are provided on https://mmrda.maharashtra.gov.in Consultants / NGOs interested in providing the above services and satisfying the following eligibility criteria are invited to submit technical and financial proposals in writing along with necessary documents and information as per the requirements of the RFP document :

  1. It should be an agency registered in India under appropriate statute enabling it to provide the specified services and should have been actively working as a Consultant / NGO for the past at least 5 years.
  2. It should have the experience in carrying out cadastral and socio-economic surveys and preparation of Social Impact Assessment Report and Social Management Plan / Rehabilitation Action / Implementation Plan for at least one infrastructure project of any Government agency in India.
  3. It should have at least one senior level social scientist / social worker with familiarity and experience of working on at least one infrastructure project of any Government agency in India involving application of and compliance with social safeguard policies of multilateral or bilateral funding agencies such as the World Bank, JICA, ADB etc.
  4. It should have a team of qualified and experienced Social Scientists, Social Workers, computer operators, supervisors and surveyors.

The technical and financial proposals of agencies fulfilling the above conditions will be evaluated based on the criteria specified in the RFP document and the agency will be selected based on such evaluation. Interested Consultants / NGOs should submit written proposals in hard copies to the Chief, Social Development Cell, 4th Floor on the above address on or before December 6, 2019 by 5 pm.

Brief details of the project:

The Multi-Modal Corridor (MMC) is 97 km in length and starts from Mumbai-Ahmedabad highway at Navghar in the North and passes through 3 districts of Palghar, Thane and Raigad (8 Tehsils and 104 villages) and ends at Balavali in the South. The MMC passes along several existing and proposed roads such as NH-8, Old Agra Road, NH-3, Kalyan-Shil Road, NH-4 and NH-4B.

It interfaces with proposed Mumbai-Vadodara highway near Morbe village, passes over Mumbai-Pune Expressway forming an important junction at Ajivali village, connects to NH-17, Mumbai Trans Harboour Link (MTHL), proposed Navi Mumbai International Airport and JNPT. MMC will be a single corridor in which multiple modes, such as buses, metro rail and cars, along with utilities such as water, sewerage and gas lines are present in the same Right of Way of about 99 m. along most of its length. The MMRDA is also planning to develop certain growth centres along the MMC and its nodes.
