Eligibility:
- Eligible Tenderers Tenderers shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by the Government of Karnataka or BMRCL.
- This is a Domestic Competitive Bidding. Sole Proprietorship Firm/ Partnership Firm/Private Limited Company/ Public Limited Company are eligible to apply Any bidder from a country which shares a land border with India will be eligible to bid in this tender only if the bidder is registered with the Competent Authority.
- The Competent Authority for registration will be the Registration Committee constituted by the Department for Promotion of Industry and Internal trade (DPIIT).
- For Details refer to Order (Public Procurement No.1, F.No.6/18/2019-PPD) dated 23/07/2020 issued by the Ministry of Finance, Department of Expenditure, Public Procurement Division.
- This clause will not apply to bidders from those countries (even if sharing a land border with India) to which the Government of India has extended lines of credit or in which the Government of India is engaged in development projects.
- All the participating tenderers are mandatorily required to submit a certificate along with the tender regarding their compliance with this clause/order in regard to restrictions of procurement from the bidders from countries sharing land borders with India as per the format included in Annexure-7 to these Contract Conditions.
- If such certificate given by a bidder whose bid is accepted is found to be false, this would be a ground for Immediate termination and further legal action in accordance with law.
Tenders from Joint ventures are not acceptable:
- The Tenderer should not have been blacklisted / debarred by any Government / Government undertaking / semi Government / Govt. Controlled Institutions/projects/ Reputed private organizations in India during the last five (5) years.
- Also the Tenderer should not have rescinded the works after award of the contract during the last five (5) years. The Tenderer shall provide an Undertaking as provided at Annexure — 4 of Section-10.
Work Experience:
- The Tenderer should have executed the works / have experience in ‘similar works’ in any of the following organisations during last five (5) years:
- In any Central Govt. / State Govt./PSU’s / Govt bodies / MES/Railway/CPWD/KPWD / Metro Rail Corporation Limited. or
- In any Private Limited Companies/Public Limited Companies / IT Buildings / Parks, Commercials Complexes/ Special Economic Zones/ Industrials complexes etc.
- All Tenderers shall provide the requested Information accurately and in sufficient detail in Section 3: Qualification Information.
To qualify for award of this Contract:
- Each Tenderer in its name should have in the last five financial years i.e. 2017-18, 2018-19, 2019-20,2020-21 & 2021-22 achieved in at least two financial years a minimum annual financial turnover of Rs 249.58 Lakhs, or
- Each Tenderer in its name should have successfully completed or substantially completed similar works during last five (05) years either of the following:
- One similar work costing not less than the amount equal to Rs. 82.40 Lakhs, or
- Two similar works costing not less than the amount equal to Rs. 49.92 Lakhs, or
- Three similar works costing not less than the amount equal to Rs. 37.44 Lakhs.
