Chennai Metro Rail Limited (CMRL) has invited digitally signed open e-tender through e-procurement portal for Engagement of consultant for the survey, design, drawing, documentation, BOQ preparation, assisting finalizing the works contract and associating in testing & commissioning of physical installation for extension of power supply, water supply, sewerage system, air conditioning and ventilation system etc., to the earmarked PD shops areas in Chennai metro rail stations.

Scope of Work:

Functional requirement of E & M,Plumbing Works:

  • The MEP services shall include the detailed design of all building accommodation and architectural interfaces with MEP services in the civil structures. The scope of DDC includes the provision of cable duct/ trenches for the 33 kV cable looped in and out at the ASS. 415/420 V power distribution is planned.
  • Air conditioning requirements need to be planned individually for each PD shop and in buildings based on Employer/Employer’ Representative’s requirements. The scope shall include the preparation of drawings, layouts, specifications, erection/ mounting details, interface with the system-wide contractor or arising out of concurrent works, cost estimates and other documents, as required.
  • This shall include co-ordination requirements with the requirements of other disciplines for the following services:
    • MEP support provisions;
    • Low voltage distribution;
    • Normal lighting;
    • General purpose power;
    • Earthing and bonding;
    • Lightning protection;
    • Power factor correction at major loads;
  • Fire Prevention, Fire detection, Fire protection, Fire suppression for commercial development inside the stations as per latest NFPA 130 guidelines/ NBC code & local fire authorities; Fire Compartmentation drawings
  • Water services; pumps and automatic control
  • Drainage, plumbing and sewerage
  • Lighting calculations, Lighting power distribution, PD shops area;
  • Provision of cable ducts, cable ways or trenches for all the cables including in coming 33 kv supply cable
  • LT distribution and fire prevention measures for commercial development inside the station.
  • VAC requirements
  • Electrical & communication cable layout drawings,
  • Typical installation drawings
  • Conduit layout drawings;
  • Mounting details of lighting fixtures and other fittings,
  • Load calculations for internal electrification, DB/ SOB details of different circuits for lighting  fixtures, fans, exhaust fans, sockets, HVAC etc.,
  • Cable sizing details, cable schedule.
  • Details of protection switchgear, calculation of breaking capacity of upstream tripping, assessment of requirement of residual current circuit breaker and other special requirement of switchgear for scientific equipment along with specific requirement of zero halogen fire retardant and flame proof cables and switchgear.
  • External Electrification: Design of tapping points for pumps, systems, MEP systems etc., Any other requirements as applicable to comply with applicable norms of concerned authorities, All individual components should be readily accessible for maintenance and repair.
  • Load estimation and optimization, design of system/ equipment, selection, description, preparation of technical specifications, supporting calculations, BOQ, drawings, SLD, schematics, blank data sheets of recommended vendors list, rate analysis (with backup offers), cost estimates, obtaining clearances and certificates from statutory authorities wherever required.
  • Low voltage (LVSGR, Low side equipment) Requirement : Design report, Low voltage power balance calculation note, Main switch board schematic diagram, Lighting schematic diagrams, Earthing and bonding system schematic diagrams, Preliminary BOQ and equipment schedule, Typical Installation Drawings, Calculation notes for low voltage (station electrical loads, short circuit, cables, lighting, Lighting control system, Lightning protection), Schematic diagrams, Main switch board schematic diagram, Distribution boards schematic diagrams.

E&M services the DDC shall prepare:

  • Design Drawings (Preliminary & Definitive design);
  • Tender Drawings for Electrical and Mechanical Works (E&M), BOQ, Estimate/Rate Analysis, Material and Workmanship Specifications, Special Conditions of Contract, Instruction to Bidder
  • Layout of each PD shops;
  • Ducting & Piping Layout;
  • Design of Lighting load if required.
  • Designing, Sizing and Layout of Earthing if required. (excluding preparation of Drawings and Layout)
  • Sizing of Cables and selection of Frame Size of Breakers.
  • Review of Contractor’s shops Drawings for E&M and plumbing only.
  • Preparation of CRD’s which is to be approved by CMRL.
  • Small Power Layout (Socket/Lighting DB’s),
  • Cable/Wire containment system (trays, ladders, conduit etc.),
  • Drainage system design and layout (including pipe work, drains, sump etc.), Water supply and Drainage arrangement for PD shops.
  • General arrangements and layout Drawings for Panels, Switchboards, and other necessary equipment etc.
  • The DDC shall prepare Testing, Commissioning and acceptance Criteria.
  • Prepare Documents — In the form of a Data sheet and relevant Calculations.
  • Determination of Quantities and Preparation of BOQ, etc.
  • Modify, update and supplement as necessary, the CMRL’s Outline Design Criteria / General / Material and Workmanship Specifications as provided to suit the present work.
  • Co-ordinate and integrate designs and details with other CMRL departments.
  • DDC shall interface with other System Contractors for Preparation of Combined Services Drawings (CSDs), Structural Electrical and Mechanical Drawings (SEMs). DDC shall Prepare Tender Drawings; Construction Reference drawings for the scope of work and also prepare CSD and SEM Drawings showing all openings for E & M and identify embedded items / openings indicating System wide information for the purpose of E & M Co-ordination. Also DDC shall update during construction the CSD and SEM drawings.
  • Prepare comprehensive cost estimates for the works and Bill of Quantities (BOQs).
  • Prepare necessary Technical Documentation, Presentation and assist CMRL to obtain necessary approvals.
  • Plan, Design, Detail, Control, Co-Ordinate, and Execute the design phase of the Works for Production of Drawings, Documents and Reports to meet the Key Schedule Dates included in the Agreement and as directed by the CMRL.
  • DDC shall be available for any clarification to the intending bidders, either through a pre bid conference organized by the client or otherwise, on the Drawings/ Designs/ Schedule of Items prepared by them.
  • DDC shall verify Bill of Quantities of each Schedule before issuance of tender Documents and also confirm to CMRL that all items of works have been incorporated in the BOQ documents.

Ventilation and Air-conditioning systems:

  • The objective of the Air conditioning system shall provide a comfortable environment to PD shops.
  • Ventilation shall be provided considering the following:
  • Supplying fresh air for the physiological needs of staff.
  • Removing body heat, obnoxious odours and harmful gases like carbon dioxide exhaled during breathing.
  • Preventing concentration of moisture generated by body sweat.
  • Removing heat generation load from the equipment in ventilation rooms.
  • Electrical power supply and distribution system from MDB / EMDB to all VAC equipment shall be provided. Energy meters shall be considered in all panels.

Central Controller:

  • A Central Controller with the touch screen display shall be provided in order to monitor and control the VRF units.
  • It should facilitate emergency stop function in case of fire or emergency condition. It shall have individual and group control facilities for all indoor units, schedule functions, Interlocking functions.
  • The address of the indoor unit shall be set automatically in case of individual and group control. Self-demand control and equal run hour option shall be considered in VRF central controller.
  • It shall memorize the latest malfunction code for easy maintenance.
  • External or inbuilt energy / power monitoring device shall be considered for the following:
  • Accumulated / current power consumption of each indoor unit in KWH.
  • Accumulated total power consumption of outdoor and indoor units in KWH.
  • Necessary Energy / KWH meters along with the signal / communication cables and power cables for all VRF units shall be considered.
  • Harmonics level of VAC system shall be maintained with acceptable level as per latest edition of IEEE 519 (Recommended practice and requirements for harmonic control in electric power systems).

Eligibility:

  • Firms who have the following qualifications will only be considered for bid evaluation: The applicant firm must be a company incorporated under the Indian Companies Act.
  • The firm should have similar work experience in consultancy service to survey, design, drawing, documentation, BOQ preparation for installation of power supply, water supply, sewerage system, air conditioning and ventilation system in Underground/Elevated metro stations.
  • The Firm should have a minimum of 5 Years’ experience in the field of consultancy services in designing of Electrical & Mechanical & Plumbing & VAC systems.
  • The annual average turnover of the Firm in the last three financial years ending 31 March 2022 shall be minimum INR 15 Lakhs.
  • The firm should have completed one similar work for the value not less than 40 Lakhs rupees (OR) Two similar works for the value not less than 25 Lakhs rupees (OR) Three similar works for the value not less than 20 Lakhs rupees.
  • The bidding firm is required to submit work orders / completion certificates as supporting documents for each of the projects quoted for eligibility and evaluation. Proposals from firm’s fulfilling the eligibility criteria will only be considered for financial bid evaluation.
