Chennai Metro Update: Tender invited for supply of Remote Input Output Module for Rolling Stock

Chennai Metro Rail Limited (CMRL) has invited digitally signed open e-tender through e-procurement portal for Supply of RIOM (Remote Input Output Module) for Rolling Stock of Chennai Metro Rail Limited.

 Scope of Work:

  • The contractor shall supply the following item required for Rolling Stock:

  • The contractor shall submit the drawing and part details along with the bid.
  • The RIOM shall be supplied with pre-loaded firmware software and to be ready to use in CMRL Rolling stock.
  • The item shall be supplied within 64 weeks from the date of receipt of this PO at CMRL office.

Packing and forwarding:

  • The cost for packing and forwarding is included in the total order price.
  • The materials shall be dispatched through supplier authorized transporter. Supplier will be fully responsible for the safe arrival of the consignment at our site.
  • Each package should be properly marked with description as well as case number giving net weight and SI. No. if any, for easy identification.

Warranty & Guarantee:

  • Supplier is required to, without charge, repair or rectify defective goods or to replace such goods with similar goods free from defects. Any goods repaired or replaced by the supplier shall be delivered at the CMRL premises without costs to the CMRL.
  • Minimum 12 months warranty / guarantee from the date of acceptance by CMRL should be given in the form of certificate indicating the warranty period along with the terms & conditions for the warranty / guarantee. 

Eligibility:

  • In order to submit the bid, the bidders have to get themselves registered on-line on the  e-procurement portal (http://eprocure.gov.in/eprocure/app) with valid Class II/III Digital Signature Certificate (DSC) issued from any agency authorized by Controller of Certifying Authority (CCA), Govt. of India.
  • The on-line registration of the bidders on the portal will be free of cost and one time activity only. If the bidder is an individual person then he should register himself under the “Individual” category and if the bidder is a proprietorship firm/partnership firm/Joint venture/company/consortium then registration should be under “Corporate” category.
  • The registration must be in the name of the bidder, whereas the DSC holder may be either bidder himself or an authorized person.
  • A Tenderer may be a firm that is a private entity, a state-owned enterprise or institution.  Joint Venture participation is not permissible for this tender.
  • A Tenderer shall not have a conflict of interest. Any Tenderer found to have a conflict of interest shall be disqualified.
  • A Tenderer shall provide such documentary evidence of eligibility satisfactory to the Employer, as the Employer shall reasonably request.

Force Majeure:

  • If at any time during the currency of the contract, either party is subject to force majeure, which can be termed as civil disturbance, riots, strikes, tempest, acts of God, epidemic. etc. which may prevent either party from discharging the obligation, the affected party shall promptly notify the other party about the happening of such an event.
  • Neither party shall by reason of such event be entitled to terminate the contract in respect of such performance of their obligations. The obligations under the contract shall be resumed as soon as practicable after the event has come to an end or ceased to exist.
  • The performance of any obligations under the contract shall be resumed as soon as practicable after the event has come to an end or ceased to exist. If the performance of any obligation under the contract is prevented or delayed by reason of the event beyond a period mutually agreed to,if any,or seven days, whichever is more; either party may at its option terminate the contract.

Notes:

  • CMRL reserves the right not to proceed with the tender process at any time without any notice, justification or liability.
  • All tenders, documents and other information submitted by the bidders to CMRL shall become the property of CMRL. Bidders shall treat all information furnished as strictly confidential. CMRL will not return any submission.
  • The tender is not transferable under any circumstances.
  • Telegraphic, conditional or incomplete tenders will not be accepted. Canvassing of any kind, direct or indirect, shall lead to disqualification of the bidder.
  • Tenders in any form other than the prescribed format issued by CMRL will not be entertained and will be summarily rejected.
  • Tenders with revised / modified rates / offer after opening of the tender shall be summarily rejected. In such a case, CMRL may forfeit the Earnest Money Deposit submitted with the tender.
  • CMRL may not consider bidders who have poor performance records such as abandoning works, not following statutory requirements, financial failure, etc.
  • Bidders are advised to submit only one tender either by themselves. If a bidder submits more than one tender, all the tenders in which the bidder has participated shall be considered invalid.
  • The Purchase order / Letter of acceptance would be sent in duplicate to the successful bidder, who will return one copy to CMRL duly acknowledged, signed and stamped by the authorized signatory of the bidder, as an unconditional acceptance of the Purchase order, within 07 (seven) days from the date of issue of PO/LOA.
  • To ensure due performance of the contract, performance security issued from any public sector bank or scheduled commercial bank of India is to be given by the successful bidder who is awarded the contract.
  • Performance security will be 3% of the total contract value. Performance security may be furnished in the form of an account payee demand draft payable at Chennai in favour of “Chennai Metro Rail Limited” OR through online NEFT/RTGS transaction OR irrevocable bank guarantee issued from any public sector bank or scheduled commercial bank of India in the prescribed form as shown in Annexure-V.
  • Within 14 days from the issue of PO by CMRL, the successful bidder shall furnish the performance security in accordance with the conditions of contract.
  • Performance security shall remain valid for a period of 02 months beyond the date of contractual obligations including any warranty/guarantee. No interest will be paid for the performance security during the validity period.
  • The proceeds of the performance security shall be payable to the CMRL as compensation for any loss resulting from the contractor’s failure to complete his obligations under the contract.
  • Failure of the successful bidder to submit the required performance security shall constitute sufficient grounds for the annulment of the award of the tender.
