General:

  • The said contract is generally for the following works of CMRL Phase-II being executed by CMRL in compliance with ADB.
  • Supply, Installation, Testing and Commissioning of Electrical, fire protection, fire alarm,VAC and BMS systems for 22 stations mentioned in this contract.
  • The quantities taken in BOQ are cumulative requirements of all the metro stations in this package.

Scope of Work:

  • The scope of work under these specifications generally covers but is not limited to supply, fabrication, installation/fixing, necessary touch up painting, testing, commissioning and training of the items mentioned in the Bill of Quantities.
  • The contractor shall carry out and complete the said work under this contract in every respect in conformity with the current rules and regulations of the Local Electricity Authority, the Indian Standards Institution, Indian Electricity Rules and Act TNFRSD and ADB with the directions of and to the satisfaction of the Employer / Engineer.
  • The contractor shall provide all required labour and install all materials, appliances, equipment necessary for the complete provision and testing of the installation as specified herein and shown on the drawings.
  • This also includes any material, appliances, equipment not specifically mentioned herein or noted on the drawings as being furnished or installed but which are necessary and customary to make complete installation properly connected and in working condition.
  • The work shall include all incidental jobs / minor civil works connected with installation such as excavation in trenches and backfilling, cutting, drilling and grouting etc.
  • The following jobs shall be deemed to be included in the scope of work of relevant item whether specifically mentioned or otherwise:
  • All panels & DBs including Main Distribution Board, Essential Power Panel, AC Power Panel, Escalator Power Panel, Passenger Amenities Panel, Fire Pump Panel, Emergency Power Panel, AHF Panels, UPS Panels, Lighting and power Distribution Boards etc. or other wherever applicable as per specification and BOQ.
  • Conduiting, Wiring, Supply & Fixing of Modular type Switches etc. for Lighting & fans etc. including Industrial Socket outlets wherever required and as per drawings.
  • External Lighting including its Feeder Pillar, Cabling, Poles all complete, High Mast, Solar (as applicable) and as per specification and BOQ.
  • Lighting Fixtures for internal and external areas (including verification of lux level achievable in various areas)
  • Lighting Control System for Stations.
  • Fire Detection and Alarm System and Aspiration system including associated Cabling. Conduiting and Wiring wherever applicable.
  • Safety Equipment as per requirement.
  • Various Distribution Boards / Panels as required with Automatic Source Transfer System etc.
  • Power Supply for Signage.
  • DC Control Supply system as required.
  • Power Cables and Control Cables, Cable Trays, Raceways and Ducting etc.
  • Exhaust Fans, bracket fans, air circulator fans and Ceiling Fans.
  • Ventilation of, Substation & Pump Room, Air- Conditioning of Equipment Rooms and other areas as specified as per requirement.
  • Protective Earthing and Lightning Protection.
  • Cabling, Hume Pipes, Cable Termination, RCC trenches, Poles etc. for External Lighting.
  • Protection and Interlocks.
  • Verification of GFC Drawings.
  • Preparation of Shop Drawings and As Built drawings developed from LOD 500 BIM Model.
  • Submission of Scheme for total discrimination between ACBs and MCCBs
  • Pressure calculations for fire Suppression system ( total / Panel flooding).
  • UPS systems and Li-Ion Batteries as per the specification and BOQ.
  • Fire Pumps, Fire Hydrants, Sprinklers and Fire System Piping Valves and accessories, Pressure switches.
  • Clean agent-based gas suppression System in Electrical Panels and Total flooding for technical rooms as per BOQ and Fire Extinguishers.
  • BMS for Elevated Stations with associated cabling works.
  • Interfacing with designated contractors/ SWC’s as per interface matrix provided at Appendix 2.
  • Inspection and Testing of equipment at manufacturers work prior to dispatch.
  • Transportation, Storage, insurance etc.
  • Testing at site as required.
  • Protection of stored materials/installed work against damage due to dirt, sun and rain including providing tarpaulin/ PVC sheet covers as required.
  • Providing security arrangements/watch and ward for stored materials and installed works to guard against pilferage including providing temporary covers on conduit outlets after drawing of wires before fixing switches/fittings etc.
  • Comprehensive insurance with CMRL as beneficiaries against pilferage during transportation/storage/installation as per GCC.
  • Demobilization and clearing of all temporary works/facilities after completion of work at site and cleaning work are before handing over.

Installation Tests:

  • The Installation Tests phase is defined as being the final stage of assembly/installation before the start of commissioning itself. The Installation Tests are to be performed by the Contractor under the Contract and may be witnessed by the Engineer/Employer.
  • During this phase, the Contractor shall perform static testing of components and/or systems in preparation for Partial Acceptance Testing.
  • The particular requirements for Installation Tests are prescribed in the Technical Specification Section VI A Part-2 . Where performance across interfaces to other Contractors or to other parties is required to be verified, the Contractor shall liaise with the interfacing party to coordinate the test procedures and programme in the manner prescribed in chapter 3 Section VI A , Part-2.
  • The Contractor shall prepare three copies of a test report immediately after the completion of each test whether or not witnessed by the Engineer. If the Engineer has witnessed the test, he will countersign the report to indicate his agreement to the information and conclusions (i.e. whether or not the equipment being tested has passed satisfactorily) contained therein. If the Engineer has not witnessed the test (i.e., if a written waiver has been granted), the Contractor shall forward three copies of the test report without delay to the Engineer.
  • The Engineer will countersign the report to indicate his agreement to the information and conclusions i.e. whether or not the equipment being tested has passed or failed and returned one copy to the Contractor. Where the results of the test do not meet the requirements of the Specification, the Engineer may call for a re-test at Contractor’s own expenses.
  • Test equipment and instrumentation shall be subject to calibration test within a properly controlled calibration scheme, and signed calibration certificates shall be supplied to the Engineer in duplicate. Such calibration checks shall be undertaken prior to testing and, if required by the Engineer or the Employer, shall be repeated afterwards.
  • The Contractor shall submit to the Engineer an Installation Test Plan including a comprehensive schedule of tests as required by the Technical Specification of Section-VI C , Part 2 giving full details and procedures for each test to be carried out under the Contract and including the pass / fail criteria (i.e. the standards or limits to be achieved).

Training Requirements:

  • The Contractor shall provide comprehensive training to the Employer’s O&M (Operations and Maintenance) staff to enable all of the systems and equipment supplied, installed or modified as part of the works to be operated and maintained in the designed manner safely and efficiently so as to achieve the maximum reliability and economy, and to meet the requirements of the Employer’s programme.
  • To achieve the objective, it will be necessary to train the Employer’s staff, and any O&M staff, appointed by the Employer, including Employer’s Training Instructors (ETI). The Contractor shall submit to the Employer for review and critique the range of staff for whom training is recommended and a Training Plan to be proposed for the Engineer’s staff in accordance with chapter 3 for a Notice the number and designated level of staff for whom training is recommended and a Training Plan to be proposed to the Employer as stated in Technical Specification of Section VI C, Part 2.
  • The recommendation shall include details of training equipment necessary and appropriate to achieve the training objectives.
  • The Training Plan shall provide a structured training programme to educate and train the personnel of the Employer and any O&M staff appointed by the Employer in all aspects of the system operation and maintenance and shall include, but not limited to, the following:
    • Schedule of training courses;
    • Objective, syllabus, format, class size and duration of each training course;
    • Training facilities to be provided by the Employer;
    • List of training materials and documentation to be included with the training course;
    • Method of pre- and post- testing to be utilised;
    • Qualifications and experience level necessary for the trainees;
    • Instructor’s qualifications; and
    • Course evaluation methods.
    • Operation and procedures under normal & degraded modes for each and every system and their subsystems such as BMS etc.
    • Operation of Fire alarm central unit, Lighting Control System, BMS etc.

Eligibility:

Contracts of similar size and nature:

  • Participation in Similar works in the role of prime contractor, (single entity or JV member or Subcontractor must have been satisfactorily or substantially completed during the last ten (10) years from the last day of the month prior to bid submission deadline involving a minimum following eligibility criteria:
  • A minimum number of:
    • One work of value INR 105 Crores or above, or
    • Two works each of value INR 66 Crores or above, or
    • Three works each of value INR 52 Crores or above.

Construction Experience in Key Activities:

  • For the above or other contracts executed during the period stipulated in 2.4.1, a minimum construction experience is required in the following key activities:
    • Supply, Installation, Testing and commissioning of Similar works of, At least three (3) Elevated Metro stations or one Underground Metro Station, or
    • One (1) Railway Workshop or One (1) Metro Depot, or
    • Large multi storey building such as Airport, Hospital, Hotel, IT Park, commercial mall, any industrial project, factory etc., with minimum transformer rating of 2000 KVA and above capacity.
