Chennai Metro Update: Tenders invited for Construction of Elevated Viaduct and 10 Elevated Metro stations for Corridor-3 of Phase-2

Chennai Metro Rail Limited (CMRL) has invited digitally signed tender through e-procurement portal  from Reputed, Experienced, Financially sound, eligible applicants, who fulfill the qualification criteria as mentioned in the tender through International Competitive Bidding (ICB) under Single Stage two Envelope with initial filter (Technical & Financial) system for the works as detailed below:

  • Name of Work: Construction of Elevated Viaduct (Approximate Length -10km)  Including Elevated Ramp and Ten (10) Elevated Metro Stations at Nehru Nagar,   Kandanchavadi, Perungudi, Thoraipakkam, Mettukuppam, PTC Colony,   Okkiyampet, Karapakkam, Okkiyam Thoraipakkam and Sholinganallur”.

General:

  • The construction and performance of the Permanent Works shall comply with the specific core requirements contained in these Works Requirements Part -2.
  • The construction of the Permanent Works shall be in accordance with these Works Requirements Sub Section B – Functional, the Outline Construction Specifications, as included in this Contract, and other requirements of the Contract.
  • The Permanent Works shall be constructed to the highest standards available using proven up-to-date good practice. Outline Construction Specifications shall be scrupulously followed. The work shall be carried out employing the procedures established by the Contractor in his Quality, Safety and Environmental and Interface management plans.
  • The Contractor shall be responsible for obtaining all necessary approvals for carrying out the Works from the Relevant Authorities.

Scope of Work:

  • The Permanent and Temporary works shall comprise the Construction of all Civil, Structural, Plumbing, Drainage, Sewerage, Structural Earthing, Architectural and Signage Works and Temporary Services necessary to complete the Elevated Ramp, Viaduct and Stations complete all as per the Employer’s Drawings and the Works Requirements. 
  • The Elevated Ramp/Viaduct extends from the underground ramp at Taramani till Sholinganallur and passes through ten Elevated Stations located at Nehru Nagar, Kandanchavadi, Perungudi, Thoraipakkam, Mettukuppam, PTC Colony, Okkiyampet, Karapakkam, Okkiyam Thoraipakkam and Sholinganallur.

The Permanent and Temporary works shall comprise the Construction of all Civil Works and Temporary services including, but not limited to, the following:

  • Survey including, Detailed Engineering Topographic Survey, Utilities trail trench and Investigation, in addition to the information given in these tender documents.
  • Site clearance, including tree felling, replacement planting at the ratio of 1 felled tree to 12 numbers of seedlings / saplings (issued free of cost including land for transplanting by CMRL) including the maintenance for six months, tree transplanting in case of rare species or red listed species (before extinct stage) or those with sentimental values and the fencing, barricading and securing of the site areas and works areas to the satisfaction of the Engineer.
  • The demolition or slicing (wherever required) of existing buildings and other structures which may or may not be explicitly shown in the Employer’s Drawings; the exact shape, size numbers and locations to be confirmed by the Contractor. 
  • The slicing shall be carried out in such a manner that the remainder of the building after slicing is structurally stable; after slicing the remaining part of building shall be strengthened, all services to the buildings are restored and separate access staircase shall be provided to the occupants in all floors if required.
  • Strengthening of buildings, after slicing to ensure structural integrity and safety of the buildings.
  • Setting up of casting yard at suitable location as per the requirement of project to achieve the Key Dates.
  • Pile foundation with hydraulic rotary piling rigs.
  • Conducting NDT Test, and load tests on piles.
  • Pile cap including levelling course.
  • Pier as per the shape and finishes mentioned in the documents/drawings.
  • Cantilever piers, Cast-in-situ pier caps, portal piers and portal beam at locations shown in the drawings.
  • Precast Pier caps on the piers and transporting, lifting, fixing and prestressing on the piers.
  • Elastomeric/POT-PTFE/Spherical bearings including bearing pedestals and metal wedges.
  • Pre-casting, Prestressing, Transporting and Launching U-Girder and l-Girder Superstructure.
  • Fabricating, Casting, transportation and launching of Special spans; and
  • Conducting load tests on Girders/Erected Spans.
  • Hand Railing and cable ducts support.
  • Inserts for track plinth (construction of track plinth is not in the scope of this Contract).
  • Expansion joint to cover the gap between U / I girders.
  • Construction of Station structure including columns, precast and cast in-situ beams, precast and cast in-situ slabs, staircases, roof structure, parapets, roof truss works including structural steel framework, roof sheeting, gutters, facades, RCC water tanks (underground).
  • Entry and Exit structures and other structures at all levels.
  • Lift shafts, escalator pits including water proofing with proper drainage arrangements.
  • Earthing arrangement, drainage system, inserts for OHE/Signaling masts in parapets, stations and U-Girders.
  • All Plumbing and associated works including testing and commissioning.
  • Architectural works at stations including finishes to civil works and structures at each station for passengers, operating staff and equipment housing, (such as screeding, blockwork, doors/fire doors, floor and wall finishes including handrails and balustrades etc.,).
  • Scope of architectural works consisting, but not limited to the following:
    • Solid block masonry works for walls and partitions.
    • Cement plastering works for exterior and interior walls.
    • Flooring in Polished granite, Honed Granite, Basalt stone, Vitrified tactile tiles and ceramic glazed tiles.
    • Water proofing of horizontal and vertical surfaces.
    • Installation of BOM/TOM/Booth counters, fully glazed partitions and paneling
    • False ceilings of specified materials.
    • Finishing walls with textured exterior and interior painting.
    • Fire rated doors and Motorised Rolling shutters.
    • Hand railing with stainless steel and mild steel, balustrades and frameless glass railing system.
    • Landscaping.
    • Signages as per drawings and specifications.
  • Building Information Modelling (BIM) works as per Part 2 – Employers requirements given in Appendix 7B. Protection and retention of utilities which are not required to be diverted.
  • Temporary diversion, maintenance and restoration of charted and uncharted utilities including supporting work for protection and retention of utilities. Diversion, protection, maintenance and restoration of charted and uncharted utilities will be paid under Provisional Sum excluding storm water drain and TNRDC Utility ducts. Diverted utilities shall be handed over to the utility department all to the satisfaction of the Engineer.
  • The utilities shall include, but not limited to the following:
    • Sewer lines.
    • Water mains.
    • Underground and above ground Telecom copper and Optical Fibre.
    • Cable (OFC).
    • Over Head Electrical (LT & HT) Lines.
    • Underground LT and HT cables, Transformers, RMU structure, pillar boxes.
    • High mast, Light poles, junction boxes.
    • Electrical poles and traffic signals.
  • All works related to identification of utilities, preparation of diversion proposal and obtaining necessary approvals from the relevant authorities are covered under the respective Price Centre.
  • Temporary diversion and reinstatement of storm water drains and reconstruction of TNRDC utility ducts are covered under the respective BoQ item.
  • Provision of Stations new utilities connections shall be covered under Provisional Sum.
  • Traffic management and road works, both temporary and permanent including diversions of roads, footpaths, temporary decking, pedestrian walkways, traffic marshals, subways and footbridges, along with construction and maintenance of the new and existing roads and diversions and handover all road and its facilities after reinstatement to the relevant authorities to the satisfaction of the Engineer.
  • Any additional work area required for the Works and relevant road traffic arrangement / diversion shall be arranged by the Contractor with necessary approvals from Traffic Police department / Stake holders at no extra cost to the Employer.
  • Temporary relocation and reinstatement of Bus Shelters.
  • Temporary relocation and reinstatement of Foot Over Bridges.
  • Construction, provision and maintenance of the Engineer’s site offices as stated in Appendix 13 of Part 2 of this document.
  • Construction and maintenance of new and existing roads and diversions, including restoration to original condition.
  • Removal, storage of road furniture such as street lighting, traffic signals, bus shelters/stands, footpaths including stone kerbs, boundary walls, horticulture works, and any other work (if any affected by the construction works) to restore the site to its original condition as stated in the Contract as per current standards and site requirements, as and when required and which will be paid under provisional sum.
  • All handing over and taking over of facilities to Interface Contractors in accordance with the Key Dates given in Appendix 2B of Section VII, Part 2.
  • Design and construction of enabling/temporary works for site setups such as gantries, cranes, launching girders, foundations for gantries and cranes, pile load test set-up and all associated temporary work items not covered in the Employer’s Drawings.
  • All Works as stated in the Works Requirements, the Outline Construction Specifications and the Employer Drawings.
  • Repairs / Rectification / Replacement for all the Permanent and Temporary Works carried out by the Contractor including providing a suitable method statement to obtain Notice of no Objection from the Engineer. The Repairs / Rectification / Replacement shall be carried out to the satisfaction of the Engineer at his own cost.
  • Defects Liability during the Defects Notification Period as per the Conditions of Contract and Contract Data.
  • All interface works as per Clause A10 of Section A and Appendix 19 of Part2 Employer’s Requirements including providing access, handing over of rooms / spaces and taking over of rooms / spaces; and BIM works as per appendix 7B BIM Standards.
