Chennai Metro update: Tenders invited for supply of Ballastless Track for Underground & Elevated section of Phase-II

Chennai Metro Rail Limited (CMRL) has digitally signed open  e-tender through  e-procurement portal from Reputed, Experienced, Financially sound, eligible applicants, who fulfill the qualification criteria as mentioned in the tender through International Competitive Bidding (ICB) under Single Stage two Envelope with initial filter (Technical & Financial) system for the works as detailed below under loan disbursement of Japan International CooperationAgency (JICA)

Source of Funds:

  • The Borrower specified in the BDS has received or has applied for a Japanese ODA Loan from the Japan International Cooperation Agency (hereinafter referred to as “JICA”), with the number, in the amount and on the signed date of the Loan Agreement specified in the BDS, towards the cost of the Project. 
  • The Borrower intends to apply a portion of the proceeds of the Loan to payments under the contract(s) for which this Bidding Document is issued.
  • Disbursement of a Japanese ODA Loan by JICA will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the applicable Guidelines for Procurement under Japanese ODA Loans specified in the BDS. 
  • No party other than the Borrower shall derive any rights from the Loan Agreement or have any claim to the loan proceeds. 
  • The above Loan Agreement will cover only a part of the project cost. As for the remaining portion, the Borrower, the Project Executing Agency and the Employer will take appropriate measures for finance through other sources specified in the BDS.

Scope of Work: 

  • The Contractor shall be responsible for supply of 60 E1 Profile, Grade 880 rails duly conforming to the IRS T-12-2009 with latest amendments for the quality of the steel, manufacturing process, chemical composition, acceptance test/retests, qualifying criteria and other technical conditions of supply.
  • The Contractor shall be responsible for manufacture and supply of 33C1 R260 grade check rail duly conforming to EN 13674-3 with latest amendments.
  • The proposed Rail supplier shall have a proven track record of having supplied 60E1, 880 Grade rails with satisfactory performance of minimum 3 years in service in regular revenue operation on ballastless/ballasted track on any Metro or Railway for a length of at least 10 track km. The Contractor shall submit the proof for having supplied the supplier which had been in revenue operation for minimum 3 years. The credentials of the Grade 880 Grade rail supplier shall be submitted to the Employer/Engineer for prior approval. Once the Employer/Engineer approves the credentials of the supplier, the Supply of rails shall begin.
  • The rails shall be procured and stacked at least 3 months in advance before the commencement of track installation activities as per the construction programme, without any impact to the track installation activities.
  • The Contractor shall be responsible for mechanised handling, all modes of transportation of these supply materials from Manufacturing plant to site of delivery including all men, material, machineries, consumables, lead and lift necessary, transit, storage insurance, port and customs clearance and properly transporting at stacking at stores/nominated location approved by the Engineer.
  • The Contractor shall submit the method statement for handling and transportation of rails from the manufacturing facility to the storage yard for the approval of Engineer.
  • The Track work Contractor at his own cost shall make his own arrangements, subject to obtaining approval from the Engineer, identify the locations for storage of various track components such as Rails, Turnouts, Fasteners, buffer stops etc., The Contractor shall negotiate with the landowners or other appropriate government agencies to seek temporary occupation of land for storage of various track materials and its transportation.
  • The Contractor at his own cost shall make a proper level surface with drainage arrangement for stacking of rails incompliance to the attached RDSO drawing. The supplied rails shall be properly stacked in layers on the prepared Level surface. The contractor shall make necessary protection for the stacked materials including the fire and flood protection.
  • The Contractor shall be responsible for the safety and security of the materials purchase under this Contract.
  • The Contractor at his own cost shall make a proper safety and security arrangement for the protection of stacked materials. The contractor shall submit the detailed Plan and Procedure for the safety and security arrangement proposed to be followed by the Contractor for the stacked materials for the approval of Engineer. 
  • The location and size of the storage area proposed by the Contractor shall be subjected to Engineer’s approval. Before commencing operations, the Contractor shall submit detail drawings of the locations for the stockpiling of materials, together with the proposed method of operation, including stockpile heights, angles of repose, runoff, dust control measures, access road layout, drainage, and measures to be taken for restoration, all verified by appropriate calculations and analysis.
  • The Contractor shall submit all necessary technical documents, which shall prove that the design, manufacture and supply are complying with relevant International/Indian Standards.
  • In accordance with Clause 3 of IRS T-12-2009, the Contractor shall submit at his own expenses, two sets of templates (internal and external) made of stainless steel for each section of rail ordered or contracted for as per approved drawings to the purchaser.
  • Two sets of plus and minus limit gauges made of stainless steel, in accordance with the stipulated maximum and minimum tolerances, shall also be submitted to the Engineer.
