Delhi Metro Update: Tender invited for civil structures of stations, depots, viaducts and tunnel section in Airport Line

Delhi Metro Rail Corporation Ltd. (DMRC) has invited open e-tenders from eligible applicants, who fulfil qualification criteria for Structural repair work of civil structures of buildings of stations, depots, ancillary buildings, viaducts and tunnel sections in Airport Line, Dwarka Subcity and Line-9 section.

Objective:

  • The work includes Structural repair, retrofitting, general civil repair, special & extra ordinary civil repair works, common areas and supporting structures/services as per actual site requirement to make the structure safe, serviceable and fit for occupancy /operation in the manner and to the standards and within the time stipulated by Contract.
  • In full recognition of this objective, and with full acceptance of the obligations, liabilities and risks which may be involved, the Contractor shall undertake the execution of the Works.

Scope of Work:

  • The contractor will execute the work i.e. “Contract: – “Structural repair work of Civil  structures of buildings of stations, depots, ancillary buildings, viaducts and tunnel sections in Airport Line, Dwarka Subcity and Line-9 section”.
  • The work under this contract shall consist of, but not limited to, all materials, labour,  equipment, tools, plants and necessary machinery is required to completely execute any or/and following works within DMRC premises/scope.

Method of repair/rehabilitation of columns:

  • Steel supporting system shall be provided for off-loading the column load and it should be designed and design and drawing should get approved from DMRC. The columns shall be rehabilitated by removing the cracked or repaired concrete from the column surface and chip the concrete upto 25 mm behind the reinforcement.
  • The broken or corroded steel reinforcement and stirrups shall also be removed. The reinforcement steel shall be cleaned off all loose corrosion mass by steel hard wire brush.
  • The reinforcement diameter is lost more than 15% hence, additional steel shall be provided equivalent or more to the lost section due to corrosion. The old and new steel along with stirrups will be painted with anti corrosion coating as specified by the manufacturer Sacrificial anodes shall be tied on alternate junctions of the reinforcement and stirrups.
  • Power throw (Corrosion inhibiting caplets] shall be embedded in the concrete with the spacing of 0,5 M. It is Bipolar Inhibition Mechanism which helps to convert the acidic nature of concrete to alkaline.
  • The concrete shall then be repaired with polymer modified high strength mortar added with bipolar chemical and all the columns shall be granted by polymer modified grout.

Method of repair/rehabilitation of Pier:

  • The Piers shell be repaired by removing the cracked or repaired concrete from the pier surface and chip the concrete upto 25 mm behind the reinforcement. The reinforcement steel shall be cleaned off all loose corrosion mass by steel hard wire brush.
  • The reinforcement along with stirrups will be painted with rust convertor coating as specified by the manufacturer. Sacrificial anodes should be tied on the exposed junction of the reinforcement. Power throw (Corrosion inhibiting caplets) shall be embedded in the concrete with the spacing of 05 M.
  • It is a Bipolar Inhibition Mechanism which helps to convert the acidic nature of concrete to alkaline. The concrete shall then be repaired with polymer modified high strength mortar added in bipolar chemical.

Method of repair/rehabilitation of beams, staircase and slab/Platform level slab:

  • The external beam, staircase and slab shall be repaired by removing weak concrete from  the surface. During the operation, if reinforcement is exposed then it shall be cleaned by steel hand wire brush.
  • Paint the steel with a rust convertor. Sacrificial anodes’ shall be tied on alternate junctions of (he reinforcement Power throw (Corrosion inhibiting caplets) shall be embedded In the concrete with the spacing 05 M. The concrete shall then be repaired with polymer modified high strength mortar added in bipolar chemical.
  • The Protection of floors, finishing, railings, doors & windows etc, barricading and safe arrangements in and around the building for safe execution of the work Brief scope of work is mentioned in BOQ and as per site requirement.
  • Dismantling of the fittings / fixtures keeping them in safe custody and /or protection of the fittings & fixtures, civil & electrical installations & services in the best interest of the DMRC.
  • Structural repair, retrofitting, special repairs, Exira Ordinary repairs and miscellaneous civil repairs.
  • Special treatments to the existing structural members & finishes to improve the durability of the structure and to improve the serviceable life of the building.
  • Installation of available dismantled fittings & fixtures, replacement of unserviceable fittings & fixtures.
  • All other works required to make the Station, Viaduct and other allied Buildings fit for occupation/operation.
  • The work may be carried out in block hours during Night) or in revenue hours as per requirement of work at site.
  • Works to be performed shall also include all general works preparatory to the construction and works of any kind necessary for the due and satisfactory construction, completion and maintenance of the works to the intent and meaning of the drawings adopted and technical specifications, to best Engineering standards and orders that may be issued by the Engineer from time to time compliance by the agency with all Conditions of Contract, supply of all materials, apparatus. plants, equipment, tools, fuel, water, strutting, timbering, transport, offices, stores, workshop, staff.
  • Labour and the provision of proper and sufficient protective works, diversion, temporary fencing, lighting and watching required for the safety of the public and protection of works on adjoining land; first -aid equipment, sanitary accommodation for the staff and workmen, effecting and maintenance of all insurances, the payment of all wages, salaries, fees, royalties, duties or the other charges arising out of the erection of works and the regular clearance of rubbish, clearing up, leaving the site perfect and tidy on completion.

Interface Work:

  • In addition, the Contractor shall be required to accommodate requirements of miscellaneous works as per interfacing requirements. The Contractor shall carry out necessary co-ordinations with Facility Manager, E&M Contractor and various system contractors pertaining to traction power supply, signalling, telecommunication, AFC, Housekeeping etc. Earthing and lighting protection wherever required.

Structures:

  • The maintenance of structures will have to be planned in such a manner that they do not obstruct or interfere with existing utilities. Where work is required to be carried out at locations adjacent to such utilities suitable safety and protection arrangements will have to be ensured for which nothing extra will be payable.
  • It should be ensured that no damage is caused to any such element and Engineer/ Employer shall be indemnified against such damage at no extra cost.

Work Experience:

  • The tenderers will be qualified only if they have successfully completed or substantially completed similar works of which falling during the last five years ending on the last day of the month previous to the month of tender submission as given below:
    • At least one “similar work”* of value of Rs. 39.85 lakh or more, or
    • At least two “similar works” each of value of Rs. 24.91 lakh or more, or
    • At least three “similar works” each of value of Rs. 19.93 lakh or more
  • Similar works for this contract shall be “Any work consisting of Construction/repair/strengthening/retrofitting/rehabilitation of a structure.

Notes:

  • The tenderer shall submit details of works executed by them in the Proforma of Appendix-7 of FOT for the works to be considered for qualification of work experience criteria.
  • Documentary proof such as completion certificates/ substantial completion certificate from client clearly indicating the nature/scope of work, actual completion cost/ value of actually executed works and actual date of completion (in case of completed works) for such work should be submitted.
  • The offers submitted without this documentary proof shall not be evaluated. In case the work is executed for private client, copy of work order, bill of quantities, bill wise details of payment received certified by C.A., T.D.S certificates for all payments received and a copy of the final/last bill paid by the client shall also be submitted.
  • All the documents or certifications, which are provided by CA after 1st July, 2019, must contain UDIN thereon and the particulars of certifications must be the same as mentioned on document/certification and submitted to ICAI on its website which can be verified online.
  • In case of any composite work (work involving other than similar work also), the value of successfully completed or substantially completed portion of similar work up to the last day of the month previous to the month of tender submission shall be considered for qualification of work experience.
  • Only work experience certificate having stamp of Name and Designation of officer along with the name of client shall be considered for evaluation. However, if any work experience certificate has been issued prior to 01.07.2019, the same shall be considered for evaluation even if it is not stamped.
  • For completed works, value of work done shall be updated to the last day of the month previous to the month of tender submission price level assuming 5% inflation for Indian Rupees every year and 2% for foreign currency portions per year. The exchange rate of foreign currency shall be applicable 28 days before the submission date of tender.
  • If the above work(s) (i.e. “Similar work” comprises other works, then the client’s certificate clearly indicating the amount of work done in respect of the “similar work” shall be furnished by the tenderer in support of work experience along-with their tender submissions.
  • Work experience of only substantial partners (partner with a share of 26% or more in the JV/ Consortium) shall be considered for evaluating the JV/ Consortium.
  • Substantial completion shall be 80% (value wise) or more works completed under the contract based on original scope of work/ revised scope of work, whichever is less.
  • In case of joint venture/ Consortium, full value of the work, if done by the same joint venture shall be considered. However, if the qualifying work(s) were done by them in a JV/Consortium having different constituents or percentage participation, then the value of work as per their percentage participation in such JV/Consortium shall be considered.
  • After opening of financial bids, the work experience credentials (work experience certificate along with other documents if any) of L-1 bidder shall be sent for verification & certification to the concerned clients(s). In case of any concealment or misrepresentation of facts, appropriate action(s) in accordance with tender conditions and “Suspension/Banning Policy, August 2019” of DMRC shall be taken. The copy of “Suspension/Banning Policy, August 2019” of DMRC can be downloaded from the tender section of DMRC website.
  • Where a work is undertaken by a group, only that portion of the contract which is undertaken by the concerned applicant/member should be indicated and the remaining done by the other members of the group be excluded. This is to be substantiated with documentary evidence.
