Delhi Metro Rail Corporation Ltd. (DMRC) has invited open e-tenders from eligible applicants, who fulfil qualification criteria for Comprehensive annual breakdown maintenance contract of semi addressable/conventional/digital addressable/addressable type fire detection system installed at different elevated metro stations of DMRC Phase- I, II & III for Three Years.

Objective:

  • The objective of the contract is the “Contract: OEM-1302: “Comprehensive Annual  breakdown maintenance contract of Semi addressable/Conventional/Digital Addressable/ Addressable type Fire Detection system installed at different elevated Metro stations of DMRC Phase- I, II & III for Three Years”.
  • In full recognition of this objective, and with full acceptance of the obligations, liabilities and risks which may be involved, the Contractor shall undertake the execution of the Works.

General:

  • Electrical Work for “Contract: OEM-1302: “Comprehensive Annual breakdown maintenance contract of Semi addressable/Conventional/Digital Addressable/ Addressable type Fire Detection system installed at different elevated Metro stations of DMRC Phase- I, II & III for Three Years” shall be done in accordance with Employer’s Requirements and the other requirements of the Contract.
  • Electrical Work for “Contract: OEM-1302: “Comprehensive Annual breakdown maintenance contract of Semi addressable/Conventional/Digital Addressable/ Addressable type Fire Detection system installed at different elevated Metro stations of DMRC Phase- I, II & III for Three Years” shall be of highest standards available using proven up-to-date good Engineering practices.
  • The Specification shall in any case not specify standards which, in the Engineer’s opinion, are less than or inferior to those described in the Technical Specifications contained in the Tender Documents.

Scope of Work:

  • The work for “Contract: OEM-1302 “Comprehensive Annual breakdown maintenance contract of Semi addressable/Conventional/Digital Addressable/ Addressable type Fire Detection system installed at different elevated Metro stations of DMRC Phase- I, II & III for Three Years” shall be executed:
  • The scheduled maintenance and replacement of part i.e. fire detectors, RI, MCP, Hooter,  Wiring Etc. shall be done by The DMRC. During comprehensive Annual Breakdown maintenance the contractor shall replace/ repair all the defective items of FACP, Repeater Panel, Interface with PA panel, Amplifier, mic, relay module of amplifier etc. at his own cost and labour (FACP Battery for backup, detectors, MCPs, hooters, flasher & loop/field wiring etc. are excluded from scope of work). Detail of Stations and Fire detection systems is as per Annexure-1 attached herewith.
  • Comprehensive Annual breakdown maintenance of FACP, Repeater Panel and PA system  (Amplifier, Mike, Control Panel, relay module etc.) of one station will constitute one job.

Breakdown Maintenance:

  • The Failure/Defects of FACP, Repeater Panel, PA panel and all accessories etc. shall be attended round the clock 24×7 day a week & 365 days a year inclusive of all holidays and Sundays.
  • Response Time (Max.) – 06 hours ( after the call is registered with the contractor)
  • Fault attending Time (Max. – 48 hours ( after response time of 06 hours)
  • Calls made before 16:00 PM shall have to be attended on the same day.
  • Calls made after 16:00 PM shall be attended by 10:00 AM on Next day.
  • DMRC is an ISO-14001 & OHSAS 18001 certified organisation for Environment, Health and Safety. The work is to be carried as per International Norms/ Standards and in such a manner that all premises always look neat and clean. Similarly, the waste disposal is also carried out in a totally sealed manner without affecting the Environment.

Take Over of the System by contractor at the beginning of CAMC:

  • The major failure (Complete shutdown of FACP, FARP & PA system, failure of any loop card, motherboard card, display, power supply card) of FACP, FARP & PA system shall be rectified by DMRC before the system is handed over to contractor. All other minor failures shall be ignored and shall be taken over by the contractor.

Hand Over of the system by the contractor after completion of CAMC:

  • At the completion of CAMC the contractor has to hand over all systems (which are under CAMC) in good working condition with no any pending faults.

Penalty:

  • The defective Fire detection (Complete shutdown of FACP, FARP & PA system, failure of any loop card, motherboard card, display, power supply card and any other faults which affects the main functioning of FACP, FARP & PA system) shall be rectified within 48 hrs. (As per clause-3) otherwise penalty of Rs. 500/- per day per station subject to maximum 10% of the contract value shall be imposed.
  • Advance payment: No Advance of any type shall be paid.
  • Price Variation Clause: The price variation clause is not admissible in this contract. The rate quoted shall be inclusive of all taxes and duties.
  • Termination of contract: If the contractor fails to perform satisfactorily, the contract can be  terminated at any time without assigning any reason by giving 15 days notice to the contractor.
  • Safety of Personnel: The contractor will take full responsibility for the safety of his staff, Materials etc.
  • Quantity variation clause: The quantity of equipment mentioned may vary ±25% of  BOQ.
  • All the work shall be done as per original manufacturer recommendations/relevant IS and  original spares/materials shall be used.
  • Any Damage/Breakage to the DMRC property during the execution of work will be at the risk & cost of the contractor & in this regard the DMRC’ decision will be final regarding amount of damage/breakage etc. The amount will be deducted from the contractor’s bill.
  • Materials identified as such by the Engineer and advised to the contractor, shall not be dispatched from the site without written authority from the Engineer.
  • The DMRC shall have the right to make minor alteration/additions/substitutions in the specification in the scope of work of issue instructions that may be deemed necessary during the period of the contractor and contractor shall carry out the work in accordance with the instructions which may be given to him by Authorised DMRC’ representative.
  • The contractor shall on request of Engineer-in-Charge forthwith remove from the works any  person employed thereon by him who in the opinion of Engineer-in-Charge may misconduct himself or suspicious from security point of view and such persons shall not be again employed on the work without permission of the Engineer-in-Charge.
  • The tenderer may visit before submitting the offer.
  • Transport: No separate charges will be paid for transport.
  • The guarantee of spares shall be six months from the date of replacement. Nothing shall be paid if any spare part gets faulty before six months from the date of installation.
  • The manpower can also be deployed during OFF days/ holidays / night hours as per site requirements for which nothing shall be paid extra.
  • The work is to be carried out as per the recommendations of manufacturers.
  • Contractor shall deploy multiple teams to work at different sites as per the requirements and nature of the job.
  • The tenderer must reach at site within 24 hrs after receiving the call.
  • The scrap materials shall be retained by DMRC.
  • Bidder shall submit the following Memorandum of understanding with all the OEMs i.e. M/s Agni Suraksha/Agni, M/s Daksh Electronics, M/s Agni Devices Pvt. Ltd. and M/s Ravel. The MoU shall be signed by an authorised representative of OEMs. The MoU for each of OEMs shall be submitted after issue of LOA and before taking over the system as per format provided in Employer’s Requirement, Annexure-2. Non-compliance to this shall be dealt as per applicable clause of GCC.

Eligibility:

Work Experience:

  • The tenderers will be qualified only if they have successfully completed or substantially completed similar works during the last five years ending on the last day of the month previous to the month of tender submission as given below:
    • At least one “similar work” of value of ₹40.99 lakh or more, or
    • Two “similar works” each of value of ₹25.61 lakh or more, or
    • Three “similar works” each of value of ₹20.49 lakh or more
  • Similar work for this contract shall be “Supply, Installation, Testing & Commissioning of Semi addressable/Conventional/Digital Addressable/ Addressable Fire Detection System” or
  • “CAMC/AMC of Semi addressable/Conventional/Digital Addressable/ Addressable Fire Detection System”.
  • If the tenderer is a JV/Consortium having foreign partner(s) and above work(s) have been executed by the foreign partner of JV and the work(s) were done in the country of the foreign partner, then in addition to this the foreign partner must have executed works (which need not be similar in nature) of total put together of value ₹20.49 Lakh or more outside the country of the foreign partner.
