Delhi Metro Update: Tender invited for hiring of sky lift and cranes for miscellaneous works in DMRC network for 3 years

Delhi Metro Rail Corporation Ltd. (DMRC) has invited open e-tenders from eligible applicants, who fulfil qualification criteria for Hiring of sky lift and cranes for miscellaneous works anywhere in the entire DMRC’s network in Delhi & NCR for 03 years.

Objective:

  • The objective of the contract is the “Hiring of Sky Lift and Cranes for miscellaneous works anywhere in the entire DMRC’s network in Delhi & NCR for 03 years” as mentioned in clause 2 to 8 of Employer Requirement.
  • In full recognition of this objective, and with full acceptance of the obligations, liabilities and risks which may be involved, the Contractor shall undertake the execution of the Works.

General:

  • Electrical Work for “Hiring of Sky Lift and Cranes for miscellaneous works anywhere in the entire DMRC’s network in Delhi & NCR for 03 years” shall be done in accordance with Employer’s Requirements and the other requirements of the Contract.
  • Electrical Work for “Hiring of Sky Lift and Cranes for miscellaneous works anywhere in the entire DMRC’s network in Delhi & NCR for 03 years” shall be of highest standards available using proven up-to-date good Engineering practices.
  • The Specification shall in any case not specify standards which, in the Engineer’s opinion, are less than or inferior to those described in the Technical Specifications contained in the Tender Documents.

Scope of Work:

  • The work for “Hiring of Sky Lift and Cranes for miscellaneous works anywhere in entire DMRC’s network in Delhi & NCR for 03 years” shall be executed:
  • This contract is for “Hiring of Sky Lift and Cranes for miscellaneous works anywhere in the entire DMRC’s network in Delhi & NCR for 03 years”.
  • If the Sky lifts as well as Cranes remain beyond 08 hours, the extra hours shall be paid on a pro-rata basis. Time less than 30 min shall be ignored and more than 30 min shall be counted as an hour.
  • The contractor shall also bear the cost of driver/operator, fuel, all types of Taxes (Toll Taxes, Municipal Taxes etc.) as levied by local authorities, which is also included in the call rate.
  • The contractor will execute the work of “Hiring of Sky Lift and Cranes for miscellaneous works anywhere in the entire DMRC’s network in Delhi & NCR for 03 years”.
  • Payment: The payment shall be made on quarterly basis after submission of detailed activities carried out as per BOQ, recorded in measurement sheets, submission of challans duly authenticated from DMRC representatives and other relevant documents viz Insurance policies, etc. required for processing of payments and jointly signed report of representatives of DMRC engineer in charge and contractor’s representatives.

Duties and authorities of the Engineer:

  • In addition to the duties mentioned in Clause 3.2 of General Conditions of Contract: Shall watch and inspect the Works, monitor and examineany material to be used and workmanship employed bytheContractor in connection with the Works;
  • Shall carry out such duties and exercise such powers vested in the Engineer in accordance with the provisions of the Contract;
  • Shall issue instructions which in his opinion are necessary for the execution of the Works; and
  • May issue any other instruction which in his opinion is desirable in connection with the Works. In case The Engineer is an employee of any agency hiredbytheEmployer, the Engineer shall take the approval of theEmployer for all technical and financial matters otherwise he shall be deemed to have taken the approval of the Employer.

Protection of Environment:

  • The Contractor shall maintain ecological balance by preventing deforestation, water pollution and defacing of natural landscape. The Contractor shall, so conduct his cleaning operations, as to prevent any avoidable destruction, scarring or defacing of natural surroundings in the vicinity of work.
  • In respect of ecological balance, the Contractor shall observe the following instructions Where destruction, scarring, damage or defacing may occur as a result of operations relating to construction and maintenance activities, the same shall be repaired, replanted or otherwise corrected at Contractor’s expense.
  • All work areas shall be smoothened and graded in a manner to confirm the natural appearance of the landscape as directed by the Engineer.
  • All trees and shrubbery, which are not specifically required to be cleared or removed for cleaning purposes, shall be preserved and shall be protected from any damage that may be caused by Contractor’s cleaning operations and equipment. The removal of trees or shrubs will be permitted only after prior approval by the Engineer. Trees shall not be used for anchorage.
  • The Contractor shall be responsible for injuries to trees and shrubs caused by his operations. The Term “injury” shall include, without limitation, bruising, scarring, tearing and breaking of roots, trunks or branches. All injured trees and shrubs shall be restored as nearly practicable, without delay, to their original condition at Contractor’s expenses.
  • The Contractor shall provide all necessary access, assistance and facilities to enable the Engineer andtheEmployer to monitor and conduct tests to verify that theSiteEnvironmental Plan is being properly and fully implemented.

Security of the site:

  • The Contractor shall take all measures necessary to ensure such security, including exercising control over all persons and vehicles which are employed or engaged on the Site or inconnection with the Works or the other works comprisingtheProject and with the security arrangements applicable to any other site within the Project.
  • The Contractor shall arrange the issue of passes for the admission of all persons and vehicles to the Site or to any part thereof and may refuse admission to or remove from the Site any person or vehicle failing to show an appropriate passion demand to any duly authorised person.
  • If required by the Engineer, the Contractor shall submit a list identifying all persons to whom passes have been issued together with two photographs of each person and all entities to which a pass has been issued in respect of any vehicle and shall satisfy the Engineer of the bonafides of any such person or entity.
  • The Contractor shall not, without the written permission of theEngineer or otherwise in accordance with the Contract, allow access to the Site to any person unless the presence on Site of such person is necessary in connection with the execution of the Works or with the discharge of the duties of any relevant authority.
  • For the purposes of this Clause only, “Site” shall include off- Site places of manufacture or storage and the Contractor’sWork Areas and shall include, areas provided totheContractor by others.

For OEM:

  • Following to be read in conjunction to GCC sub clause 6.7Upon the Engineer notifying his consent to the Site QualityPlan, or any supplement thereto, the Contractor shall, adhere to the principles and procedures contained in such document, except where the Engineer gives his consent to any amended or varied version thereof.
  • The Contractor shall appoint a suitably qualified and experienced person, not otherwise engaged in the performance of the Contract, to act as manager of the quality assurance system and shall provide such other personnel and resources as required to ensure effective operation of the quality assurance system.
  • The said manager shall carry out audits of the application of the quality assurance system, and ensure effective quality control and delivery of quality assurance. The Contractor shall provide all necessary access, assistance and facilities to enable the Engineer to carry out surveillance visits both on and off the Site to verify that the quality assurance system is being properly and fully implemented. No extra payment shall be made in this regard and the cost of the Work under this element shall be deemed to be included in the Contract Price.

Work Experience:

  • The tenderers will be qualified only if they have successfully completed work(s), completion date(s) of which falling during the last five years ending on the last day of the month previous to the month of tender submission as given below.
    • At least one “similar work” of value of ₹ 9.06 lakh or more, or
    • Two “similar works” each of value of ₹ 5.66 lakh or more, or
    • Three “similar works” each of value of ₹ 4.53 lakh or more
  • Similar work for this contract shall be “Hiring of sky lift/man lift/crane”
  • “Installation, Commissioning/Maintenance of pole lights/any relevant work at height”.

Notes:

  • The tenderer shall submit details of works executed by them in the Proforma of Appendix-7 of FOT for the works to be considered for qualification of work experience criteria. Documentary proof such as completion certificates from clients clearly indicating the nature/scope of work, actual completion cost and actual date of completion for such work should be submitted.
  • The offers submitted without this documentary proof shall not be evaluated. In case the work is executed for private client, copy of work order, bill of quantities, bill wise details of payment received certified by C.A., T.D.S certificates for all payments received and a copy of the final/last bill paid by the client shall also be submitted.
  • All the documents or certifications, which are provided by CA after 1st July, 2019, must contain UDIN thereon and the particulars of certifications must be the same as mentioned on document/certification and submitted to ICAI on its website which can be verified online.
  • Considering value of successfully completed similar works in ongoing composite works (works involving other than similar work also) in addition to fully completed works for meeting work experience criteria in all tenders of civil, Electrical and S&T works having value up to Rs. 25 Crores.
  • System tenders of Design, Manufacturing, Supply, Installation, Testing and Commissioning having provision of AMC/CAMC Value of successfully completed portion of similar work in works involving Supply, Testing & Commissioning including minimum 06 months period of AMC/CAMC has been completed, but are in progress on account of some period of AMC/CAMC is still left, shall also be considered for qualification of work experience Criteria
  • Only work experience certificate having stamp of Name and Designation of officer along with the name of client shall be considered for evaluation. However, if any work experience certificate has been issued prior to 01.07.2019, the same shall be considered for evaluation even if it is not stamped.
  • For completed works, value of work done shall be updated to the last day of the month previous to the month of tender submission price level assuming 5% inflation for Indian Rupees every year and 2% for foreign currency portions per year. The exchange rate of foreign currency shall be applicable 28 days before the submission date of tender.
  • If the above work(s) (i.e. “Similar work” comprises other works, then the client’s certificate clearly indicating the amount of work done in respect of the “similar work” shall be furnished by the tenderer in support of work experience along-with their tender submissions.
  • Work experience of only substantial partners (partner with a share of 26% or more in the JV/ Consortium) shall be considered for evaluating the JV/ Consortium.
  • In case of joint venture/ Consortium, full value of the work, if done by the same joint venture shall be considered. However, if the qualifying work(s) were done by them in a JV/Consortium having different constituents or percentage participation, then the value of work as per their percentage participation in such JV/Consortium shall be considered.
  • After opening of financial bids, the work experience credentials (work experience certificate along with other documents if any) of L-1 bidder shall be sent for verification & certification to the concerned clients(s). In case of any concealment or misrepresentation of facts, appropriate action(s) in accordance with tender conditions and “Suspension/Banning Policy, August 2019” of DMRC shall be taken. The copy of “Suspension/Banning Policy, August 2019” of DMRC can be downloaded from the tender section of DMRC website.
  • Where a work is undertaken by a group, only that portion of the contract which is undertaken by the concerned applicant/member should be indicated and the remaining done by the other members of the group be excluded. This is to be substantiated with documentary evidence.
