Delhi Metro update: Tender invited for refurbishment of Audio Frequency Track Circuits on Line- 2

The Delhi Metro Rail Corporation (DMRC) has Invited open tender for “Work contract for Refurbishment of Audio Frequency Track Circuits (AFTCs) on Line- 2.”

Scope of work:

  • The refurbishment work for the Audio Frequency Track Circuits (AFTCs) commissioned in Phase-1 of DMRC in the section from CTST-VW of Line-2 consists of a total of 172 Track Circuit units (i.e. 155 AFTCs (Model DTC-921) and 17 Loop Interface Units (LIUs)).
  • The refurbishment work along with other items is to be carried out by the concerned vendor for a period of three years (03 years) from the date of issue of the LOA (Letter of Acceptance) by DMRC to the vendor as per BOQ based on the decision of the site engineer.
  • The refurbishment work is to be carried out in a manner to avoid recurrence of failures. A brief description of the tasks to be executed under the refurbishment work to be carried out over a duration of three years under the Contract are as follows:
    • Activity 1: Checking and tightening of all nut bolts, all cables and connections for any defects and correction of the same on condition basis at each location.
    • Activity 2: Checking of earthing connections of Track Circuit gears and replacement of any broken connections as required at each location. The Earthing values are to be recorded and painted on all outdoor gears.
    • Activity 3Cleaning of all Track circuit related installations (i.e. both outdoor TC installations & indoor TC cubicles and cards) with cleaning agent, cotton cloth, brush etc. at every location as per the satisfaction of site engineer. Any damage incurred to any outdoor or indoor Track Circuit related installation during this cleaning activity shall be the responsibility of the vendor and suitable amount corresponding to the cost of the damaged item at the time of damage shall be deducted from the vendor’s payment to compensate for the damage caused to any equipment/cubicle part or component.
    • Activity 4: Checking and refurbishment of all Outdoor & Indoor Track Circuit related installations like S-Bonds, Tuning Units, TCJBs, Impedance Bonds, Loop Interface Units, all Cables & cable conduits, Racks, all cards & other components of Track circuit cubicles, Cable Termination Racks (CTRs), Cable insulation, welding etc. at a minimum frequency of once per year and their replacement as per requirement for each Track Circuit. Since the refurbishment includes replacement of cables, indoor TC cubicle related cards and outdoor TU/IB/LIU/TCJB boxes, therefore these items as specified above shall be provided by DMRC but installation & commissioning shall be done by the Contractor.
    • Activity 5: Re-regulation of all critical Track Circuit parameters (i.e. both indoor & outdoor parameters) as per instructions of the site engineer. The refurbishment is to be carried out in a manner so that the values/parameters of Track circuits are close to their original regulated values i.e. in other words near to the values which are regulated at the time of commissioning of the track circuits as specified in the Maintenance logbook available at the stations or as per details available with the site engineer.
    • Activity 6: Tuning of all Track Circuits (including all LIUs) up to the most optimum value as per the instructions of the site engineer to achieve maximum value of Quality Factor. The refurbishment work is to be carried out in the manner so that the parameter readings after tuning in both outdoor and indoor should be comparable to the standard readings noted down in the Maintenance Logbooks available at stations. The sample of such readings shall be shared with the particular Vendor after the issue of the Letter of Acceptance (LOA) for the work to the Vendor.
    • Activity 7: If failure of any refurbished track is there, the retuning or refurbishment of the Track Circuit will have to be done as per the decision of the site Engineer. For such tracks where failure occurs even after refurbishment, a detailed Failure Report has to be submitted by the vendor within 2 days of the occurrence of the failure. There will not be any additional payment given for attending failure of a refurbished track up to one year without any reason arising. Decision of the site engineer shall be final in this regard.
    • Activity 8: Laying/ termination/ welding of cables due to unforeseen circumstances such as cable cuts/ damages/ thefts etc. at any time and at any location of Line-2 (HCC-SPBI) as per BOQ. Transportation of required cables & corresponding material from the Store location of DMRC (as communicated by DMRC to the Vendor) to the affected site/station & further transfer of the cables and material onto the track/field, their laying and termination shall be the responsibility of the vendor. The cables, cad-weld moulds, gun-powder and other material required for cad-welding during the restoration work shall be provided by DMRC. (While preparation of the BoQ corresponding to this activity, it has been assumed that approximately 1000 meters of cable (any type) shall be stolen/cut on Line-2 during a period of 3 years. Therefore the vendor is required to quote the price for laying & termination of the cable per meter while submitting the quotation. However the payment shall be made to the Vendor only on the basis of actual quantity (in meters) of the cable laid/terminated by it at any location of Line-2 during this 3 year period.
    • Activity 9: Replacement of TU/TCJB/LIU/IB boxes in case this work is required to be carried out at any location on Line-2(HCC-SPBI) as per BoQ. This will include dismantling of the box from its original location after removal of all cable connections, re-installation of new box at the same location or same box at new location after grouting on the concrete ground followed by re-connection of all the concerned cables. The TU/TCJB/LIU/IB boxes and cables required for the replacement work shall be provided by DMRC. However the provision of minor materials/accessories such as box frame, cable glands, flexible pipe, WAGO terminals, earthing lugs etc. which may be required during the replacement work shall be done by the Vendor. The provision for grouting of the boxes at the time of re-installation shall be done by the vendor
