Delhi Metro Update: Tender invited for retrofit work in RS-1 DMRC trains of Shastri Park depot

Delhi Metro Rail Corporation Ltd.(DMRC) has invited open e-tenders from eligible applicants, who fulfil qualification criteria, for the work of Retrofit work in RS-1 trains of DMRC.

Scope of Work:

  • The work i.e. Up-gradation & Refurbishment of electrical panels of RS-1 DMRC Trains shall be all inclusive of the cost of all services needed which includes cost of manpower, machine, tools, spares, consumables, packing, transportation etc.
  • The contractor shall inspect the Relay/EDB panels/reusable items at DMRC depots jointly with DMRC officials before the panels/ reusable items are packed for the shipment to contractor’s premises for up gradation/refurbishment.
  • The Contractor shall execute visual and electrical investigation, disassembly and replacement of parts, reassembly, testing of the panel and packing, handling, insurance, transportation from DMRC to firm premises and vice versa of the panel.
  • This Contract is for 18 train sets (36 units (DT & M car)), where each train set comprises two no. of relay panels and two no. of EDB panels. DMRC shall have the right to increase/decrease the quantity of the panel during the contract period.
  • The up gradation/refurbishment will be done at par or above with the existing RS-13 trains.
  • DMRC shall provide reference wiring diagrams of panels and subsequent changes in the circuit of panels. The contractor shall prepare the design drawing of the panel and submit the same to DMRC for approval by DMRC.
  • The Contractor shall initially get 1 no. each of Relay & EDB Panel verified approved by DMRC Engineer before going for bulk production/upgradation/refurbishment.
  • In the refurbished panel there should be provision of LED lighting whenever the train cubicle panel covering the Relay panel/EDB panel of the train is opened.
  • There shall be min. 100 nos. of free contact in refurbished Relay panel which can be used in future if required.
  • Provision of at least 3 spare MCBs in EDB panels to be made by Contractor to accommodate for future use.
  • The contractor will ensure that all the Latest HECPs have been incorporated for the refurbished relay panels before delivery. Updated HECPs and VCC shall be provided by DMRC.
  • Contractor shall procure all the proposed items which are to be used for upgradation/refurbishment. Contractors shall be ready to provide documents as asked by DMRC and bring the improvements/changes proposed by DMRC during the inspection.
  • Existing frames/New frames are to be used during refurbishment. All the panels are to be repainted/powder coated matching with the original colour scheme. All the repair and modification work on panels is to be undertaken by the Contractor.
  • Wiring in the refurbished panel to be protected from sharp edges or any metal contact using Fire resistant sleeves.
  • All the removed/unused items from the panels are to be returned back to DMRC with proper accounting.

Work Experience:

  • The Tenderers will be qualified only if they have successfully completed work(s)***, completion date(s) of which falling during the last 7 years ending last day of the month previous to the month of tender submission as given below: (tenderer shall upload Appendix-17 of FOT).
    • At least one “similar work”** of value of Rs. 29.19 crores or more.

                                                           OR

    • Two “similar works” **each of value of Rs. 18.24 crores or more.

                                                           OR

    • Three “similar works”**each of value of Rs.14.59 crores or more.
  • Similar work for this contract shall be:
    • Manufacturing of Rolling Stocks for Metros/Railways.

                                                          OR

    • Refurbishment or up-gradation of Rolling Stocks for Metros/Railways as mentioned in Clause no. 2.2 of employer’s requirement.

                                                          OR

    • Execution of any 04 types of major works, as mentioned in Clause no. 2.2 of employer’s requirement, in Rolling stocks for Metros/Railways.

Notes:

  • The tenderer shall upload details of work executed by them in the prescribed format as per Appendix-17& 17A of FOT for the works to be considered for qualification of work experience criteria.
  • Documentary proof such as completion certificates from the client clearly indicating the nature/scope of work, actual completion cost and actual date of completion for such work should be uploaded.
  • In case work is executed for private client documentary proof such as copy of work order, Bill of quantities, Bill wise details of payment received certified by CA, TDS certificates for all the payments received, copy of final/ last bill paid by the client should be uploaded.
  • All the documents or certifications which are provided by CA after 1st July 2019 must contain UDIN thereon and the particulars of certifications must be same as mentioned on document/certification and submitted to ICAI on its website which can be verified online.
