Delhi Metro Rail Corporation Ltd.(DMRC) has invited open e-tenders from eligible applicants, who fulfil qualification criteria for Supply, installation, testing & commissioning of Uninterrupted Power Supply (UPS) system for signalling, telecommunication, Automatic Fare Collection, platform screen door/gate system & emergency power supply to E&M at elevated stations of Aerocity to Tughlakabad, Majlis Park to Maujpur and R.K. Ashram to Janakpuri West corridors of phase-4 of Delhi MRTS.

Source of Fund:

  • The President of India has received a loan for an amount of JPY 119,978 Million from Japan International Cooperation Agency (JICA) towards the cost of Delhi Mass Rapid Transit System Project of Phase IV. It is intended that part of the proceeds of this loan will be applied to eligible payments under the Contract DS-05R.
  • Bidding will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA Loans, and is open to all Bidders from eligible source countries, as defined in the Loan Agreement.

Scope of Work:

  • The scope of the works includes but not limited to supply, manufacture, inspection, packing, shipping, transportation, storage, delivery, handling, insurance, installation, interfacing, integration, testing & commissioning, maintenance, support, spares, special, tools, test equipment, training, documentation and providing DLP for the UPS system.

Scope of Supply:

  • The Uninterruptible Power Supply (UPS) system shall include, but not be limited to the following:
  • Online redundant UPS;
  • Battery bank;
  • Spare cell charger and its associated separate battery cells.
  • Input Isolation Transformer Cubicle
  • Servo Controlled Voltage Stabilizer (SCVS) for bypass supply;
  • Inverter Output Isolation Transformer (transformer shall be placed between inverter  output and static bypass switch)
  • Equipment cabinets, racks & cubicles;
  • AC Distribution boxes;
  • Extension of cable trays/Supports/Foundations;
  • ATS (Automatic Transfer Switch);
  • All software required for UPS system;
  • All external cables (Zero Halogen FRLS), connectors;
  • Accessories, Earthing necessary for works;
  • DLP Spares and DLP support of 2 Years;
  • Surge Protection Devices at incoming and outgoing sides of UPS system;
  • Special tools and test equipment;
  • Supply of Industrial grade laptop (laptop configuration shall be minimum but not be limited to 15.6 inch, Core i7, 8th generation, 16 GB RAM, windows 10 and 500 GB SSD) with preloaded application/configuration software to diagnose & rectification of faults, configuration of UPS and its electronic cards/Boards/modules, drives etc. 
  • Remote monitoring system with accessories at OCC & BCC and Remote monitoring equipment with accessories including voltage free contacts for Alarms at stations; (it  should be able to monitor real time alarms of UPS systems with web based graphical user interface & line diagram display. Any alarm in any of the UPS/ Input Isolation Transformer/ SCVS/ Battery system/Output ACDB shall pop-up in the line diagram display of the UPS with audio & visual alarm indications).
  • Contractual Spares;
  • Furniture for DS-05R equipment (for workstation at OCC and BCC)
  • 25 KVA, 3 Phase input and 3 Phase output Isolation Transformer for Power Supply to E&M.
  • Any other supply needed to provide a complete UPS system.

Scope of Services:

  • The services to Uninterruptible Power Supply (UPS) system shall include, but not be limited to the following:
  • Design, manufacture, supply, system assurance, installation, testing and commissioning of the UPS system;
  • Presentations, reviews and audit support as specified in the Specification;
  • Transportation, Handling and Storage of the material;
  • Insurance Cover for the material supplied till taking over by Employer;
  • User’s Certificates and Test Reports as per specifications;
  • Documentation; (Chapter 15)
  • Provide all information, documents requested by Signalling, Telecommunication, AFC, PSD/PSG & E&M Contractors
  • Interface management as specified in the Specification;
  • System operations and maintenance support services;
  • Training for operations and maintenance staff;
  • Preparation of Operation, Preventive & Corrective Maintenance Manuals and Training Manuals;
  • Decommissioning, removal and/ or disposal of Temporary Works;
  • Design, manufacture, delivery and installation of foundations/ fixtures for equipment;
  • Warranty period and defect liability support after commissioning;
  • Preventive Maintenance till ROD;
  • Providing necessary support and documents required including compliance for getting approval of the UPS system from Commissioner of Railway Safety;
  • Maintenance support
  • All equipment necessary to allow the installation, testing and introduction of services on this line without disruption to Phase IV services;
  • All necessary drawings and data as required shall be uploaded by the contractor on BIM 360 construction management software of DMRC.
  • Submission of As-Built Drawing of stations/Depots/OCC/BCC;
  • Any other service needed to provide a complete UPS system.

Notes:

  • A General description of the complete Uninterrupted Power Supply System offered for  this Contract with brief technical description of each sub-system (Rectifier, Battery, Charger, Inverter, solid-state bypass switch, Servo Controlled Voltage Stabilizer in bypass path etc.).
  • The Bidder shall provide general schematic drawings for the proposed equipment and shall clearly state any limitations and non-compliance.
  • The Bidder shall detail any potential problems or hazards that have been identified during the Bidder’s assessment of the Employer’s requirements.
  • Brief plan for installation, testing and commissioning of each sub-system, proposed method of interfacing of the system with relevant Designated Contractors shall be given.
  • All Documents of verification & validation of system software and hardware in accordance with the standards mentioned in the Employer’s Requirements.
  • Details of safety level in accordance with the standards mentioned in the Employer’s  Requirements for each sub system.
  • The Bidder shall submit the details of proposed systems with specific reference to the parameters, such as Reliability, Availability, Maintainability, Safety, Electro-magnetic  Compatibility, Noise level, Environmental conditions as stipulated in Employer’s Requirement.
  • Technical Information of each subsystem.
  • Provenness of each subsystem and scheme as a whole.
  • Electromagnetic compatibility of all sub-systems/systems in accordance with the standards stipulated in the Employer’s Requirements.
  • Physical dimensions, space requirements.
  • Power supply requirements.
  • Maintenance Requirements
