Scope and Purpose:
- DMRC phase-1 ECS and TVS system is functioning since 2005, some of the equipments are outdated and getting obsolete. As the system is related to public safety and comfort in order to provide uninterrupted and better functionality, DMRC management has decided to upgrade this system. The works includes 13 underground stations and associated tunnels sections which are functioning on Line-2 (GTBR, VV, VS, CL, KGM, CHCK, CWBR, NDI, RCK, PTCK & CTST) & Line-3 (BRKR & MDHS), OCC/SHPK and OCC/MB.
- The Scope of work of “Upgradation, Reengineering, development of Building Management System at Station and OCC/SHPK including graphic, Data base management, logic development of ECS/TVS system and designing of ECS/TVS/OCC Mode tables” The work under this contract has further been defined in detailed in scope of works & Bill of quantities. The work includes Replacement of ECS & TVS PLCs associated networking architecture, BMS workstations and OCC TVS of complete Line-2 UG stations (GTBR-CTST) including BRK and MDHS stations of L-3 with upgraded BMS equipments.
- Up-gradation of phase-1 equipments is to be carried out but all UG stations of L-2 stations (Ph-1 &Ph-2) shall be integrated at OCC SHPK with upgraded server and L-3 stations (RCK-MDHS) PLCs and Station BMS shall be integrated with existing TVS system installed at OCC MB. The work covers the work of underground portion from GTB Nagar- Central secretariat at Line-2 including BRK and MDHS stations of L-3.
- The 13 underground stations covered in this lot are GTB Nagar, Vishwa Vidyalaya, Vidhan Sabha, Civil Lines, Kashmere Gate, Chandni Chowk, Chawri bazaar, New Delhi, Rajiv Chowk, Patel Chowk and Central Secretariat, Barakhamba and Mandi House at Line-3. The work under this has further been defined in detailed scope of works & Bill of quantities.
- The Works to be executed under the Contract include the design, development, manufacture, verification, delivery to site, installation, testing, commissioning (including integrated testing and commissioning) and technical support for a complete Building Management System (BMS) (including TVS SCADA work) to fully integrate control, monitoring, and supervision Environmental Control Systems, Low Voltage Power & Distribution System, Fire Alarm System, Hydraulic System (Seepage, Sewage, Bore Well Pumps etc.), and other nominated Building Services Systems and interface with Tunnel Ventilation System SCADA at the station level as well as at the OCC level, including all PLC Equipment, CPU’s, Modules, Sub
- Modules, Power Supplies, Local Control Panels, PC Work Stations, Printers, Local Area Network (LAN), Ethernet Hubs and Switches, Cable containment and wiring systems, and other components as required whether or not specified necessary to deliver the requirements of this Specification. The Contractor shall also interface for control, monitoring, and supervision as required at the Operational Control Centre (OCC).
- The ECS equipment shall be monitored and operable from the local ECS panel and in the station control room and also monitoring of ECS plants working through some designated indications from the OCC through SCADA. Necessary provisions to be made in the station control room and OCC to enable monitoring and control. The communication line from Station TER to OCC TER shall be provided by DMRC Telecom. All networking and necessary arrangements shall be done by the contractor.
- The BMS is to be designed manufactured, supplied, installed, tested and commissioned by the Contractor and shall meet all performance and functional requirements as defined in the Specification.
- The emphasis is to explain the requirements of work, interfaces with other contractors for achieving an efficient & safe working system commensurate to the best international standards and practices & contractor/departments shall supplement it adequately for obtaining a satisfactory working Metro system akin to the best standards available worldwide.
- Every effort has been made to cite the design requirements very clearly, however in this contract, the contractor shall follow acceptable standards & design procedures akin to the best available in world Metros where this is not explicitly mentioned. The item descriptions are intended to briefly describe the work to be performed under that item and to identify associated work. It is not a full and complete description of the work to be performed.
- The Contractor shall carry out all the work necessary to meet the requirements of the Specification. The Building Management System is to be manufactured, supplied, installed, tested and commissioned by the Contractor and shall meet all performance and functional requirements as defined in the Specification. The Commissioning of the full Building Management System including all equipments remote control and monitoring and to implement the logics as desired by the Engineer and defined in the specifications. Any failure of the BMS equipment will be sole responsibility of the contractor.
- The contractor shall interface with the other designated contractors/departments also for meeting the all requirements. Air conditioning system controls shall be arranged to maintain conditions as specified for different seasons and varying modes of operation. Analysis for different modes of operations of the systems for different seasons shall be carried out and furnished.
- The following items related to safety and environment shall be automatically controlled to maintain the desired station environmental conditions.
- Station return air, trackway exhaust fans, air handling unit fans and associated dampers
- Entire chilled water plant (through pump inter lock).
- External interface with the fire protection systems for activation of the trackway exhaust fans for station platform level fires or shut down of respective TVS equipment.

- The Local Control System components for the TVS shall comprise:
- External interface with the SCADA to facilitate control & monitoring of the TVS equipment at OCC.
- External interface with the fire protection systems for activation of the trackway exhaust fans for station platform level fires or shut down of respective ECS equipment.
- Local Sequential Controllers (LSC) and work station.
- Interfacing with the Motor Control Centres (MCCs).
- Ventilation Control Panels (VCP).
- Remote I/O units for interfacing with Electro/Pneumatic Panel for the compressed air system for the automatic dampers. (If pneumatic damper actuators are opted for by the Contractor) Sensors and field devices.
