Delhi Metro Update: Tenders invited for supply of Fibre Optics Transmission System (FOTS) for Phase-IV corridors

Delhi Metro Rail Corporation Limited has invited online open e-tenders from eligible Bidders for the design,execution and completion of “Contract DS-11: Design, Manufacture, Supply, Installation, Testing & Commissioning of Fibre Optics Transmission System  (FOTS) for 3 Priority Corridors of Phase-IV of Delhi MRTS”.

Source of Funds: 

  • The Borrower specified in the BDS has applied for or received a Japanese ODA Loans from Japan International Cooperation Agency (hereinafter referred to as JICA ), with the number, in the amount and on the signed date of the Loan Agreement specified in the BDS, toward the cost of the project specified in the BDS. The Borrower intends to apply a portion of the proceeds of the Loan to eligible payments under the Contract(s) for which these Bidding Documents are issued.
  • Disbursement of a Japanese ODA Loans by JICA will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the applicable Guidelines for Procurement under Japanese ODA Loans specified in the BDS. No party other than the Borrower shall derive any rights from the Loan Agreement or have any claim to the Loan proceeds.
  • The above Loan Agreement will cover only part of the project cost. As for the remaining portion, the Borrower will take appropriate measures for finance.

General Requirements:

  • The Bidder shall submit a Certificate of Compliance on all the clauses of the Employers Requirements in Form UTK-2 in Bidding Forms. Where the Bidder is not able to comply fully with certain clauses or proposes an alternative design, the deviations shall be consolidated and listed separately in the Form TB-DEV (Proforma for Statement of Minor Deviations/ Non-material Non-conformities) in Bidding Forms. Excepting the items listed in the Form-TB-DEV, the contractor shall give a Certificate of Compliance in the in Form UTK-2 of all the items.
  • The Bidder shall also advise the conflicts, if any, in the tender documents between various functional requirements or specifications.
  • A General description of the complete proposed Telecommunication System offered for this Contract with brief technical description of each sub-system.
  • The Bidder shall provide general schematic drawings for the proposed equipment and shall clearly state any limitations and non-compliance.
  • The Bidder shall detail any potential problems or hazards that have been identified during the Bidder’s assessment of the Employer’s requirements.
  • Brief plan for installation, testing and commissioning of each sub-system, proposed method of interfacing and final integration of the system with relevant Designated Contractors shall be given.
  • All Documents of verification & validation of system software and hardware in accordance with the standards mentioned in the Employer’s Requirements.
  • The Bidder shall submit details of proposed systems with specific reference to the parameters, such as Reliability, Availability, Maintainability, Safety, Service-Capacity, Recoverability, Electro-magnetic Compatibility as stipulated in Employer’s Requirement. 
  • The Bidder shall also submit the existing/ proposed maintenance facilities in India for subsystems/ items included in Form POE.
  • For each system/sub-system the Bidder shall submit: 
    • Technical Information including proven-ness of the equipment (system/sub – system(s)) proposed by the Bidder, in Form POE.
    • Proposed design criteria.
    • Proposed method for demonstrating as to how the functional, performance and safety requirements are to be met.
    • Type tests performed on the equipment, cables etc.
    • Conformity to the required International, CENELEC, Indian Railway and other standards, as stipulated in the Employer’s Requirements.
    • Electromagnetic compatibility of all sub-systems/systems in accordance with the standards stipulated in the Employer’s Requirements.
    • Physical dimensions, space requirements.
    • Power supply requirements.
    • Information for equipment/sub-systems to be subcontracted in India as proposed by the Bidder.
  • The Bidder shall submit the Bill of Quantities (unpriced) to meet the scope of whole of works for each system/ subsystem as stipulated in the Employer’s Requirements.
