Delhi Metro Update: Tenders invited for supply of Train control & Signalling System for Aerocity to Tughlakabad corridor of Phase-IV

Delhi Metro Rail Corporation Limited (DMRC) has invited online open e-tenders from eligible Bidders for the design, execution and completion of “Contract DS-06: Design, Manufacture, Supply, Installation, Testing & Commissioning of Train control & Signalling System for Aerocity to Tughlakabad Corridor of Phase-IV of Delhi MRTS”. International Competitive Bidding will be conducted in accordance with JICA’s“ Single-Stage Two-Envelope ”Bidding Procedure.

Scope of Work: 

  • The Signalling and Train Control System for the metro project shall be designed manufactured, supplied, installed, tested, integrated and commissioned by the Contractor under this Contract and shall meet all requirements as defined in these Specifications.
  • The Signalling and Train Control (S & TC) System shall be based on Communications Based Train Control (CBTC) Moving Block system. Wherever not specified, S & TC System in this document shall always pertain to CBTC based S & TC system. This document specifies performance specifications for a Continuous Automatic Train Control System based on CBTC based Signalling & Train Control system.
  • Further, the Contractor shall have to submit CBTC specific requirements, pertaining to all sub-systems for approval by the Engineer. The Engineer may also indicate additional requirements specifically pertaining to the CBTC system for compliance / testing.
  • It is proposed to provide i-ATS (being jointly developed by DMRC and BEL) in parallel with the ATS system supplied by the contractor as per the interface requirement provided in the contract.
  • Unless otherwise specified herein, requirements of Delhi Metro Signal Engineering Manual shall apply to this contract.

Scope of Supply: 

Systems and Equipment:

  • The scope of supply shall cover all requirements pertaining to CBTC based Signalling and Train Control System.
  • The Contractor shall supply all equipment and facilities necessary to meet the requirements of this PS, including, but not limited to:
  • Control equipment, including:
    • Servers and computers including Local Area Network (LAN) at Operations Control Centre (OCC), Backup Control Centre (BCC), Stations, Depots and other locations incl. Optical Fibre links.
  • Workstations.
  • Overview Display System (Large Video Screen) in OCC.
  • Fault logging printers and other printers in the Central equipment Room (CER) and Signal Equipment Room (SER) of stations having Trackside Automatic Train Control (ATC), Computer Based Interlocking (CBI) and Axle Counters.
  • All equipment associated with the development of timetables and timetable proving.
  • All equipment required for Maintenance & Monitoring of all systems/sub-systems associated with CBTC based S&TC systems.
  • All radio systems associated with requirement of CBTC based S&TC systems.
  • Automatic Train Supervision (ATS) System at OCC,BCC, DCC and stations.
  • Trackside equipment related to all S & TC sub-systems.
  • Concrete or metallic bases/fixtures/supports for indoor and trackside equipment.
  • All cables including optical fibre cable, cable terminations and cabling support/protection pipes/accessories/HDPE pipes necessary for the Works
  • Enclosures and supporting brackets for housing and fixing equipment.
  • Power supply distribution panel, circuit breakers, and isolators and earth leakage detectors for both ac and dc.
  • Trainborne Signalling and Train Control equipment for all sets of trains.
  • Station equipment, including:
    • Station Control Room equipment.
    • Signalling Equipment Room equipment.
    • Common Maintenance Room/ Signalling Maintainer Room equipment.
  • Emergency Stop Plungers (Emergency Stop Switches).
  • All equipment and cables associated with any interfaces required to ensure operation within the performance requirements.
  • All equipment necessary to allow the installation, testing and introduction of services on this line without disruption to Phase I, II & III services.
  • All special test equipment & tools 13) Maintenance tools and other proprietary tools along with maintenance terminals.
  • Training tools and equipment, including:
    • All tools required for trackside, depot and trainborne equipment.
    • Specific requirement pertaining to Signalling and Train control for the Cab simulator (provided by Rolling Stock Contractor). The Cab simulator will be used for training of the driver. RS and S &TC Contractors shall coordinate for the same.
  • Simulator training equipment including training software for the trainees to operate the signalling system (Interlocking/OCC).
  • Simulator training equipment for training of the Signalling and Train control maintenance staff.
  • All equipment necessary to carry out on site testing and commissioning.
  • Contract Spares, DLP Spares, Testing and commissioning spares and support for the Defect Liability Period (DLP).
  • All Software & hardware for all systems / sub-systems, appropriately safety validated, verified & certified, which form part of the Works so as to comply to the provisions of these specifications.
  • All Software and hardware required for data logging and fault diagnostics.
  • Testing platform including all test equipment and tools incl. special & proprietary category.
  • Phased Commissioning:
    • All equipment necessary to allow for the phased commissioning of the metro system without disruption to existing services/operation.
  • Equipment required for setting up the OCC/BCC (for different phases).
  • Offline ATS simulator for play back and operator training in the training centre including provision of tools necessary to train OCC operators for the project.
  • For CBTC based Signalling and Train Control System, required equipment including secured radio system with desired redundancy.
  • ATC equipment for test track in the Depot(s).
  • Any other equipment needed to provide a comprehensively complete CBTC based Signalling and Train Control system for both Mainline & Depot.
  • Backup Control Centre (BCC): There is an Integrated Operation Control Centre which will come in Metro Bhawan, Barakhamba Road. This control centre will house the OCC while the back up control centre will be at Shastri Park.
