General:
- On main lines, the turnouts and diamond crossing shall be of the following types:
- Turnout 1 in 9 type R-300 (Ballastless).
- Turnout 1 in 7 type R-190 (Ballastless).
- Scissors cross-over of 1 in 9 type consisting of 4 turnouts and 1 diamond crossing (Ballastless).
- Scissors cross-over of 1 in 7 type consisting of 4 turnouts and 1 diamond crossing (Ballastless).
- All the Turnouts, Scissor – cross-overs shall be of UIC 60 or 60 E1, Rails conforming to IRS-T-12-2009 and shall be designed for a Gauge of 1435mm.
- All turnouts, diamond crossings for Ballastless track are to be laid on reinforced concrete slab.
- The Tenderer to indicate the name of the Metro Systems/Main line Rail networks where similar Turnouts, Scissors X-overs as mentioned in clause No.1.1 are in use with permissible speed in service.
- The speed potential of the various turnouts and scissors-crossovers will be equal to the main line speed for main line side & Speed potential for Turnout side (Diverging track) shall be as given below: Main lines:
- Scissors cross-over 1 in 9 type (Design speed 46 Kmph or higher).
- Scissors cross-over 1 in 7 type (Design speed 37 Kmph or higher).
- 1 in 9 type Turnout (Design speed 46 Kmph or higher).
- 1 in 7 type Turnout (Design speed 37 Kmph or higher).
- Turnouts on main lines shall be suitably designed by supplier, so as to take the LWR through turnouts.
- All turnouts, diamond crossings on main lines shall be laid with canted rails with an inward rail slope of 1 in 20.
- Machining/Manufacturing tolerances of the turnouts, diamond crossings and shall be proposed by the supplier for Purchaser’s approval.
- All the UIC 60 or 60E1, 1080 HH grade rails (to be used for manufacturing stock rails, switch rails and also those required for welded leg extensions of CMS crossings) shall be manufactured and tested in accordance with IRS-T-12-2009 specifications (with up to date amendments) and shall be of class ‘A’ classification as per IRS-T-12-2009 specifications
Source of Funds:
- The Borrower specified in the BDS has applied for or received a Japanese ODA Loan from Japan International Cooperation Agency (hereinafter referred to as JICA) with the number in the amount and on the signed date of the Loan Agreement specified in the BDS, toward the cost of the project specified in the BDS. The Borrower intends to apply a portion of the proceeds of the Loan to eligible payments under the Contract(s) for which these Bidding Documents are issued.
- Disbursement of a Japanese ODA Loan by JICA will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the applicable Guidelines for Procurement under Japanese ODA Loans specified in the BDS. No party other than the Borrower shall derive any rights from the Loan Agreement or have any claim to the Loan proceeds.
- The above Loan Agreement will cover only part of the project cost. As for the remaining portion, the Borrower will take appropriate measures for finance.
Scope of Work:
Turnouts & Scissors cross-overs (Ballastless):
- The supplier shall be responsible for detailed design & drawings of turnout & scissors cross-over as per Clauses 1 to 8 of Technical Specifications of Turnouts and Scissors X-overs including all fittings, fastening, fixtures, various blocks, base plates /special base plates, brackets, stretcher bars (other than leading stretcher bar)& their connections, check rails, rail pads, elastic base plate pads, intermediate pads, washers, nuts & bolts, second drive arrangement for 1 in 9 turnout & scissor cross-over, switches, crossings, etc. complete duly interfacing with the designated signalling Contractor.
Scope of supply:
- The supplier shall be responsible for manufacturing & supply of switches (stock rail & tongue rail), CMS crossings with welded leg extensions, check rails, slide chairs, base plates, special base plates, brackets, all fittings & fastenings, fixtures., rail pads, intermediate pads, insulating bushes, washers, pads for providing 1 in 20 Rail Cant, all stretchers bars (except leading stretcher bar) with its fixtures, various blocks, bolts & nuts, any special fitting, etc. complete as per the Technical Specifications and Purchaser’s approved drawings except the following.
- The supplier shall not be required to supply rails other than those required for welded leg extensions of CMS crossings & Switches.
- The supplier shall not be required to supply ERC MK III Clips, GFN Liners and all plate screws but Pads for providing cant for entire Turnout will be supplied by the supplier.
- All the fixtures of PSC Sleepers, which are embedded in the PSC Sleepers at the time of PSC sleepers casting such as SGCI Inserts and dowels etc. shall not be supplied by the supplier.
- Except as mentioned as a), b) & c), all fittings, fastenings, pads etc as per approved drawing will be under scope of supply.
- The Supplier shall be responsible for deployment of requisite track expatriate / Indian Expert to guide and witness installation of at least 5% of each type of ballasted turnouts, scissors cross over etc. or minimum one number of each type whichever is higher. Information regarding schedule date of installation of turnouts, scissors cross over etc. shall be provided by the Purchaser at least 15 days in advance to the Supplier.
