DFCCIL invites tender for the work of track maintenance, bridges and stations in Rooma-Sujatpur section of eastern dedicated freight corridor

Dedicated Freight Corridor Corporation of India Limited (DFCCIL) has invited open e-tenders, in Single Stage Two Packet System for Track Maintenance of Double Line BG track of length approx. 290 TKM including DFCCIL Yards, Link line, Formation, Major and Minor bridges, Civil works like buildings (i.e. Station, IMD/IMSD/ALH/RH and other residential/office buildings) in Rooma-Sujatpur section of PRYJ(W) Unit of Eastern Dedicated Freight Corridor.

Handing over of site for Work:

  • The entire land required for this work is available. However, DFCCIL may not hand over the entire land required for completion of this work for making bank/cutting or excavation to the contractor(s) due to any unavoidable reasons.
  • Land may be handed over in different stretches, which may not be continuous. Contractor(s) will be required to carry out the work in available stretches.
  • If some stretch of land cannot be handed over to the contractor for borrowing earth or making bank/cutting within the contract period then suitable extension will be granted only for the affected portion without any payment of extra claim to the contractor.

Eligibility Criteria:

Technical Eligibility Criteria:

  • The tenderer must have successfully or substantially* completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited:
    • Three similar works, each costing not less than the amount equal to30% of advertised value of the tender,

OR

    • Two similar works, each costing not less than the amount equal to 40% of advertised value of the tender,

OR

    • One similar work, each costing not less than the amount equal to 60%of advertised value of the tender.
  • The similar nature of work is defined as “Track maintenance work in Indian Railways/Railway PSUs.

Financial Eligibility for JVCriteria:

  • The JV shall satisfy the requirement of “Financial Eligibility” mentioned at para 15.2.
  • The “financial capacity” of the lead partner of a JV shall not be less than 51% of the financial eligibility criteria mentioned at para 15.2 above.
  • The arithmetic sum of individual “financial capacity” of all the members shall be taken as JV’s “Financial capacity” to satisfy this requirement.
  • Contractual payment received by a Member in an earlier JV shall be reckoned only to the extent of the concerned member’s share in that JV for the purpose of satisfying compliance of the above-mentioned financial eligibility criteria in the tender under consideration.

Maintenance Period/Defect Liability Period:

  • The Contractor shall guarantee that all the works executed under this contract shall be free from all defects and faults in material, workmanship and manufacture and shall be of acceptable standards for the contracted work and in full conformity with the technical specifications, drawings and other contract stipulations, for a period of 12 months from the date of taking over by the Employer.
  • During the period of guarantee the Contractor shall keep available an experienced engineer / man power to attend to any defective works / installations resulting from  defective erection and/or defect in the installation supplied by the Contractor. This engineer shall not attend to rectification of defects which arise out of normal wear and tear and come within the purview of routine maintenance work.
  • The contractor shall bear the cost of modifications, additions or substitutions that may be considered necessary due to faulty materials or workmanship for the satisfactory working of the equipment. The final decision shall rest with the Engineer his successor(s)/Nominee.
  • The repaired or renewal parts structure shall be delivered / supplied and erected / executed on site free of charge to the Employer.
  • Any materials, fittings, components or equipment / structure supplied under items for supplying / providing and fixing in schedule shall also be covered by the provisions of this paragraph. The liability of the Contractor under the guarantee will be limited to re-supply of components / structure installation and fittings.

Note:

  • Tenderer should bear the fact in mind while quoting the rates that GST will be paid by Contractor as per prevailing rate as applicable.
  • Documentary evidence of deposition of GST will be produced by the contractor for on account bill.
  • Information as required as per various Forms/Annexures to tender documents should be submitted by the tenderers without fail strictly as per formats.
  • Offers submitted without Mandatory documents shall be summarily rejected.
