Scope of Work:

  • The scope of work for the bidder is elaborated in detail in Vol-II: Scope of work. The brief details about the scope of work is as under:
    • Maintenance of 132kV Switchyard equipment as mentioned in scope of work.
    • Maintenance of 33kV Substation equipment as mentioned in scope of work.
    • Maintenance of LV equipment like battery charger, battery bank, ACDB & DCDB as mentioned in scope of work.
    • Round the clock manning for at various 132kV Receiving Substation as mentioned in scope of work.
  • Further details shall be referred from Volume -II, Scope of work.
  • The intending tenderer is advised to study tender papers, concerned specification and other instructions carefully. The tenderer shall inspect the proposed site of service contract and acquaint himself with the site conditions, working hours, stacking space for materials, and all relevant items connected with execution of service contract.
  • The submission of tender shall be deemed to have been done after careful study and examination of the tender papers with full understanding of the implication thereof, unless otherwise, specifically commented upon by the tenderer in his quotation.
  • In the event of the tenderer desiring to have an independent field survey before submitting the offer, he may apply to GMRCs for permission in this regard. Such permission will be given in writing by the GMRCs but the expenses in this regard will be borne by the tenderer completely.

Eligibility:

  • The tenders for this contract will be considered only from those tenderers (proprietorship firms, partnerships firms, companies, corporations, consortia or joint ventures) who meet requisite eligibility criteria prescribed in the sub-clauses of Clause 1.1.4 of NIT. In the case of a JV or Consortium, all members of the Group shall be jointly and severally liable for the performance of the whole contract.
  • A non-Indian firm is permitted to tender either in a single entity or in a joint venture or consortium arrangement with any other Indian firm having minimum participation interest of 26% or their wholly owned Indian subsidiary registered in India under Companies Act-1956 with minimum 26% participation.
  • A tenderer shall submit only one bid in the same tendering process, either individually as a tenderer or as a partner of a JV. A tenderer who submits or participates in more than one bid will cause all of the proposals in which the tenderer has participated to be disqualified.
  • No tenderer can be a subcontractor while submitting a bid individually or as a partner of a JV in the same bidding process. A tenderer, if acting in the capacity of subcontractor in any bid, may participate in more than one bid, but only in that capacity.

Work Experience:

The following shall be the minimum eligibility criteria for selection of bidders. The Bidder shall be stationed locally by a dedicated branch/registered/site office in Ahmedabad or Gandhinagar. The tenderers will be qualified only if they have successfully completed work(s) during last 07 years ending last date of the month previous to the month of tender submission of values given below:

  • At least one “similar work”**of value of INR 1.44 Cr

OR

  • Two “similar works” **each of value of INR 0.90 Cr

OR

  • Three “similar works” **each of value of INR 0.72 Cr

Similar Work:

  • Experience of maintenance of substations having voltage 66KV or above operating through SCADA (substation automation) system in Govt./public/private organization.
  • The bidder shall have the valid electrical contractor’s license for maintenance work of EHV substations in Gujarat. The copy of the same shall be submitted as attachment to Appendix FT-33 with bid submission.
  • Where the bidder does not submit the electrical contractor’s license, his bid will be considered to be non-compliant and will be summarily rejected without further evaluation.

Notes:

  • The tenderer shall submit details of works executed by them in the Proforma prescribed in Appendix-17 of FOT for the works to be considered for qualification of work experience criteria. Documentary proof such as completion certificates from clients clearly indicating the nature/scope of work, actual completion cost and actual date of completion for such work should be submitted.
  • The offers submitted without this documentary proof shall not be evaluated. In case the work is executed for private client, copy of work order, bill of quantities, bill wise details of payment received certified by C.A., T.D.S certificates for all payments received and a copy of the final/last bill paid by the client should be uploaded. The offers submitted without this documentary proof will not be evaluated.
  • Value of a successfully completed portion of any ongoing work up to the last date of the month previous to the month of tender submission will also be considered for qualification of work experience criteria, provided at least 70% of the contract value of work is completed.
  • The details to be furnished in Appendix-17 & 17A along with Employer’s certificate and other requisite details as mentioned in NIT/Tender document. The Employer’s certificate for ongoing works should not be older than three months from the tender submission date.
  • For completed works, value of work done shall be updated to the last date of the month previous to the month of tender submission price level assuming 5% inflation for Indian Rupees every year and 2% for foreign currency portions per year. The currency of the Bid and the payment currency shall be INR only.
  • In case of joint venture / Consortium, full value of the work, if done by the same joint venture shall be considered. However, if the qualifying work(s) were done by them in a JV/Consortium having different constituents, then the value of work as per their percentage participation in such JV/Consortium shall be considered. This is to be substantiated with documentary evidence.
  • If the above work(s) comprise(s) other works also, then client’s certificate clearly indicating the amount of work done in respect of the “similar work” shall be furnished by the tenderer in support of work experience along-with their tender submissions.
