GMRC invites tenders for Selection of Third Party Auditor for Rehabilitation and Resettlement activities for Surat Metro’s Phase-I and Ahmedabad Metro Project Phase-II

Gujarat Metro Rail Corporation (GMRC) Limited has invited tenders from eligible applicants for the work/services; “Selection of Third Party Auditor for Rehabilitation and Resettlement activities for Surat Metro Rail Project Phase-I and Ahmedabad Metro Rail Project Phase-II”.

Background:

  • Gujarat Metro Rail Corporation (GMRC) Limited (Formerly known as Metro-Link  Express for Gandhinagar and Ahmedabad (MEGA) Company Limited) is a special purpose vehicle (SPV) of Government of India and Government of Gujarat set up for the purpose of implementing the Ahmedabad Metro Rail Project Phase-I, Ahmedabad Metro Rail Project Phase-II and Surat Metro Rail Project Phase-I. 2.  

About the Project:

  • The Ahmedabad Metro Rail Project Phase-II, having one corridor with a combined  length (including Extension) of 26.91 km which include 22.838 km from Motera Stadium to Mahatma Mandir (Corridor-1) and 5.416 km from GNLU to GIFT City (Corridor-2). 
  • Corridor-1 has 20 stations and Corridor-2 has two stations along the route. All stations are elevated. 
  • The Surat Metro Rail project Phase I, having two metro rail corridors with a combined length of 40.35 km. 
  • Total 38 stations are proposed consisting of elevated and underground stations. First corridor is proposed from Sarthana to Dream city Line.
  • The length of this corridor will be 21.61 km of which 6.47 km would be underground and the rest 15.14 km will be elevated. 
  • Second corridor is  from Bhesan to Saroli. 
  • The length of this corridor will be 18.74 km, and will be completely elevated. 
  • The Gujarat Metrorail Corporation (GMRC) Limited is being financed from Agence Française de Développement (“AFD”) and Kreditanstalt fur Wiederaufbau (KFW) for Ahmedabad metro Rail Project Phase-II and Surat Metro Rail Project Phase-I. 
  • As per the requirement, GMRCL needs to Appoint a Third Party Auditor for Rehabilitation and Resettlement activities for both projects. 
  • As per the draft SIA report, total 118 PAFs for Ahmedabad Metro Rail Project Phase II and total 676 households for Surat Metro Rail Phase I, are getting affected due to the Metro Alignment, Station Box, Depots etc. 
  • The number of affected households/families may vary as per the design if any.

Objectives of the Consultancy Assignment:

The Third Party Auditor will be coordinating with GMRC & NGO for on-site R&R related activities. This will cover the following, but not limited to: 

  • Preparation of Socio-Economic Baseline Survey and Analysis of Affected PAFs.
  • Preparation of Socio-Economic Midline Survey and Analysis of Affected PAFs.
  • Preparation of Socio-Economic End Survey and Analysis of Affected PAFs.
  • Assistance in Income Restoration/ Livelihood restoration etc. 
  • Impact Evaluation – Impact Evaluation needs to be conducted to assess Resettlement Action Plan and its impact. 
  • Regular auditing of GMRC’s Contractors and Labour’s assessment on project site.

Scope of Services: 

The brief scope of work/ Services of Consultant is as follows:

  • To review and verify the progress in resettlement implementation as outlined in the Rehabilitation Action Plan (RAP). 
  • To Audit/ monitor the effectiveness and efficiency of the Rehabilitation and Resettlement (R&R) Department and the concerned agency in RAP implementation. 
  • To assess whether resettlement objectives, particularly livelihoods  and  living standards of the affected persons have been restored or enhanced. 
  • To assess resettlement efficiency, effectiveness, impact and sustainability, drawing both on policies and practices and to suggest any corrective measures, if necessary.
  • Conduct both individual and community level impact analysis through the use of formal and informal surveys, key informant interviews, focus group discussions, community public meetings, and in-depth case studies of PAPs and host population from various social classes to assess the impact of resettlement.  
  • Identify the strengths and weaknesses of basic resettlement objectives and approaches, implementation strategies, including institutional issues, and provides suggestions for improvements in future resettlement policy making and planning.
  • GMRC’s Contractors and labourers’ assessment (In detail).
  • Submission of Minutes of Meeting of quarterly review meetings with GMRCL.

About Surat Metro Rail Project:

  • Surat with a population of around 60 lakhs is the fastest growing city in India. The city has no Mass Rapid Transportation System (MRTS), thus GoI and GoG decided to provide MRTS facility in Surat. 
  • Phase-I of Surat Metro Rail Project, with a total length of 40.35 kms comprises two corridors. 
  • Length of Corridor-1 is 21.61 kms and Corridor-2 is 18.74 kms with an estimated completion cost of project Rs.12,020 crore.

  • The Corridor-1 is from Sarthana to Dream City, which comprises 14 elevated stations and 6 underground stations with depot at Dream City and the Corridor-2 is from Bhesan to Saroli, which comprises 18 elevated stations with depot at Bhesan. 
  • The Corridor from Dream City Depot to Kadarsha ni Nal of 9.88 Kms (Corridor-1) is being taken up on priority which is having 10 elevated Metro Stations. 
  • With the constant monitoring and guidance by Hon’ble Prime Minister Office and Hon’ble Chief Minister of Gujarat, this project will provide environment friendly Mass Rapid Transit System (MRTS) to the historical city of Ahmedabad, Gandhinagar and Surat. 
  • The said Metro Projects are designed in such a way that it will provide environment friendly, comfortable, hassle free connectivity to some major railway stations, bus depots, colleges, schools, offices, residential areas, commercial places, malls and tourist spots of the cities.

About Ahmedabad Metro Rail Project Phase-II:

  • Ahmedabad Metro Rail Project Phase-II is an extension of Ahmedabad Metro Rail Project Phase-I, connecting Ahmedabad to Gandhinagar. 
  • The total length of Ahmedabad Metro Rail Project Phase-I is 40.03 kms, out of which, one stretch of 6.5 kms is already functional from March 2019 and the balance 33.5 kms is at an advanced stage which is expected to be completed by August 2022, coinciding with the 75th year of India’s independence.
  • The total completion cost of Phase-II project is Rs.5,384/- crore, Details of Ahmedabad Metro Rail Project, Phase-II is as follows:-

  • The length of Corridor-1 of phase-II is 22.8 Kms from Motera Stadium to Mahatma Mandir which is a completely elevated corridor with 20 state of the art elevated Metro Stations with interchange facility at Koteshwar Road for future provision to connect Sardar Vallabhbhai Patel International Airport. The length of Corridor-2 is 5.4 Kms from GNLU to GIFT City with 2 elevated stations, having interchange facility at GNLU and a bridge over Sabarmati River. 
  • The population of 62.6 lakh of Ahmedabad-Gandhinagar agglomeration will benefit Gujarat Metro Rail Project Phase II with safe, clean, cheaper and fast mode of transportation. All facilities will be available for differently abled people in metro trains.
