IRCON invites bids for construction of Sivok Yard work for Sivok-Rangpo new Railway Line project

IRCON International Limited on behalf of Northeast Frontier Railways (NFR) has invited online bids in Two packet systems on prescribed forms from bonafide firms/companies having requisite experience and financial capacity for execution of the work detailed in the table given below.

Scope of work:

The scope of work for “Construction of Sivok Yard work involving earthwork in cutting & filling, extension of minor bridges, Station building including electrical works, Retaining structures, Passenger Platform, P. P. Shelter, FOB, dismantling of existing track, linking of new track and other ancillaries work from Km. (-)1084.71 to Km. 0+402.92 approx. in connection with construction of Sivok – Rangpo new BG Railway Line Project” and all other ancillary work as per approved drawing generally includes following but not limited to following:

  • The Survey work shall involve taking over of sight, contouring of yard and nearby area, with centre line pegs, checking and verification of bench marks and protection of the same, taking & recording cross sections of natural ground levels.
  • Removing of stumps and roots and disposal as instructed.Clearing the site by removing vegetation Encountered during earthwork between toe of bank and top of cutting and disposal as instructed.
  • Earth works in excavation in all kinds of soils including ordinary rock (not req. blasting) & hard rock(blasting prohibited) etc. by mechanical means (Hydraulic excavator)/manual means at hillslopes up to any height, making of temporary access road as the method of construction is top to down, making of berms, surface drains complete job as per the specifications and approved drawings and disposal of muck as instructed by Engineers. Selected and approved cut muck/spoils after crushing and screening required to use in filling work.
  • Earthwork in filling above the Lower portion using collected earth spoils from cutting, laid in layer and compacted bring it to required profile as per approved drawings and specification as a complete job and as directed by Engineer-in- Charge.
  • Earthwork in filling in Railway formation with contractor’s own earth and cut muck/spoils coming out from cutting.
  • Temporary and permanent diversion of existing Nalla as per drawings or as instructed by Engineer-in-charge by deep excavation.
  • Dismantling of existing station building, passenger platform, PP shelter, FOB etc.
  • Construction of new station building, passenger platform, PP Shelter, FOB etc.
  • Dismantling of existing track and laying and linking of new track.
  • Extension of existing minor bridges, dismantling of existing wing wall, return wall, toe wall etc.
  • Construction of wing wall, return wall, toe wall, catch water drain, diversion of permanent nalla, provision of drainage system etc.
  • Maintenance of existing access road, construction of any other internal road and structures or any other road which will be required to be constructed /developed by the contractor to complete the work in all respects.
  • Any other ancillary works required to complete the construction of the yard as approved by the Engineer and as per approved drawings.
  • Submission of detailed construction schedule, excavation advance rate, method statements with related detailed drawings and equipment planning, for various items of work. Resource based construction program shall be prepared by the contractor and submitted within 21 days from the date of LOA. After submission of this resource-based construction program, a contract will be signed and it shall be part of the contract agreement.
  • All safety arrangements as per relevant IS, IRC and IRS Codes of practice and as specified intender documents.
  • Lighting during construction at night time, pumping/dewatering of water.
  • Provision and maintenance of quality control laboratory at site with office in the laboratory for IRCON’s quality control engineer.
  • Regular submission of survey reports as directed by Engineer.
  • Submission of videos of construction operations and progress report with digital photographs in both hard and soft copies.
  • Provision of all drainage and service pipe as per approved drawings.
  • Maintenance of all works for specified period.
  • The contractor shall carry out the work safely and no unsafe practices shall be followed. The tenderer is expected to take into account these factors while quoting the rates.
  • All Works to be done as per relevant and approved drawings, specifications and code.
  • Excavating and disposal of all types of soils / rocks and conglomerate from open excavation etc. as per NEERI guidelines if required.
  • All necessary arrangements as per safety, Health and Environment management plan and instructions and as specified in the tender documents.
  • The work is to be done in a smooth coordinated manner without hindrance to the work of Other agencies, local populace and surroundings and as per the instruction of Engineer-in-charge.
  • No claim for any stoppage of work by local populace for issues related to compensation, employment or any other shall be entertained.
  • The Drawings attached with these tender documents are only for tender purpose and for guidance. The works shall be done as per Good For Construction Drawings which shall be issued in due course of time. The tenderer/s will not have any claim on account of this.
  • The work shall be done as per the instructions of IRCON/DDC.
  • The contractor shall be responsible for the arrangements to obtain water supply for drinking and construction works. Rates quoted by the contractor shall include the cost of arranging water at the site.
  • Any electric supply required at the site for works or for whatsoever purpose shall be arranged by the contractor at his own cost.

About Sivok-Rangpo railway Project:

  • Total length of the complete railway project is 44.96 kms of which 41.55 kms falls in West Bengal and 3.41 kms falls in Sikkim.
  • The anticipated project cost will be around Rs. 8,900 crores.
  • For this project, the budget allotment for 2020-21 is Rs. 607 Crores.
  • IRCON International Ltd on behalf of NFR is carrying out the construction work of the project.
  • There will be 14 tunnels, 5 stations (Sivoke, Riyang, Teesta Bazar, Melli and Rangpo) and 13 bridges in the section.
  • The entire section is being constructed by using the latest technology so that trains can run at a speed of 100 kilometres per hour.
  • There will be 38,555 mts of tunneling work involved in the entire project.
  • This is more than 92% of the entire project length.
  • Work is already in progress in various sections.
  • The likely date of completion of the Sivok-Rangpo railway project is December, 2022.
