IRCON invites bids for Construction of Track works for Double Line High Speed Railway between Zaroli Village at Maharashtra-Gujarat Border

IRCON International Limited has invited online bids in Single Packet System (Limited) on prescribed forms from Shortlisted bidders for Project Insurance detailed in the table given below.

General:

  • A bidder in the capacity of Individual or Sole Proprietor, Partnership Firm, or Company can participate in the tender and the bidder must upload attested copies of the constitution of its firm such as partnership deed, Memorandum & Articles of Association, etc. along with original Power of Attorney of authorized signatory”. Foreign bidder as a single entity is not permitted to participate in the tender if it is not legally valid firm/ company registered in India as per Indian laws (National Competitive Bidding)”. Joint Venture is not permitted in this tender.

The work is proposed to be executed under the following relationship:

a)Owner/EmployerNational High Speed Rail Corporation Limited
b)ClientIRCON INTERNATIONAL LIMITED address as given in ‘Appendix to Tender’
c)Client RepresentativeProject Head of the Client or any other officer authorized by the Client.
d)EngineerEngineer appointed by the Owner/Employer
e)ContractorThe successful tenderer to whom the work is awarded shall become the Contractor for the execution of this work.
  • Any bidder from a country, which shares a land border with India, will be eligible to bid in this tender only if the bidder is registered with the Competent Authority nominated/ Registration Committee constituted by the Department for Promotion of Industry and Internal Trade (DPIIT).
    • “Bidder from a country which shares a land border with India” for the purpose of this Clause means:
      • An entity incorporated, established or registered in such a country.
      • A subsidiary of an entity incorporated, established or registered in such a country.
      •  An entity substantially controlled through entities incorporated, established or registered in such a country.
      • An entity whose beneficial owner is situated in such a country; or
      • An Indian (or other) agent of such an entity.
      • A natural person who is a citizen of such a country.
      • A consortium or joint venture where any member of the consortium or joint venture falls under any of the above.
    • The beneficial owner for the purpose of (i) above will be as under:
      • In case of a company or Limited Liability Partnership, the beneficial owner is the natural person(s), who, whether acting alone together, or through one or more juridical person, has a controlling ownership interest or who exercises control through other means.
    • Explanation:
      • “Controlling ownership interest” means ownership of or entitlement to more than twenty-five per cent. Of shares or capital or profits of the company.
      • “Control” shall include the right to appoint majority of the directors or to control the management or policy decisions including by virtue of their shareholding or management rights or shareholders agreements or voting agreements.
    • In case of a partnership firm, the beneficial owner is the natural person(s) who, whether acting alone or together , or through one or more juridical person, has ownership of entitlement to more than fifteen percent of capital or profits of the partnership.
    • In case of an unincorporated association or body of individuals, the beneficial owner is the natural person(s), who, whether acting alone or together, or through one or more juridical person, has ownership of or entitlement to more than fifteen percent of the property or capital or profits of such association or body of individuals.
    • In case of a trust, the identification of beneficial owner(s) shall include identification of the author of the trust, the trustee, the beneficiaries with fifteen percent or more interest in the trust and any other natural person exercising ultimate effective control over the trust through a chain of control of ownership.
    • An Agent is a person employed to do any act for another, or to represent another in dealings with third person.
    • The successful bidder shall not be allowed to sub-contract works to any contractor from a country, which shares a land border with India unless such contractor is registered with the Competent Authority nominated/ Registration Committee constituted by the Department for Promotion of Industry and Internal Trade (DPIIT).

About MAHSR Project:

  • Mumbai-Ahmedabad High Speed Rail (MAHSR) Project is 508 Km long first High- Speed Rail (HSR) network planned to be constructed in India. 
  • Out of 508Km, 352Km lies in the State of Gujarat (348Km) and Dadra & Nagar Haveli (4Km) and balance 156Km lies in the State of Maharashtra.
  • The Construction Work is in progress in both Gujarat and Dadra & Nagar Haveli where 98% and 100% land has been acquired respectively. 
  • In Gujarat, High Speed Rail alignment passes through eight districts i.e. Valsad, Navsari, Surat, Bharuch, Vadodara, Anand, Kheda and Ahmedabad and work is in progress in all the eight districts. 
  • In Maharashtra land acquisition done so far is 40%.
  • The project will entail an investment of 72,000 Crs in the state of Gujarat in both Land & construction. 
  • So far an expenditure of 14,200 Crs has been done. 
  • The project will generate direct & indirect employment of 60,000 in Gujarat state.
