IRCON invites bids for supply of Electronic Interlocking system on Dharam-Qazigund section of USBRL Project

IRCON International Limited for and on behalf of Northern Railway has invited online bids in two packet system for execution of the work Design, Manufacture, Supply, Installation, Testing & Commissioning of Electronic Interlocking based Signaling System at Arpinchala & Sumber stations along with modification work in existing EI (Ansaldo Make) at Banihal station along with 6-Quad plus OFC based communication system in connection with Banihal-Arpinchala-Sumber single line work on Dharam-Qazigund section of USBRL (Udhampur Srinagar Baramulla Rail Link) Project under Ferozepur division of Northern Railway.

About the project:

  • IRCON has been entrusted with the work of provision of Signaling & Telecom arrangement between Dharam-Banihal section of USBRL Project.
  • IRCON proposes to award the work of “Design, Manufacture, Supply, Installation, Testing & Commissioning of Electronic Interlocking based Signaling System at Arpinchala & Sumber stations along with modification work in existing EI (Ansaldo Make) at Banihal station along with 6-Quad plus OFC based communication system in connection with Banihal-Arpinchala-Sumber single line work on Dharam-Qazigund section of USBRL Project under Ferozepur division of Northern Railway.”

Scope of work:

The Contractor’s scope of work shall include, but not limited to :-

  • Design, Manufacture, Supply, Installation, Testing & Commissioning of Electronic Interlocking based Signaling System at Arpinchala & Sumber stations along with modification work in existing EI (Ansaldo Make) at Banihal station along with 6-Quad plus OFC based communication system in connection with Banihal-Arpinchala-Sumber single line work on Dharam-Qazigund section of USBRL Project under Ferozepur division of Northern Railway.
  • The EI systems will be of centralized type. As 25 KV AC railway electrification work is in progress in the section, all the S&T equipment’s planning, design & drawing along with execution shall be planned & executed accordingly.
  • Banihal station, at present, has EI (Ansaldo make) with single line and is terminal station which is to be converted to intermediate station and connectivity is to be extended till Sumber station.
  • In terms of Railway Board’s Letter No. 2003/SIG/G/5 Dated 28.04.2016, it has been planned that same EI Technology/Equipment gets installed on a section in a contiguous manner aiming at ‘one type of equipment under one jurisdiction (say SI)’ at least. Hence, it would be preferable to plan same EI as in existing stations of the section.
  • It includes Supply, Installation, Testing and Commissioning of Indoor work for centralized type EI system including design and drawing, IPS, DG sets, Data loggers, CT rack, Relay rack, Relays, UFSBI, ELD, Fire alarm system etc. for commissioning.
  • It also includes outdoor work like Trenching, Cable laying, termination of cables, earthings, MSDAC, Points and Point machines, Signals, Location boxes, HASSDAC, installation of S&T equipment inside tunnels, cable laying in conduits/ducts inside tunnels etc.
  • There will be modification in Banihal yard towards Arpinchala end for converting it from terminal station to intermediate station and associated indoor and outdoor modifications need to be done in the existing EI station of Banihal.
  • The EI system shall be scalable and designed in such a way that it will be possible to use the EI system provided for future modifications in the yard with minimum alteration works in Hardware as well as Software of EI to reduce NI period to minimum possible time.

About the USBRL Project:

  • The USBRL (Udhampur Srinagar Baramulla Rail Link) is a National project undertaken by the Indian Railways for construction of a broad-gauge railway line through the Himalayas with the aim of connecting the Kashmir region with the rest of the country. 
  • Construction of the first 3 phases of the project has been completed and the line is in operational use for running of trains between Baramulla-Banihal in Kashmir valley and Jammu-Udhampur-Katra in Jammu region. 
  • Work on the intervening 111 Km section Katra-Banihal, the most arduous and treacherous portion due to its geology and extensive riverine system replete with deep gorges is ongoing. 
  • There are several iconic bridges and tunnels coming up in this section. 
  • Most of the rail track is slated to be in tunnels or bridges in this section. 
  • Three agencies; IRCON, KRCL and Northern Railway with extensive experience in construction of rail lines are involved in this project. 
  • Many international agencies and premier Indian institutes like IIT Roorkee, IIT Delhi, DRDO and Geological Survey of India are providing expertise in planning and implementation. 
  • Several sets of tunnelling machinery and cranes have also been imported.
