IRCON invites bids for supply of OHE Traction System for New BG Electrified Double Line Rail Corridor

IRCON International Limited has invited online bids in two packet systems on prescribed forms from bonafide firms/companies having requisite experience and financial capacity for execution of the work detailed in the table given below.

Scope of Work:

In general, the brief scope of work in this part of tender covers the construction and commissioning of 19 TKM of OHE of feeder routes taking off from Korichhapar station and Dharmjaigarh station upto Barod Coal mines and Durgapur Coal mines, respectively. In general, the detailed scope of work is described hereunder, which is only indicative in nature and shall be deemed to be inclusive of all the items to be executed for its completion in full or in art as per the Standard Specifications and Drawings: 

  • To identify and clarify the actual location/ site of execution of work in consultation with concerned authority.
  • Survey and marking of site of work, through-out the period of execution of work, for preparation of initial Construction drawings certified as “Good for construction” and/or “As erected drawings and any other drawings required for successful execution of the work. The site should be carefully surveyed and examined for checking the dimensions/ levels and discrepancy, if any, should be sorted out in consultation with the representative of the Employer.
  • The contractor shall submit his proposed land utilization plans for execution of the work.
  • It is to be clearly understood that all original designs and drawings shall be based on a thorough study. General designs and dimensions shall be such that the Contractor is satisfied about the suitability of the designs for the purpose. The Purchaser’s approval will be based on these considerations and notwithstanding the Purchaser’s acceptance; the ultimate responsibility for the correct design and execution of the work shall rest with the Contractor in terms of the conditions of Contract.
  • Supply and/ or Erection of materials/ equipments/ items as per standard specifications and/ or drawings.
  • Testing of the construction materials before & during the execution of work.
  • The contractor, at its own cost, shall organize and execute shifting of any ballast stack for purpose of casting of foundation(s), if required for faster completion of project.
  • Successful handing over of the completed works to the client or any concerned nominated authority to its satisfaction and to comply/ rectify any deficiencies noticed at time of handing over.
  • The contractor shall clear the site from all the dismantled or balance materials etc., after completion of the work. He shall deposit any of the scrap materials to the stores of the Concerned authority and arrange a handing-over certificate in this regard.
  • All safety precaution at site will have to be ensured and implemented by the contactor. Safety bands, Ribbons and other gadgets for Construction site & workmen shall be maintained as per scheme approved by the engineer. He shall organize announcement on public address system in the public areas, wherever required.
  • If required, for any Power Line crossing modification work, the contractor will co-ordinate and obtain prior approval and/or shut down from concerned public utility company / electricity authority for any related work like utility shifting by the utility authority. The local shut down management will be organized by the contractor. Contactor will deploy sufficient manpower to complete the work in the shutdown period and arrange for timely cancellation of shutdown.
  • Photography and videography before, during and after execution of work for record only.
  • Review all the available reports, drawings, and information, site details already available and to consider the same while planning & executing the work.
  • The contractor shall submit a detailed construction delivery program for completion of overall Work along with schedule of proposed resources deployment within 28 days from issue of LOA. Any tentative milestone plan given in the tender document may also be referred.
  • The contractor shall carry out construction of all components of work based upon the rules, Regulations and various applicable Indian standards, approved drawings, design & approved methodology, following the codal provisions and requirements etc. for all safe & sound completion of the Work by providing his own Manpower, Machineries and Materials etc. The work shall be carried out in terms of specifications of latest editions (and up-to-date correction/ amendment/ errata) of RDSO/ CORE/ Railway or as directed by the Engineer/ employer.
  • To organize, conduct & maintain required & proper quality control test and records for day-to-day work on regular basis. The contractor shall ensure that the work is executed conforming to the approved design, drawings and specifications. For execution of the Work, the contractor has to follow the quality Assurance, Safety, Health & Environment guidelines. The Engineers to be deployed by the Contractor shall work under the direction of the Engineer-in-charge. They shall be bound to carry out all duties related with the work assigned by the Engineer-in-charge or his representative. All facilities & equipment required for proper construction & quality control during execution of entire work, have to be provided.
  • The scope of work also includes shifting of any materials (at locations not easily approachable or otherwise) required for execution of the work on motor/ push trolley or by any other suitable means. The scope of work also includes transportation, head loading of materials to the place of work, labour cost, cost of erection of structures/ fabrication/ equipments, laying of cables, ferruling, cable termination & connection, supervision of erection, energy cost, Tools & Tackles cost, and testing & commissioning charges including test apparatus, hiring of M&P/T&P etc. whichever is required, but has not been mentioned.
  • Contractor shall have to collect the IRCON’s supplied materials/ equipment’s from designated stores of IRCON, if any. Nothing shall be paid extra on account of transportation of materials from stores to the site of work, except as provided in the BOQ.
  • For SED checking and inspection of OHE, Tower wagon shall be provided by the employer, if available. All operation costs except for the cost of operator shall be borne by the contractor. However, non-availability of the Tower wagon shall not form any ground for non-execution of OHE work.
  • The site conditions need to be taken care of in as much as those existing work operations should not be allowed to suffer except what is jointly decided in consultation with the representative of Employer.
