IRCON invites bids for supply of SCADA System in Dharam-Baramulla section of Udhampur-Srinagar-Baramulla Rail Link project

Ircon International Limited (A Govt. of India Undertaking) for & on behalf of Northern Railway invites online bids in two packet system for execution of the work “Design, Supply, Installation, Testing & Commissioning of Supervisory Control and Data Acquisition (SCADA) System along with comprehensive maintenance contract for 4 years after DLP (warranty) period for 25 kV, AC, 50 Hz, single phase Electric Traction System in Dharam – Baramulla section of USBRL project of Northern Railway (SCADA Package)”.

About the Project:

  • Ircon International Limited has been entrusted to execute Railway Electrification work of Dharam-Baramulla section of Northern Railway.
  • Presently Dharam-Baramulla section consists of many small &long tunnels and bridges.
  • Major long tunnels are:-
    • T-48 (10.067 km)
    • T-49(12.758 km)
    • T-50 (0.255 km)
    • T-74R (8.600 km)
    • T-77D (77 is 0.795 km and 77A is 1.859 km)
    • T-78 (0.920 km)
    • T-80 (11 km)
    • Cut & Cover Section (0.746 km)
  • The section from Banihal to Baramulla has a total length of 200 TKMs.
  • The total Section from Dharam to Baramullais of around 270 TKM.
  • There are 3 TSS, 3 switching Post and 11 sub-switching Post in the section which, are to be monitored by SCADA system.
  • The Remote-Control Centre of the SCADA system shall be at Badgam.

Scope of work:

  • The scope of work includes Design, Supply, Installation, Testing & Commissioning of Supervisory Control and Data Acquisition (SCADA) system along with Comprehensive Maintenance Contract for 4 years after DLP (warranty) period for 25 kV, AC, 50 Hz, single phase Electric Traction System in Dharam-Baramula section of USBRL Project of Northern Railway (SCADA Package).
  • The Contractor shall design the SCADA system with latest RDSO Design (Indian Railways), suitable for the following environmental conditions:
    • Max Ambient air temperature(0C): 35
    • Average day temperature(0C): 22
    • Min. Ambient air temperature(0C): -15
    • Wind pressure upto 30m height(kg/sqm): 195
    • Altitude above MSL(m): 1600(or as per actual)
    • Relative humidity – 100%
    • Annual Rainfall (Max) (mm): 705
    • Average thunderstorm days/annum: 47
    • Terrain: Hilly
    • Climate: Snow bound
    • Derating factor for high altitude: 0.7
  • The tunnels Small and Long as mentioned in the introduction of work shall also be considered while designing the “SCADA System”.

Comprehensive Maintenance:-

  • The scope of work also includes comprehensive maintenance of the SCADA system for a period of 4 years after the completion of Defect Liability Period.
  • The scope of work includes comprehensive maintenance (preventive maintenance and break down attention) of SCADA System complete with all software, RCC equipment‟s, RTUs including replacement of defective parts and accessories.
  • The work shall also include replacement and bringing into operation new equipment as replacement or up-gradation during the currency of the contract.
  • All functional equipment supplied by the contractor for SCADA system (excluding items such as furniture) shall be in the scope of maintenance work.
  • All the equipments that are integral part of SCADA system at RCC along with their accessories shall be included in the maintenance contract.
  • The scope shall include provision of manpower for maintenance, housekeeping, tools, materials, spares, vehicle and other associated items necessary to complete the job in all respects.

About Udhampur-Srinagar-Baramulla Rail link Project:

Project background:-

Udhampur-Srinagar-Baramulla Rail link Project (USBRL) having length of 272 Km long Railway Line from Udhampur to Baramulla joining the Kashmir valley with rest of the country and has been declared as National Project in 2002. Out of 272 Km of USBRL Project, work has been completed on 161 Km and commissioned. Status of work sub-divided into three legs is as under:

  • Udhampur – Katra -25km  (commissioned in July 2014)
  • Quazigund – Baramulla – 118km (commissioned in Oct., 2009)
  • Banihal – Quazigund – 18km  (commissioned in June 2013)
  • Katra to Banihal- 111km in progress (Target 2022-23)

Katra-Banihal Section of USBRL Project:-

  • The work on intervening stretch of Katra-Banihal section (111 km) is in progress and this section predominantly involves tunnelling i.e. 97 Km out of 111 Km (i.e. 87%) of length of Katra-Banihal section is in tunnels and maximum length of tunnel T-49 is 12.75 Km.
  • There are 27 nos. of Main tunnel having length of 97.6 Km and 8 nos. of Escape tunnel having length of 66.4 km, with cumulative length of about 164 Km of tunneling are being constructed in Katra-Banihal section.
  • Presently, 140.81 Km of tunnelling i.e. 84.2 Km (20 nos.) out of 97.6 Km (27nos.) of Main tunnel and 56.61 Km (3 nos.) out of 66.4 Km (8 nos.) have been completed.
  • There are 37 nos. of Bridges (combined length of 7 Km) and includes 26 nos. major bridges and 11 nos. minor bridges.
  • Currently, 13 nos. of major bridges and 10 nos. minor bridges have been completed and work on all fronts are in progress .
  • These bridges include the iconic Chenab Bridge (Overall length 1315 m, Arch span of 467 m and height of 359 m above river bed) which will be the highest railway bridge in the world.
  • Arch Launching of Chenab bridge was completed on 05.042021.
  • Indian railway’s first cable-stayed bridge is also being constructed on AnjiKhad and 130 m of Main Pylon out of 193m have been cast and an ancillary viaduct portion of Anji Bridge has been completed.
  • Launching of Other Major bridges 39 & 43 is in progress and 310m and 260m of launching have been completed respectively.
