IRCON International Limited has invited an online e-Tender for Manufacturing, supply, transportation and stacking of special sleepers (New Wide base Bridge-Central, new wide base bridge approach sleepers, Turnout & SEJ) as per IRS specification for pre-tensioned prestressed concrete sleepers (serial no: – T- 39- 85: Sixth Revision-Aug’ 2018) with latest amendment up to date in connection with Katni UP grade separator project in Katni district, Madhya Pradesh.

Scope of Work:

  • The scope of this tender includes supply of special PSC sleepers required for bridge (central) ,Bridge approach ,Turn out & SEJ’s, from Majgawan to Jalwara/ Katangi Khurd(including both stations) Katni UP Grade Separator Project from RDSO approved sleeper manufacture including its inspection, testing and getting passed/ certified as per Indian railway Manuals and other relevant codes & specification.
  • The scope includes supply of all types of special PSC sleeper (FROM RDSO approved manufacture) including loading, unloading, stacking of the same at different locations as decided by the Engineer in between Majgawan to Jalwara/ Katangi Khurd Road/Rail vehicle.
  • Transportation of these Spl. PSC sleepers shall be paid as per schedule-II of BOQ item for actual distance covered between manufacturing yard/shed to delivery location as directed/ decided by the Engineer but shall be limited to a maximum lead of 500 km for each trip i.e. any additional lead beyond 500 km for the trip will be borne by the tenderer.
  • Tendered items are to be exclusively procured from Railway Board approved plants only. 
  • The contractor shall work out the requirement of manpower and machineries coping with the scope of work to be completed within the targeted period and accordingly ensure deployment of those manpower and machineries and setting up of casting yard.
  • Railway/IRCON reserves the right to get the work executed in the best and most economical manner, and may add or may not operate any item(s) of work(s) as the Railway/IRCON may consider fit.
  • The contractor(s) is expected to use the latest technology and machinery and achieve the most efficient and best quality finished construction.
  • Payable items are provided in the Bill of Quantities (BOQ) and any other enabling / temporary works required to be carried out for the eventful completion of the proposed works, are deemed to have been included in the rates quoted for the payable items in the BOQ.
  • No claims of whatever nature shall be entertained for any item of enabling / temporary works and activities listed below including supply of necessary materials, tools and for the works.
  • No additional payment shall be made to the contractor on this account and the rate quoted by the contractor will be deemed to be inclusive of all. The contractor shall be responsible for safe custody of material and materials transported under BOQ item. Any Loss/damage/theft will be on account of the Contractor.
  • The contractor must submit a reconciliation statement of materials with Running on Account & Final Bill.
  • Schedule-1 & 2 items includes manufacturing, supply, loading, transportation and stacking at site as per railway norms of various sleepers mentioned under schedule-1, including all taxes, GST waybill, loading, unloading, transportation, including all testing, inspection of railway, RDSO, IRCON and thirty party.
  • Arranging inspection of concerned IRCON/Railway officials/nominated inspection agency/CRS as per latest circular/guideline/prevailing practices.
  • The Contractor will arrange site clearing, required Dismantling, left over utility shifting etc.
  • The bidders are advised to explore the accessibility of approach roads, and extent of lead, lift, loading and unloading involved in the item of work, etc. that may be encountered in the course of execution of work.
  • As the nature of work warrants ensuring the high level of dimensional precious accuracy along with high control, tenderers should make it a point to understand the work carefully and thoroughly before quoting the rates.
  • Any other work required for completion of the work under this contract as per direction of Engineer-in-charge. The details of works are indicated elsewhere in the tender documents/drawings.
  • The scope described here is only indicative in nature and shall be deemed as inclusive of all items to be executed for its completion as per Specifications and Drawings.
  • Rates including preparation of shop drawings, design calculation, freight charges, inspection charges, QAP, all testing including raw material testing and finished material testing at inhouse lab and NABL approved lab as per approved QAP and instruction of engineer in charge, arranging required inspection of RDSO/IRCON/ RAILWAY or 3rd any other party as per QAP approved by RDSO/IRCON/ RAILWAY as per RDSO drawing, RDSO Guidelines ,RDSO specification and other relevant code mentioned in RDSO specification.
  • Sleepers testing to be conducted as per Approved QAP,RDSO guidelines and relevant Railway codes.
  • Quoted rates including loading, unloading ,transportation, proper stacking at site, all testing charges in all stages and inspection charges. Scope includes getting prior approval from the concerned zonal Railway for sleeper manufacturing and getting permission by the bidder himself.
  • The Contractor shall organize, conduct & maintain required & proper quality control tests and records for day to day work on a regular basis.
  • The contractor shall ensure that the work is executed conforming to the approved design, drawings and specifications. The Engineers/Supervisors/staff to be deployed by the contractor shall work under the direction of the Engineer/Employer, They shall be bound to carry out all duties related with the work assigned by the Engineer or his representative. All facilities & equipment required for proper construction & quality control during execution of entire work such as testing equipment, laboratory facilities etc. shall be arranged by the contractor at his own cost.
  • Payable items are provided in the Bill of Quantities (BOQ) and any other enabling / temporary works required to be carried out for the eventful completion of the proposed railway line are deemed to have been included in the rates quoted for the payable items in the BOQ.
  • No claims of whatever nature shall be entertained for any item of enabling / temporary works including supply of necessary materials, tools & plants not specifically covered in this scope of work and in the bill of quantities.
  • It is expected that the contractor being selected based on the previous experience of executing the similar work/works is well acquainted with the extent of enabling/ temporary works required but not specifically indicated in the scope above and not covered for payment  in the bill of quantities.
  • The Contractor shall deploy experienced engineers, supervisors, other skilled technicians/ staff for execution of the contract. The list of staff to be submitted before execution of the work.
  • The successfully completed works shall be handed over to the concerned authority (WCR-Railway).
  • Wherever required, the contractor has to carry out and arrange required inspection of RDSO/IRCON/ RAILWAY/third party and required testing at Manufacturing unit, Authorized lab and site.
  • The contractor shall work out the requirement of manpower and machineries for loading and unloading for the BOQ material with the scope of work to be completed within the targeted period in addition to the list of manpower and machineries provided in the ITT and  accordingly ensure deployment of those manpower and machineries.
  • Work of Schedules should be done strictly as per RDSO Specification and drawing, Indian Railways Standard specifications: Volume-I & II book, duly corrected up to date, RDSO guidelines, relevant code mentioned in railway code & RDSO guidelines.
  • Scope includes arranging inspection of concerned IRCON/Railway officials/RDSO/THIRD PARTY for all stages of sleepers manufacturing. All stages of required inspection and testing charges are included in BOQ item rates.
  • The Contractor shall organize, conduct & maintain required proper quality control test and records for day to day work at firm & site on a regular basis. The contractor shall ensure that the work is executed conforming to the RDSO approved QAP, design, RDSO drawings or  any other specification approved by RDSO/RAILWAY/IRCON.
  • The Engineers/Supervisors/ staff to be deployed by the Contractor shall work under the direction of the Engineer/Employer. They shall be bound to carry out all duties related to the work assigned by the Engineer or his representative.
  • All facilities & equipment required for  proper manufacturing & quality control during supply of entire BOQ material such as testing, equipment, laboratory facilities etc. shall be arranged by the contractor at his own cost.
  • Payable items are provided in the Bill of Quantities (BOQ) and any other enabling / temporary works required to be carried out for the eventful completion of the proposed railway line are deemed to have been included in the rates quoted for the payable items in the BOQ.
  • No claims of whatever nature shall be entertained for any item of enabling / temporary works including supply of necessary materials, tools & plants not specifically covered in this scope of work and in the bill of quantities.
  • Safety bands, Ribbons and other gadgets for Construction site & workmen shall be maintained as per scheme approved by the engineer. Safety board’s duly written with desired LOGO & safety slogans shall be displayed for information of workers so that they do not enter restricted premises. The quoted rates are deemed to include the cost of all such bands, ribbons, gadgets etc. and nothing extra shall be paid for such items unless provision exists in BOQ.
  • The place of manufacture of the stores shall be at the Contractor’s Works as approved by RDSO. In the event of change in the place of manufacture with prior approval of the purchaser the new premises will have to be approved by RDSO.

Eligibility:

  • The bidder should possess the experience of having successfully completed or substantially completed similar works during the last 7-years (ending last day of the month previous to the one in which tenders are invited) which should be anyone of the following:
    • Three similar works each costing not less than the amount equal to 30% of the estimated cost, or
    • Two similar works each costing not less than the amount equal to 40% of the estimated cost, or
    • One similar work costing not less than the amount equal to 60% of the estimated cost.

Similar Nature of works means:

  • Manufacturing and /or supply of 25 Ton axle load BG PSC sleepers for Zonal railway work/Railway PSC.
