IRCON invites tender for supply and installation of Fire Detection and Fire Suppression System at Delhi-Ghaziabad-Meerut RRTS corridor of NCRTC

IRCON International Limited has invited an online e-Tender for Supply, installation, testing and commissioning of Fire Detection and Fire Suppression System at Delhi-Ghaziabad-Meerut RRTS corridor of NCRTC project (Package-19, Lot-1 & Lot-2).

Scope of Work:

  • The scope of work is to “Supply, installation, testing and commissioning of Fire Detection and Fire Suppression System for Delhi-Ghaziabad-Meerut RRTS corridor of NCRTC (Package – 19, Lot 1 & Lot-2)”. The work shall include but not limited to the following:
  • Supply of Fire Detection and Fire Suppression System as per required technical specifications and relevant IS/IEC.
  • Installation & Commissioning of Fire Detection and Fire Suppression System at site and integration with existing Fire Alarm System.
  • Training to authorised personnel of NCRTC & IRCON.

Bill of Materials:

  • Detailed Bill of Material (BOM) without mentioning rates shall be submitted with the Technical Bid.
  • Bidder shall also furnish the detailed technical specifications of the equipment offered with literature and catalogues other relevant documents with the Technical Bid for taking approval from NCRTC.

Climatic Conditions/Operating Environment:

  • Offer shall be submitted in full conformity with the technical specifications and operating environment conditions as approved by NCRTC.
  • All the material/ equipment shall be manufactured under full conformity to IEC/IS/Technical Specifications as per Tender Documents.
  • Successful bidder may be required to extend his support for supervision of erection, testing & commissioning of the supplied equipment.

Eligibility:

  • The contractor should possess the experience of having successfully completed similar works during the last7-years (ending last day of the month previous to the one in which tenders are invited) which should be anyone of the following:
    • Three similar completed works each costing not less than the amount equal to Rs. 29,77,094/-
    • Two similar completed works each costing not less than the amount equal to Rs. 39,69,459/-
    • One similar completed work costing not less than the amount equal to Rs. 64,50,371/-
  • Work shall be considered similar, if executed work consists of “Supply, Installation Testing and Commissioning of Fire Detection AND/OR Fire Suppression System”
  • The average annual financial turnover during the last 3-years should be not less than the amount equal to Rs. 29,77,094/-

About Delhi-Meerut RRTS Corridor:

  • The Delhi-Meerut RRTS corridor is approximately 82 km long corridor with 25 stations, which will cover the distance from Sarai Kale Khan in Delhi to Modipuram in Meerut in about 60 minutes (Currently, it takes around 3 hours to commute from Delhi to Meerut).
  • The total project completion cost of Delhi-Ghaziabad-Meerut RRTS corridor is about INR 30274 Crore. RRTS is a rail based high-speed transit system with a design speed of 180 kmph and an average speed of 100 kmph.
  • Once operational, it will be the fastest, most comfortable and safest mode of commuter transport in NCR.

Notes:

  • The financial turnover shall be judged from ITCC or Annual Reports including Profit and Loss Account. In case the financials of immediate prior Financial Year have not yet been audited till the time of submission of the tender, the bidder shall submit an Affidavit to this effect stating that “the Financial Results of the immediate prior Financial Year has actually not been audited so far”.
  • In such cases, the financials of preceding three audited financial years will be taken into consideration for evaluating the Annual Financial Turnover of the bidder. In the absence of such an Affidavit, the benefit of considering three preceding years would not be given and the bid would be evaluated considering turnover for two preceding years only.
  • The Contractor should have a positive net worth. This will be judged from the audited Balance Sheet of the last financial year ending on a date not prior to 18 months from the date of invitation of the tender, but not earlier than a year immediately prior to the Financial Year.
  • The contractor should submit performance certificates and Letter of Award in reference to S.No.1 (minimum 3 nos., 2 nos. or 1 no. as the case may be) above issued by Government Organizations/ Semi Government Organizations/ Public Sector Undertakings/ Autonomous bodies/ Municipal bodies/ Public Limited Company / Concessionaire Company/ Private Company/JV Company for having successfully completed similar works in the last 7 years. Certificates issued by such Concessionaire Company/ Private Company/JV Company must be supported by Tax Deducted at Source (TDS) Certificates (Form 16A/26AS) in evidence of the value of work executed.
  • The bidder shall sign the Affidavit as enclosed in Annexure-‘IV’ of “Instructions to Tenderers”.
  • Bidders should have experience in supplying the Fire Detection and Fire Suppression System in MRTS/RRTS.
