IRCON invites tender for supply, installation & commissioning of two Rail cum Road Vehicle for MAHSR project

IRCON International Limited has invited an online e-Tender for Supply, installation & commissioning of 2 nos. (two) of Rail cum Road vehicle (RRV) for MAHSR-T2 project.

Scope of Work:

  • The scope of work shall include but not limited to supply, delivery, installation, testing & commissioning of 02 nos. of Rail cum Road vehicle, RRV (for carrying container based Flash Butt Welding Machine on Standard Gauge Track with a system interchangeable to broad gauge) including packing, loading, transporting on CIF basis to Training Facility Center, MAHSR-T2 Project, Surat, Gujarat. All the equipment and accessories offered shall be complying with the technical specification enclosed at Section-VI.
  • The scope of supply also includes all the concomitant accessories/ equipment as detailed in specification and other concomitant accessories/ equipment, which the manufacturer considers essential to make the machine/ equipment fully operational.
  • The Bidder shall commission the machine/ equipment at the place of Delivery as per Delivery Schedule as well as the schedule for Commissioning.
  • The bidder or his agent will be required to inspect the consignment at the consignee’s premises before unpacking is done and carry out a Joint Check of the receipt of components to avoid subsequent complaints regarding short shipment or transit.
  • The bidder shall offer complete commissioning of Machine/ equipment on a turnkey basis. Responsibilities of Bidder in this regard shall be as per the following details:
  • The bidder shall quote for a machine in fully tooled up condition with sufficient quantity of tools for a period of two years covering normal consumption.
  • Contractor will ensure the presence of his representative for safe unloading of the machine/ equipment. IRCON shall not be liable for any damages. Contractor will intimate, atleast 15 (fifteen) days before the expected time of arrival of machine/ equipment at port for  information only.
  • All facilities required for the Installation & Commissioning such as manpower, material handling equipment like cranes, lifting arrangement etc., tools & tackles, welding or cutting machine, first fill of all lubricants/oils etc. shall also be the responsibility of the Bidder.
  • Any other resources/ facilities required as deemed necessary by Bidder (Supplier).
  • The Contractor shall depute his authorized experienced installation & commissioning team immediately after receipt of material at site at his own cost.
  • The Contractor shall also submit a priced quotation for machine specific consumables along with average consumption to enable IRCON to procure, if considered necessary.
  • The rates of all the critical / vital assemblies/ sub-assemblies like motor etc. shall also be furnished separately. IRCON reserves the right to purchase these items as it deems fit. However, non-procurement by IRCON shall not dilute the warranty

Training:

  • The contractor shall carry out training of 4 (four) persons (2 persons per set of RRVs) nominated by IRCON for a period of 2 weeks, on operation and maintenance of the machine/ equipment or any other aspect of works, to the extent specified by IRCON at project training site nominated by IRCON in INDIA.
  • The contractor shall provide qualified and experienced technical experts from the manufacturer, who will fully and adequately train operators at the project site for a period of 3 weeks.

  • The training in the operation and maintenance of the machine/equipment will include troubleshooting and repair of the machine and accessories. The boarding, lodging and travel expenses of the nominated person for training will be borne by IRCON.
  • The supplier will be responsible for coordinating the travel plans of trainees to ensure that the training of the machine is imparted at its assembly and testing stage. The supplier shall provide all facilities for the training.
  • The cost of onshore Training shall be deemed to be inclusive of rates quoted by the bidder  in the Bill of Quantities (BOQ). 

Eligibility:

  • Eligibility of the tenderer shall be assessed based on the “Financial Qualifying Criteria” and “Supply Qualifying Criteria” as given below:

Financial Qualifying Criteria:

  • The average annual financial turnover of the Bidder/tenderer should be more than Rs. 43.00 lacs during the last three years period ending 31.03.2022 Copy of audited Turnover Statement, Profit & Loss Account and Balance Sheet for the last three years must be furnished with the bid.
  • The financial turnover shall mean revenue from Operations of standalone Financial  Statements of the Bidder.
  • Revenue from Operations shall be judged from Audited Balance Sheet, Profit & Loss A/c, relevant Notes to A/cs and Statutory Auditor Report/ relevant abstracts of Annual Reports covering above documents and the same shall be certified by statutory auditor with UDIN where the accounts are audited. In other cases, the same may be certified by a Chartered Accountant with UDIN.
  • In case the financials of immediate prior Financial Year have not yet been audited till the time of submission of the tender, the bidder can submit an Affidavit to this effect stating that “the financial results of the immediate prior Financial Year has actually not been audited so far”.
  • In such cases, the financials of preceding three audited financial years will be taken into  consideration for evaluating the Annual Financial Turnover of the bidder. In the absence of such an Affidavit, the benefit of considering three preceding years would not be given and the bid would be evaluated considering turnover for two preceding years only.
  • Networth of the bidder should be at least Rs. 14.02 lacs. This will be judged from the audited Balance Sheet of the last financial year ending on a date not prior to 18 months from the date of invitation of the tender, but not earlier than an immediate Financial year.
  • The bidder whose annual financial turnover does not exceed Rs. 50 lacs should submit a copy of applicable ITR under Income Tax Rules which is generated from Income Tax portal and duly self-attested to judge their net worth and turnover.

Supply Qualifying criteria:

  • Similar machines sold in the last 5 (five) years should be at least 2 nos. of Rail cum Road Vehicle (RRV). Bidder shall obtain and furnish performance report/certificates from these purchasers of said similar machines out of which one such machine must be satisfactorily working at least for the last two years on the date of tendering.
  • Similar machine would mean supply of RRV for Standard Gauge or Broad gauge or for High Speed Rail track. Bidder shall obtain and furnish performance report/certificates from these purchasers of said similar works/machines out of which one such machine must be satisfactorily working at least for the last two years on the date of tendering. 
  • Bidder shall also obtain and furnish the performance report/ certificates and letter of award in reference to clause 3.2(a) from these purchasers for the same machine supplied issued by Government Organisation/ Semi Government Organisations/ Public Sector Undertakings/ Autonomous bodies/ Municipal bodies/ Public Limited company/ Concessionaire Company/ Private Company/ JV Company for having successfully completed similar works in the last 5 years. Certificates issued by such Public Limited Company / Concessionaire Company /Private Company/ JV Company must be supported by Tax Deducted at Source (TDS) Certificates (Form 16A/ 26AS) in evidence of the value of work executed.
  • In case of supply contracts, Copies of GSTR-1/GSTR 3B to be submitted by the bidder as a proof of payment received for supply. Before implementation of GST where no TDS is deducted, relevant copies of purchase order and invoices along with bill wise details of payment received duly certified by Chartered Accountant should be submitted by the bidder in support of value of work executed.
  • The Performance Certificate to be submitted by the bidder should not have been issued  more than 12 (twelve) months prior to the date of opening of tender.
  • It shall be mandatorily incumbent upon the tenderer to identify, state and submit the supporting documents duly self-attested by which they/he is qualifying the Qualifying Criteria mentioned in the Tender Document.

About MAHSR Project:

  • Mumbai-Ahmedabad High Speed Rail (MAHSR) Project is 508 Km long first High- Speed Rail (HSR) network planned to be constructed in India.
  • Out of 508Km, 352 Km lies in the State of Gujarat (348 Km) and Dadra & Nagar Haveli (4Km) and the balance 156 Km lies in the State of Maharashtra.
  • The Construction Work is in progress in both Gujarat and Dadra & Nagar Haveli where 98% and 100% land has been acquired respectively.
  • In Gujarat, High Speed Rail alignment passes through eight districts i.e. Valsad, Navsari, Surat, Bharuch, Vadodara, Anand, Kheda and Ahmedabad and work is in progress in all the eight districts.
  • In Maharashtra land acquisition done so far is 40%.
  • The project will entail an investment of 72,000 Crs in the state of Gujarat in both Land & construction.
  • So far an expenditure of 14,200 Crs has been done.
  • The project will generate direct & indirect employment of 60,000 in Gujarat state.
