About the project:
- Ministry of Railways (MOR) has decided to develop/redevelop certain identified railway stations across India through a special purpose company named as ‘Indian Railway Stations Development Corporation Limited’ (hereinafter referred to as “IRSDC” or “Authority” or “Licensor”) established under the Companies Act, 1956 with equity participation of Rail Land Development Authority (RLDA), Ircon International Limited (IRCON) & RITES.
- IRSDC has been approved as the nodal agency for the development/redevelopment of all railway stations across the Indian Railway network and also the main Project Development Agency. IRSDC is responsible for maintenance of entrusted railway stations and to undertake the said obligations it has appointed Facility Manager.
- Facility Manager is an established integrated facility management agency who is undertaking operations, maintenance, and repair at station along with collection of station revenues.
Scope of work:
- Authority aims to create a customer experience with overall look, facilities & amenities from the setting up, operation, maintenance & transfer of ‘Rail Arcade’. Authority invites bids from eligible entities (hereinafter referred to as “Bidders”) for “Setting-up, Operation, Management and Transfer of ‘‘Rail Arcade’’ at Chandigarh Railway Station for a period of 9 (nine) years” (“Project”) for a duration of the contract (“Contract Duration”) as mentioned in Information Sheet of NIT (hereinafter referred to as “Assignment”). The Authority has decided to carry out the bidding process for selection of an entity as the selected bidder (“Selected Bidder”). The selected bidder shall broadly undertake the following tasks, mentioned below which are detailed in Section-II of this tender document.
- Take over the identified space around the National Flag Hoisting area as shown in the site plan and shall undertake remodelling of the entire area for development of commercial, leisure & entertainment space for passengers and other customers (non-passengers) at Chandigarh Railway Station.
- To develop the ‘‘Rail Arcade’’ to be a small city centre inviting people of the city & travellers to engage, use the facilities & spend quality time.
- To develop food, refreshment and retail product outlets to create customer experience.
- To bring in reputed brands in the respective segments for the customers.
- Proper holding area for passengers/consumers should be provided in the zones and ensure that they do not spill on to the path of vehicular movement.
- Improve the adjoining area of the pathway, street for entry and exit of the station in the circulating area by providing aesthetically designed kerb and thermoplastic lane markers or other any other approved item for the full stretch from entry to exit points.
- Manage, operate and maintain the ‘‘Rail Arcade’’ on 24×7 basis or as approved by the authority.
- Transfer the ‘‘Rail Arcade’’ back to the Authority after completion of the contract.
- The Authority has adopted a single stage two step e-tendering process (the “Bidding Process”) for selection of the Licensee. The Bids comprising Technical Bid and Financial Bid shall be submitted online.
- The scope of tender is Setting-up, Operation, Management and Transfer of ‘‘Rail Arcade’’ at Chandigarh Railway Station for a period of 9 (nine) years is limited to the specified area as per details given in this Tender. The site plan, locations & approx. area (in sq. ft) for proposed ‘Rail Arcade’ is at Annexure-I and Annexure-II.
