IRSDC invites EOI for Empanelment of Service Providers for Various Services at Railway Stations

Indian Railway Stations Development Corporation Limited (IRSDC) has invited online applications from eligible applicants for the Project “Empanelment of Service Providers for Management of Various Services at Railway Stations”. The EOI is OPEN to all entities having relevant experience and interested in management of services at railway stations.

About the project:

  • Ministry of Railways (MOR) has decided to develop/redevelop certain identified railway stations across India through a special purpose company named as ‘Indian Railway Stations Development Corporation Limited’ (hereinafter referred to as “IRSDC” or “Authority”) established under the Companies Act, 1956 with equity participation of Rail Land Development Authority (RLDA) and Ircon International Limited (IRCON).
  • IRSDC has been approved as the nodal agency for the evelopment/redevelopment of all railway stations across Indian Railway network and also the main Project Development Agency. IRSDC is responsible for facility management of entrusted railway stations and to undertake the said obligations it has appointed Facility Manager.

Facility Management at Railway Stations:

IRSDC is presently managing facility management for five stations viz.,

  • Chandigarh
  • Anand Vihar Terminal
  • Pune
  • Secunderabad
  • Bengaluru City

and it has already appointed the Station Facility Managers for these stations. Facility Manager is an established integrated facility management agency who is undertaking operations, maintenance, and repair at station along with collection of station revenues. IRSDC may takeover other stations over Indian Railways.

Services:

In order to manage various services and maintain the public services at the aforementioned railway stations & other railway stations under IRSDC as decided by Authority on shorter term through temporary contracts, Authority intends to call for limited bids. Authority seeks Applications from the interested service providers and operators “Applicants” for Empanelment ”Project” through this Expression of Interest “EOI” for being pre-qualified and shortlisted applicants for various services.

  • Advertisement Services
  • Parking Services
  • Pest Control Services
  • Retail Services
  • Innovative Services
  • Housekeeping and Mechanical Electrical & Plumbing (MEP) Services
  • Pay & Use facility services
  • Cloak Room Services

Codes for Development on Railway Land:

Meanwhile, Redevelopment of Railway Stations is a priority agenda of the Government of India that will transform Railway Station Areas into a ‘Railopolis’ – a mini smart city with mixed-use development where one can live, work, play and ride thus attracting huge investment and business opportunities. These redeveloped stations will provide state-of-the-art amenities to the passengers and enhance their travel experience. 

  • In an endeavour to expedite the development in a mission mode, streamline the processes and improve the ease of doing business. Indian Railway Stations Development Corporation Ltd. (IRSDC), the nodal agency for station redevelopment in India, has developed a comprehensive set of handbooks, guidebooks and codes for station redevelopment, including commercial development on Railway land on principles of Transit Oriented Development (TOD)
  • While developing these codes, IRSDC has adopted the Form-Based Codes approach, as per the guidebook issued by the Ministry of Housing & Urban Affairs (MoHUA), Government of India.
  • These first-of-its-land codes have been prepared by IRSDC over a period of time after thorough research, feedback from stakeholders and studying global as well as national best practices. 
  • Implementation of these codes will offer multiple benefits such as standardization of planning, implementation and maintenance process, the ease-of-doing process for encouraging public-private partnership, flexibility in asset use for sustainable development. 
  • These codes have been developed with a holistic approach in convergence with other national schemes like Smart Cities/AMRUT, National Transit Oriented Development Policy, Green Building Norms and Affordable Housing.

These comprehensive set of Codes, Guidelines and Norms are to plan railway land area on principles of Transit Oriented Development. These codes are compiled as nine documents for ease of comprehension, yet these ensure an integrated application and response.
