Background

  • Ministry of Railways (MOR) as part of its policy of redevelopment of railway stations across the country has entrusted IRSDC as the nodal agency for the work of redevelopment of the railway stations with modern passenger amenities along with exploitation of commercial development on leasehold rights on the vacant railway land and air space at the railway stations. 
  • References to “Authority” in this RFP and the Bidding Documents shall be construed as references to IRSDC.

Scope of Work:

  • Addl. Studies & Statutory assurances/ approvals as required by EMP:
    • Updation of EMP Report for Redevelopment of Bijwasan Railway Station and its approval from the EnHM Directorate, Railway Board.
      • Site Visit and Initial Environmental Examination Report.
      • New set of environmental data generation for report as per MOEFCC Guidelines Issued to IRSDC.
      • Submission of Draft EIA/EMP Report including study and permission for ECBC and waste management, Solid waste management.
      • Submission of Final EIA/EMP Report to IRSDC.
  • Addl. Studies & Statutory assurances/ approvals as required by EMP:
    • Study and Assurance for Water Requirements from Delhi Jal Board
      • Hydrogeological study about the prevailing level and proposed groundwater abstraction, ground water quality will be submitted in the prescribed format.
      • Formal approval shall be taken from the CGWA for any ground water abstraction or dewatering.
      • Application submission, Site visits, liasoning, fol.
  • NOC / Assurance / Permission for Wastewater discharge from Delhi Jal Board.
  • NOC / Assurance for Electricity demand.
  • Tree Survey for the Station Development and Mixed-use Development Areas and Permission from the Forest Department for tree cutting.
    • All the required work to be done for Fresh application to the Forest Department by IRSDC/Northern Railway.
    • Mapping of Trees and Submission of Tree Cutting application in coordination with the Forest Department in accordance with the Delhi Preservation of Tree Rules, 1994, in prescribed manner and other requirements mentioned in the letter dated 
    • Obtaining of NOC from Forest Department.
  • Notes:
    • For broader clarity of the relevant items, the Scope of Work in the Annexure-I and Annexure-II of the Procedure order no. HQ-PL/33/2020-IRSDC/38 dt. 05.01.21 issued by IRSDC shall be referred to. Copy enclosed at Annexure-A.
    • All available reports showing the utility demand calculations, previous tree survey and applications (if any) will be shared by IRSDC. However, revisions/ modifications/ fresh applications in the calculations/diagrams/tables/etc. have to be carried out by the Consultant, if required by the respective authorities for granting NOC.
    • All required draft letters/formats/applications are to be prepared and duly checked by the Consultant. IRSDC shall forward the applications/formats to the respective Authorities.
    • The Broad Scope of Work is to obtain the approvals/NOCs. All applicable statutory fees are to be borne by IRSDC.
    • Drawings of trees shall be submitted in AutoCAD and .kmz/l format with list of trees in excel.
    • All available reports and supporting documents shall be provided by IRSDC. In case of deficiencies in any data, the same will have to be generated/ modified, if required.

    • Codes for Architectural Design within Commercial Development
    • Codes for Green Buildings within Commercial Development
  • Handbook for Preparation of Layout Regulating Plans and Property Development Cards
  • Codes for up-gradation of Heritage Railway Assets (For full project lifecycle).
