Kochi Metro Update: Tender invited for manufacturing, installation & operation of automatic electronic rail lubrication machine for Phase-1A

Kochi Metro Rail Limited (KMRL) has invited online bids (e-Tender) under two packet systems from eligible applicants for Design, manufacturing, supply, installation & operation of automatic electronic rail lubrication machine with applicator for R2C and Phase-1A section.

Objective:

  • The objective of this work is Design, Manufacturing, Supply, Installation & Operation of Automatic Electronic Rail Lubrication Machine with Applicator – 6 No’s for R2C and Phase-1A section between Thaikoodam (TKDM) and SN Junction (SNJN).
  • This document briefs about the work that shall be performed under this contract. The Contractor shall supply an automatic rail lubricating machine with application as per technical specification detailed below.

Scope of Work:

  • The contractor will execute the work i.e. KMRL/O&M/OSC/CTR/2023-24/01 “Design, Manufacturing, Supply, Installation & Operation of Automatic Electronic Rail Lubrication Machine with Applicator”.
  • The contractor shall prepare the work method statement, programme bar chart and submit for the approval of KMRL as per requirement.
  • The work is for Supply, Installation and Commissioning of Electronic Rail Lubrication machine for Gauge Face greasing with suitable progressive distributors for the application of grease and wheel sensor including supply of grease, consumables for 2 years.
  • The Works shall be done in accordance with Employer’s Requirements and the other requirements of the Contract.
  • The Works shall be executed to the highest standards available using proven up-to-date good Engineering practices.
  • The Specification shall in any case not specify standards which, in the Engineer’s opinion, are less than or inferior to those described in the Technical/Maintenance Specifications contained in the Tender Documents.
  • Lubricating system should be suitable for Standard Gauge, Ballast-less Track on Viaduct plinth type having derailment guards along both the rails.
  • Work shall be executed as per the instruction of the Engineer-in-charge.
  • The work shall be completed within 6 months from the date of issue of LOA/Work order.
  • Location for installing the system in viaduct will be between Thaikoodam to SN Junction as directed by Engineer-in-charge.
  • Provision of all necessary materials, labours, equipment, consumables, instruments and appliances in connection with all work as specified or as directed by Engineer-in-Charge or the representative of Engineer.
  • Clearing site after completion of work and handing over of all the works, as specified and directed by the Engineer in charge.
  • Damage caused to properties of KMRL if any, during execution of above work shall be rectified by the contractor at his cost failing which the cost of rectification shall be recovered at market cost of such items from the next R/A Bill / Final Bill of the work contract.
  • The work shall be carried out during power block at night from 12:00 hrs. to 04:00 hrs. In viaduct. Block night, time period of block will be decided by KMRL.
  • Progress of the work shall be in tune to which KMRL requirement and the agency may have to expedite the progress as per the target fixed by KMRL from time to time.
  • The work shall be carried out with all safety precautions. All safety measures shall be taken before entering the metro premises. The contractor shall ensure all his workers shall have Personal Protective Equipment (PPEs) at his cost (not to be charged to the worker. The rate quoted shall be inclusive of the cost of safety provisions.
  • Providing temporary lighting wherever required for carrying out the work at night is under Contractors scope.
  • Necessary insurance to be taken by the bidder for execution of the work.

Detailed Technical Specification for Automatic Electronic Rail Lubrication Machine with Applicator:

  • System Should Be Able To Work Under Following Service Conditions:
    • Rail temperature = (-) 10°C to (+) 70˚C
    • Ambient temperature = 20˚C to 50˚C
    • Humidity = 40-100%
    • Atmospheric condition = Very dusty
  • Kochi metro rail network, the electrified traction consists of 750 V DC third rail with residual return current passing through both of the rails of the track.
  • The lubricator system should be able to work in the above stated electric traction and signalling system and its induction effect.
  • The lubricator system should be such that it does not affect the existing signalling system on track.
  • Suppliers should be OEM or Approved by OEM only.
  • Lubrication system shall be equipped with Pressure Gauge, Pressure Relief /Safety Valve, Grease filter for smooth operation and monitoring.
  • Lubrication system shall be No Lubricant wastage – Lubricant is dispensed evenly using a pump to port metering valve that ensures equal volume to port and will result in no wastage and is more efficient.
  • The firm should offer proven technology with lubrication and lubricant supplied by them and working satisfactorily in any reputed Metro Railway/Railway system of the world of similar environment prevailing in India.
  • Certificate in this regard from relevant Metro Railway/Railway system shall be furnished.

Lubricant:

  • A lubricant Garonex R250 or equivalent grade shall be used which is compatible with the greasing system already available in Kochi Metro Rail network.
  • Its lubricity should be such that it should provide a friction value of 0.25µ or below.
  • The carry down effect should be a minimum of 1.0 kms.
  • Carry down effect is the distance from the location of lubricators, fixed in the traffic direction of rail traffic up to which lubricant should be carried by wheel flange effectively to reduce the rail wear and to fulfill all the performance requirements mentioned in these specifications.
  • The lubricant should be non-inflammable, non-toxic and non-health hazard. It should not give an adverse effect on rolling stock components and track components i.e. rails, fastenings, etc.
  • Lubricants should be resistant to both water and high temperatures. It should not get washed away in rain/ moist conditions and also should not get softened or rundown during high temperatures prevailing in Kochi.
  • The supplier will give detailed specifications of lubricant to comply with the above requirement and scrutiny of the offer.
  • The supplier will also furnish the average consumption rate of lubricant per actuating wheel for all types of lubricant suitable for the equipment being offered and their unit rates so that overall functional implication of the lubrication system offered by the tenderer can be arrived at by the tender committee.
  • Performance certificate for satisfactory service of the lubricant for the various functional requirements as stated above in a similar environment as prevailing in India must be produced by the tenderer along with his offer.
  • Such performance certificates should be issued by relevant railways users.
  • Supply of grease for the entire DLP period of 2 years under the scope of the vendor.

Eligibility:

Work Experience:

  • The tenderers will be qualified only if they have successfully completed work(s) during the last 7 years ending on the last day of the month previous to the month of tender submission in any Central Govt./state Govt./PSU’s/KMRL or any private Limited company of repute as given below:
    • At least one “similar work” of value Rs 14.33 lakhs or more, or
    • Two “similar works” each of value Rs 8.96 lakhs or more, or
    • Three “similar works” each of value Rs 7.16 lakhs or more
  • Similar work for this contract shall be “Design, Manufacturing, Supply, Installation & Operation of Automatic Electronic Rail Lubrication Machine with Applicator.

Notes:

  • The tenderer shall upload details of work executed by them in the prescribed format as per Appendix-15 of Form of Tender for the works to be considered for qualification of work experience criteria.
  • Documentary proof such as completion certificates from the client clearly indicating the nature/scope of work, actual completion cost and actual date of completion for such work should be uploaded.
  • In case work is executed for a private client, documentary proof such as copy of work order, CA certified invoice and details of payment received against the bills should be uploaded. The offers submitted without this documentary proof shall not be evaluated.
  • For completed works, value of work done shall be updated to the last day of the previous month of tender submission price level assuming 5% inflation for Indian Rupees every year and 2% for foreign currency portions per year.
  • The exchange rate of foreign currency shall be applicable 28 days before the submission date of tender.
