Kochi Metro Update: Tender invited for Phase-2 corridor from General Consultant from JLN stadium to Infopark for Phase-2

Kochi Metro Rail Limited (KMRL) has invited online bids (e-Tender) under two packet systems from eligible applicants for General Consultant (GC) for Phase-2 corridor from JLN stadium to Infopark via Kakkanad of Kochi Metro Rail project.

Background:

  • Kochi Metro Rail Limited (KMRL) is a Special Purpose Vehicle (SPV) formed for the implementation of Kochi Metro Rail Project. KMRL is a joint venture company with equal equity contribution of Government of India and Government of Kerala.
  • The Phase I of Kochi Metro Rail Project extends from Aluva to Petta over a length of 25.16 km with 22 stations; and the Phase I Extension of Kochi Metro Rail Project extends from Petta to Thripunithura over a length of 3 km with 3 stations.
  • KMRL has received the approval for implementing the Phase II, which comprises a 11.2 km extension of the existing metro line (elevated) from Jawaharlal Nehru International Stadium to lnfopark via Kakkanad.
  • There will be 11 stations on the line – Palarivattom Junction, Palarivattom Bypass, Chembumukku, Vazhakkala, Padamughal, Kakkanad Junction, Kochi SEZ, Chittethukara, KINFRA, infoPark I and infoPark II (Terminal Station).
  • Kochi Metro Rail Ltd invites bids from sole bidder/ Joint Venture (JV) / consortium, qualifying the eligibility criteria and securing 80 marks or more in technical score. Bidders shall have experience and capability to execute the scope of work detailed in the bid Document.

Scope of Work:

  • The Consultant is to ensure that the services, to be carried out shall include, inter alia but not limited to the following.

Validation Studies:

  • On commencement of the services, the GC shall immediately undertake validation the following validation studies:
  • Review of project DPR and other available reports. GC shall look into the project costing and update the project costing as per current market rates and submit a detailed report to KMRL. GC shall also recommend measures to reduce the construction cost and time. A detailed study / parametric analysis of similar methods adopted in other metros for such cost and time optimisation shall also be submitted.
  • Review and fine-tuning of the proposed Phase II corridor alignment prepared by KMRL. This shall include the detailed examination of the viaduct horizontal/vertical profiles, station locations, track parameters, etc. and recommendation of modifications if any for cost optimisation.
  • Review and validation of the geotechnical investigation report, which shall include the detailed examination of the bore hole reports, lab test results and foundation recommendations.
  • Review and validation of the Design Basis Reports submitted by DDC / D&B contractor / any agency engaged by KMRL.
  • GC shall study and analyse the existing system of train operation in the Phase I corridor of Kochi Metro Rail Project, and recommend a train operation plan for the proposed Phase II corridor, which shall take into consideration the integration of both these corridors.
  • The outcome of the above mentioned validation studies shall be submitted by the GC as validation study reports as per the deliverables mentioned.

Role of GC:

  • KMRL will be the “Engineer” and “Employer” for this project. GC shall be the ‘Engineer’s Representative’ as stipulated in the contract documents for all contracts. The GC will obtain KMRL’s approval on all matters as stipulated in the scope of services.
  • Any subsequent changes to the project details will also be put up to KMRL along with time and cost-implication, for its approval. All technical, financial and contract management powers will be exercised by Kochi Metro Rail Ltd (KMRL). GC will supervise and execute the project on behalf of the KMRL and will implement the project within the approvals obtained from KMRL.
  • GC will scrutinise the designs, drawings, engineering and technical proposals submitted by the detailed design consultants and contractors and ensure adherence to the relevant standards/ codes of practice etc.
  • GC may suggest corrections / changes if any required to achieve the desired standards of work and submit them to KMRL with the recommendations for formal approval. GC will be solely responsible for conformity and adherence to standards/ codes of practice etc.
  • GC will ensure appropriate construction planning / scheduling of activities by the contractor and other consultants to ensure timely completion of the work and as per the relevant standards / codes of practices etc.
  • GC will ensure execution of work at site as per the relevant drawings and as per the relevant standards, codes of practices etc. GC will promptly attend to RFI’s, certify the executed works and invoices raised by the consultants and contractors.
  • GC shall be responsible for overall project management of Phase II with respect to the following:
  • Construction (from the design stage to commissioning, including the property development area wherever available)
    • Proof Checking of designs
    • Supervision of works
    • System Integration
    • Interface Management
  • Testing, Commissioning and Handing over to KMRL of the Phase- II Corridor from JLN Stadium to Infopark via Kakkanad of Kochi Metro Rail Project including.
  • Civil structures (including viaduct, station buildings, main-station boxes, entry-exit structures and Special Spans).
    • Plumbing
    • E&M works
    • Track works
    • Lifts & Escalators
    • Signalling
    • Telecommunication
    • Power Traction
    • AFC & Related Matters
    • Air Conditioning & Ventilation
    • Renewable Energy Systems (Solar) etc.
    • Signages, Theming and Way Findings
    • Non-Motorise Transport and Junction Improvement Works
    • Cyber Security Management
    • Any other related work in the interest of the project

Scope of Service:

  • Design Management: Coordination among Design & Build contractors, other design agencies engaged by civil/ system Contractors and KMRL for timely availability of GFC drawings etc.
  • Proof Checking: Review and approval of all designs and their calculation.
  • Document Control: Develop and Implement Electronic Document Management system for document control, filing and storing.
  • Project Planning: Integration of all program components / sub projects prepared by contractors and shall monitor and oversee that construction programs prepared are compatible with the approved project Master Program.
  • Interface Management: Coordination with various internal and External stakeholders involved in the project.
  • Construction Management: Responsible for complete supervision, administration and management of the construction/ installation contracts and coordination among contracting agencies, KMRL and Government agencies, local authorities etc. Consultant shall establish a digital system for monitoring the progress of the work.
  • Through the digital system, the progress of the work shall be updated regularly. Report and dashboards shall be made available to KMRL management regularly.
  • Quality Assurance / Quality Control: Establish & implement a system of quality assurance/ control to ensure that construction works are carried out in accordance with the specification and quality assurance/ control procedures.
  • Health and Safety Management: Adhere to Program-wise strategic health and safety plan, as well as requirements for project-specific plans, to enable the standardization of health and safety practices and results across the Project.
  • Contract Administration (civil, architectural & system contracts): Monitor the progress of contractors and vendors work contracts, measure performance against the Project Schedule and Project Budget, manage change orders, provide advice on site organizational and execution problems, advice on claims management, timely correspondence with contractors and provide regular reports to the KMRL.
  • Deployment of personnel: The manpower resource requirements as per the Section VIII of RFP (in the role of Engineers and Technical staff) will be provided by GC as per the requirements of the project from time to time in consultation with KMRL, so as to complete the project in time.
  • Tender document preparation and evaluation: Contract and procurement expert shall prepare tender document as per the requirement of KMRL and prepare tender evaluation report.
  • GC shall provide detailed consultancy services for the Renewable Energy (RE) system.
  • Final Acceptance Standards and Handover: Establish the plan for commissioning procedures and monitor commissioning process. Coordinate for final inspection, snagging, supervision of testing and commissioning of various systems and assisting KMRL in taking over of various parts of works and of various systems.
  • Defect rectification before handing over: All the defects and snag/punch lists identified should be rectified through the contractor, complete in all respects before handing over.
  • GC shall establish a review mechanism to ensure that system contractors take adequate steps for complying with the cyber security guidelines issued by the government (as per IT ACT 2000 with latest amendments and rules) so as to ensure cyber security to the operational/ communication functions.

Eligibility:

  • Joint Venture (JV)/Consortium is permitted for this Contract.

Financial Capabilities:

  • Minimum liquidity for the last audited financial year > INR 1.48 Cr.
  • Profitability: PBT shall be positive in any 2 years of the last 5 Financial Years.
  • Minimum net worth for the last audited financial year > INR 2.08 Cr.
  • Minimum average annual turnover from consultancy work shall be of INR 62.30 crores for the last five (05) financial years ending in March 2022.

Specific Construction & Contract Management Experience:

  • The tenderers will be qualified only if they have successfully completed Project Management Consultancy (PMC)/ General Consultancy (GC) Contract(s) of values as given below, during last 10 years ending March 2023:
    • At least one “similar work” of value INR 24.92 crores or more, or
    • At least two “similar works” each of value INR 15.58 crores or more, or
    • At least three “similar works” each of value INR 12.46 crores or more
  • Similar works means, Project Management Consultancy (PMC)/General Consultancy (GC) works pertaining to Civil & System works of Elevated or Elevated + underground Metro Rail based Urban Mass Rapid Transit System /Railway system, involving the work of Project Management and Supervision including Contract Management, Design Checking, Construction Management, Inspection, Safety and Quality, Testing and Commissioning during last 10 years ending in March 2023.
