Source of Funds:

• The Purchaser has applied received financing (hereinafter called “Funds”) from the European Investment Bank – EIB (hereinafter called “Funding Agency”) towards the part cost of the Bhopal Metro Rail Project and intends to apply a portion of the proceeds of the loans for payments under this Contract. Disbursement of the loans will be subject, in all respects, to the terms and conditions of the Loan Agreements, including the disbursement procedures and the applicable guidelines of EIB.
• The Purchaser intends to apply a portion of, equity and/or financing from other funding agencies (domestic, bilateral and/or multilateral), to eligible payments (for the Indore Metro Rail Project) under the contract(s) for which this Tender Document is issued.

• Acceptable Delivery allowances are:

• No deviation in the Supply Lot No.2.1.3 of the delivery schedule is acceptable. However, deviation in the delivery schedule may be accepted in an intermediate Supply Lots of delivery subject to it is being made up to the immediate next date of Supply Lot.

Note:

Technical specification:

• The rails shall be manufactured tested and supplied in accordance with IRS-T- 12-2009 – 880 grade (Class “A”). A certificate from agencies like RDSO or its equivalent must be submitted along with the bid to verify that manufacturing and testing facilities available with the bidder are in accordance with IRS – T-12-2009.
• The section of the rails shall be UIC 60 (60 E1), 60 kg/m (profile UIC 861–3)
• The rails shall be class ‘A’ rails as per IRS-T-12-2009 classification.
• The length of the rails shall be 13m long
• The rails shall be with ends un-drilled.
• All rails shall be rolled from the raw materials, and shall not be manufactured from the larger rail sections, defective rails or other downgraded steel products.
• All the qualifying criteria tests mentioned in clause 13 of IRS-T-12-2009 shall be conducted once for the supply under this contract.
• For the fatigue test (qualifying criteria test), each sample should endure 10 million cycles at a strain of 0.00135
• The 880 grade rails supplied under the contract shall be suitable of being welded by short pre-heat process of alumino-thermic welding technique as specified in Indian Railway Specification IRS-T-19 (latest version) for Fusion welding of rails by Alumino-Thermic process duly following the provisions of Indian Railway Manual for Alumino-Thermic welding.
• Testing and inspection of rails shall be in accordance with Testing and Inspection plan approved by Purchaser.
