MRIDC invites bids for Construction of Road Over Bridges (ROBs) at 4 Locations

Maharashtra Rail Infrastructure Development Corporation Limited (MRIDC) has invited e-bids in two packet system from eligible tenderers for “Construction of Road Over Bridges (ROBs) at 4 Locations i.e. Level Crossing No. 30/C at Railway KM ES124/51-125/1 between Khandala-Lonavala Stations on Kalyan-Lonavala Section of Mumbai Division, Level Crossing No. 57 at Railway KM 143/1-2 between Nidi-Roha Stations on Nagothane-Roha Section of Central Railway, Level Crossing No-80 km 728/6-8 Pulgaon Junction Yard Section on Wardha-BadneraSection of Nagpur Division and Level Crossing No-111-Km 808/24-26 on Butibori-Umred on Wardha Nagpur Section in lieu of LC Gates in Maharashtra area.”

  • Completion period: 300 days

  • End Date: 07.09.2021

Technical Eligibility Criteria: 

The Bidder must have successfully completed / physically completed / substantially completed any of the following during last 07 (seven) years, ending last day of month, previous to the month in which tender is invited:

  • Three similar works each costing not less than the amount equal to 20% of advertised value of the tender, 

or

  • Two similar works each costing not less than the amount equal to 25% of advertised value of the tender, 

or

  • One  similar  work  costing  not  less  than  the  amount  equal  to  40%  of advertised value of the tender. 
  • In case of JV, either the JV firm or lead member of the JV firm must satisfy the Technical Eligibility Criteria defined above and each other partner of JV (excluding lead partner) shall have minimum 5 years of experience in the similar work, from the last day of month, previous to the month in which tender is invited.

Note:

  • The Contractor has to submit certificate duly verified by Client whether the work is successfully completed or physically completed or substantially completed and in case of substantially completed work, the issued certificate from client should clearly indicate the percentage completion of work with respect to the latest contract value.
  • For successfully completed or physically completed works, value of work done shall be updated up to the end of previous month in which tender is invited from the month in which the work has been completed, in case of successfully completed work or from the month in which the work has been physically completed, in case of physically completed work, assuming 5% inflation for Indian Rupees every year.
  • In case of substantially completed work, no updating of the value of work completed, as given in the clause above, shall be applicable. 
  • The successfully completed /physically completed / substantially completed work experience certificate issued from Govt. / Semi Govt. / PSU only will be considered for evaluation.

Eligibility criteria for ROB Construction in MRIDC:

  • MRIDC is aiming to construct a large number of ROB’s simultaneously to complete them on a fast track basis. MRIDC is executing large number of ROB’s spread in different location in Maharashtra State. 
  • As every ROB site is unique and hence required individual supervision for adequate quality and completion of work on time. Therefore, awarding multiple ROB work to an agency/firm in a single entity or in JV is not desirable for fasttrack implementation of projects.
    In the light of this, following additional eligibility criteria is to be fulfilled by the bidder for being eligible for opening of financial bid.
  • Upper limit of award of contract by MRIDC to any Firm/Agency i.e. Joint Venture /constituent member of JV/ Partnership Firm/ Public Limited Company/Private Limited Company / Sole proprietorship firm as single entity or in a JV is 12 ROB’s work under one or more than one contracts. 
  • The Bidder/s must have Available/Balance ROB capacity equal to or more than the total number of ROB’s in the present tender. The Available ROB Capacity shall be calculated as under: 
    • Available/Balance ROB Capacity = 12  R
    • R = Maximum number of ROB’s in hand of the bidders, awarded for construction by MRIDC.
    • Even though the bidders meet the qualifying criteria mentioned in para 8.1 to 8.3 above, they shall be disqualified if they are not fulfilling the ROB capacity criteria i.e. the available MRIDC ROB capacity of bidder is less than the total number of ROB’s in the present tender.
