MRIDC invites EoI for construction of Tunnels for Pune-Nashik Semi-High Speed Rail project

Maharashtra Rail Infrastructure Development Corporation Limited (MRIDC) has invited Expression of Interest (EoI) for empanelment of civil contractors for the work “Construction of Tunnels and other ancillary works in connection with Broad Gauge Railway Line Project between Pune and Nashik and any other project taken up by MRIDC”.

Purpose of Inviting EoI:

The purpose of inviting this EoI is to Empanel/Register Companies / Firms / Agencies as Civil Contractors for the workConstruction of Tunnels and other ancillary works in connection with Broad Gauge Railway Line Project between Pune and Nashik and any other project taken up by MRIDC”.

MRIDC is planning to construct two types of Railway Corridor, as detailed below:

  • Type-I: In accordance with Indian Railways Standard Specifications, Guidelines &  Design parameters.
    • Rail Corridor, where Freight trains having axle load of 25 MT will run at maximum speed of 110Kmph and IR Passenger trains with axle load of 17 MT will run at a maximum speed of 160Kmph.
  • Type-II : In accordance with modified / revised Specifications, Guidelines & Designs provided by MRIDC for High Speed / Semi High Speed trains.
    • Rail Corridor, where Freight trains having axle load of 25T will run at maximum speed of 110Kmph and IR Passenger trains with axle load of 17T will run at a maximum speed of 160Kmph.
    • In addition to the above, MRIDC has planned to run a Broad gauge semi-highspeed EMU (Electric multiple unit) at a speed of 200Kmph initially, to be increased to 250 Kmph.

Brief Description of Envisaged Scope of work:

The work for aforesaid job shall be carried out as per approved drawings,specification methodology & instructions of MRIDC or his authorized representative. The scope of work shall include but not limited to following: 

  • Site clearance such as cleaning of vegetation, shrubs, brushwood, etc. including disposal of the same at a designated location decided by MRIDC.
  • Setting out of the tunnel shall be done strictly in accordance with IS: 5878 (Part I) – 1971 including up to date amendments if any. Suitable permanent benchmarks shall be established near the portals and adits of tunnels and shafts etc. as applicable based on the final design of Tunnel. The contractor shall at all times remain responsible for the sufficiency and accuracy of all such benchmarks, central line pegs and reference points as well as true alignment of the Tunnels. 
  • Earthwork in open excavation in all kinds of soils and rock, including rock requiring blasting, crow bars, etc. at portals and to make berms, surface drains and the like, diversion of natural stream, nallah & the like and disposal of the excavated material to dumping site etc. 
  • Earthwork in filling above the Cut & Cover portion; if any; using collected earth spoils from cutting, laid in 200/300 mm layer and compacted as per RDSO specification/modified specifications provided by MRIDC and to bring it to required profile as per drawings and specification.
  • Excavation for tunnel (Main tunnel, Escape tunnel, Access tunnel, Cross-passage,
  • Niches, Caves, Shaft, Enlargement, Turning area and all part of tunnels) including temporary provision at the portal for the start of tunnel excavation like canopy structure (false portal) etc., trolley refuge, niches, junction, lay by, MVS niches, maintenance niches, with drilling, blasting by NONEL or other means of excavation. 

Providing and installing all required support systems for tunnel excavation: 

  • Supply, drilling and installation of rock bolts, Self-drilling bolts, Shear Dowel, etc. of the specified length, as per approved drawings & specifications.
  • Supply, fabrication and erection of lattice girders, steel ribs or wale beams, etc. and other steel supports including all accessories; as per the project requirements; including all lead, lift, wastage, storing, drilling holes, fixing in phases etc. and installation of accessories for joining the segments for primary lining, Inner lining and remaining or reprofiling work as per approved workshop drawings & specifications. 

Providing and installing all required Lining of Tunnel:

  • Supply and laying Shotcrete of various thickness with designed mix cement concrete as per specifications and drawings.
  • Inner lining, wherever required, using Cement Concrete of required grade for main tunnel, escape tunnel, access tunnel, cross passages, junction & niches with Movable Shutter with hydraulic moving and adjustment facilities (walls & Roof).
  • Inner lining, wherever required, using Cement Concrete of required grade for main tunnel, escape tunnel, access tunnel, cross passages, junction & niches (Footings & Invert). 
  • Drainage, waterproofing and other miscellaneous works.
  • Slope stabilization and slope protection. This also includes temporary slope stabilization and slope protection for safe execution of the work.
  • Drilling & grouting as required.
  • Construction of side drains, cable conduits, sump and man refuge inside the proposed tunnel. 
  • Dewatering using suitable method and channelizing the natural water sources as per requirement. Drainage of all tunnels, shafts etc., excavated areas should be preferably gravity flow. Pumps may also be used if required.
  • All safety arrangements as per relevant BIS, IRC and IRS codes of practice, including safety of workmen and adjoining structures.
  • Providing and maintaining temporary site offices including furnishing items for use of MRIDC as per approved drawings. 
  • The scope also includes all permanent and temporary works, which are necessary for the efficient execution and completion of work.
  • The whole of the tunnel should be properly ventilated either by artificial means and/or by natural draft so as to result in reasonable dust free conditions and fresh air during the period of work inside the tunnel. Providing adequate arrangements as per extant of standards for the proper ventilations of the tunnel, based on the size of the tunnel, number of men working and the type of equipment utilized. 
  • Providing, installing and maintaining communication facilities in good working order at all times during the period of the work at or near the working face of the tunnel, shaft etc., and other points so as to afford prompt communications over such telephone, as may be necessary for safe and efficient execution of the work.
  • Providing, installing and maintaining Proper lighting arrangement at all times during the period of the work at or near the working face of the tunnel, shaft etc., and other points including the areas outside of the tunnel where plant and machinery are operated. Scope also includes making necessary arrangement for electric power either by generation or from any nearby power grid as suitable.
  • Maintaining close liaison and get approval wherever required with Railway Authorities, State Govt. authorities, Local bodies, Traffic police etc.
  • Providing & Installing of instruments during Portal and tunnel construction and Monitoring the same as per Codal provision / International Guidelines.
  • Any other item of works as may be required for completing the scope of works including all incidental works in all respects connected with construction of tunnel. 

Tunnel Maintenance:

The scope also includes maintaining the completed tunnel works throughout the construction and defect liability period. As part of this maintenance, remedial work shall be carried out when repairs are required to the structural or other systems or when grouting is required to stop water inflow. 

  • The scope also includes monitoring of the tunnel support systems and recording any damage to the support systems. If necessary, immediate remedial action to be taken to avoid any mishap.
  • The scope also includes regular maintenance of the tunnel works, including but not limited to light bulb replacement, cleaning, water removal, water pipe maintenance, ventilation system maintenance, and cable maintenance. Maintenance shall include all repair work required to maintain all equipment in working order.
  • The scope of work to be executed by the Empanelled Agencies through the Competitive Bidding involves Construction of approximate 18 Nos. tunnels having total length of approximately 21.68 Km in Pune-Nashik Rail Line Project. The scope of tunnel work for any other project to be taken up by MRIDC will be notified at later stage.
