MRVC invites tender for OHE modification and removal of infringement on Mumbai suburban section over Western Railway at Mira Road & Kandivali stations

Mumbai Railway Vikas Corporation Ltd. (MRVC), under Ministry of Railways (MOR), invites E- bids for Work of OHE modification and removal of infringement in connection with station improvement of stations on Mumbai suburban section over Western Railway at Mira Road & Kandivali stations (In connection with station improvement work on Western Railway).

General:

  • The broad scope of work consists of Design, Supply, Erection, Modification, Testing & Commissioning of OHE to facilitate construction of FOBs / Decks at various stations over the suburban section of Mumbai Division.
  • This involves re-design of OHE profile or re-spanning of existing OHE as per site requirement to achieve the prescribed clearances notified for 25 KV AC traction. Lowering of spans to be carried out in such a manner, so as to achieve the gradient 3-5 mm/metre and the required clearances.
  • The proposed work also involves linking up / taking off with the existing lines at many places. The existing sectioning diagram (Which shall not be altered) & the Layout diagrams & other details, which were available with Railways will be made available to contractors by MRVC.
  • The bracket shall be of hybrid type for existing OHE similar to arrangement used in A.C. traction of OHE during conversion from D.C to A.C in Mumbai suburban sections.
  • The brackets will be used to suspend the 125/242 Sq mm Catenary & 193/150 Sq mm contact wire. The insulation will be of 25 kV AC traction and the OHE shall be regulated for new lines and unregulated for existing lines.

Source of Fund:

  • The Borrower or Recipient (hereinafter called “Borrower”) specified in the BDS has received or has applied for financing (hereinafter called “funds”) from the Asian Infrastructure Investment Bank (AIIB) (hereinafter called “the Bank”) in an amount specified in the BDS, toward the project named in the BDS.
  • The Borrower intends to apply a portion of the funds to eligible payments under the contract(s) for which this bidding document is issued.

Scope of Work:

  • The contractor has to examine the GAD of FOBs / Decks & the existing OHE layout plan, survey the site and prepare required layout plans for OHE after re-spanning & re-profiling to construct FOBs / Deck as per site requirement.
  • Modification if any required shall be with the consent of the Client’s Engineer in charge of work and submit all working drawings such as “Good for construction LOP, cross section drawings, structure erection drawings Bonding Plans for installation of OHE and profile drawings under over line structures.
  • The scope also includes supply of all materials required including 125/242sq mm catenary, 193/150sq mm contact wire, erection of complete OHE including casting of foundations, erection & grouting of Mast/Portal on platforms / ground, including muffing testing and commissioning of OHE installations ete. as per BOQ on the identified tracks at various stations where station improvement work is proposed and also modification to the existing OHE.
  • The installation provided under this contract shall be maintained by the contractor during the defect liability period of 12 months. The contractor shall also attend to any breakdown of the installations besides attending to the defects and damages during this period, including the construction period. There shall be no damage to the existing Railway property.

Climatic Conditions:

  • Minimum temperature to be considered is 5 deg. C
  • Maximum temperature to be considered is 65 deg. C
  • Mean temperature to be considered is 35deg.C
  • Rain occurs generally from June till September. The average rainfall during the monsoon is approximately 200 cm annually.
  • The maximum relative humidity is nearly 100%.
  • The region is subject to heavy thunderstorms during the monsoon.
  • The area falls in the yellow wind pressure zone (IS-875).
  • Accordingly the basic wind pressure 112.5 kg/sq.m in terms of IS-875 amendment – I is to be adopted for the design of the OHE
  • This section contains general, technical and other specifications for design and erection of complete traction overhead equipment, foundations, structures, OHE.This part also gives reference to technical specifications of materials and components, procedure for submission of designs and drawings of basic arrangements, components and fittings designs and other typical designs relating to overhead equipment.
  • All the works of OHE shall conform to the Specifications and Standards laid down by RDSO / Lucknow, CORE Allahabad and CEE/Western / Central Railways. A list of the standard drawings is included in Annexure – I. This section also deals with technical and other specifications for infringement removal.
  • System Particulars: The nominal voltage of the overhead equipment is 25 kV AC. Components to be provided shall have insulation of 25 kV AC design.
  • Rolling Stock: 12/15 coach 25 kV AC EMU trains will run on these sections.
  • Power Supply: Substations Electric power is supplied at 25 KV AC 50 Hz. single phase.

Track:

  • Gauge and Track Centers: The track gauge is 1676 mm (5’–6’). In multiple track zones, the normal distance between track centres is minimum 4720 mm (15’ – 6”).
  • Displacement: The general design of overhead equipment shall permit a displacement of ± 100 mm of tracks without difficulty and any adjustment of the overhead equipment on this account shall be of such a nature as could be done conveniently without changing any component of the overhead equipment.

Overhead Equipment (OHE):

  • The traction overhead equipment shall consist of a catenary wire from which a grooved contact wire is suitably suspended by means of droppers.
  • The Catenary wire shall be of stranded construction made of hard drawn copper conductor of  size 37/2.92 mm (2.248 kg/m), 242 sq mm area to specification No. IRS-E-20-54 latest and specification No. D-89 and hard drawn stranded copper conductor of size 19/2.95 mm  (1.1666 kg/m) 125 sq mm conforming to IRS specification No. E-20-54 latest.
  • The contact  wire shall be solid, grooved and made of hard drawn copper of size having 193 sq mm cross section confirming to Spec No. ETI/OHE/76(6/97) with A & C Slip No. 1,3,4 5,6 & 7 or its latest version.
  • Droppers shall be made of hard drawn round copper wire, approximately 5/7 mm dia. The dropper shall be as per latest approved Drawing with nut and bolt of Hard drawn electrolytic copper instead of stainless steel. The dropper clip for Catenary wire should be suitable for 65 /242 sq mm catenary as per site requirements. Droppers shall be spaced not more than 5.5 / 7.0 m apart.
  • As a general rule, the nominal “encumbrance: i.e. the centre distance between the catenary and the contact wire at the support shall be 1.00 to 2.00 m depending upon the span’s length.
  • Deviation from this figure will be permitted in special cases. The Modifications may have to be done in two phases. One to facilitate the civil Egg works and second to make the OHE normal and standard.
  • All jumpers connected to OHE conductors shall be of stranded copper only. The in-span jumpers / potential equalizer jumpers at insulated overlaps shall be of 105/160 sq mm nominal. 4 nos flexible G jumpers of nominal section 160 mm sq. size shall be used at overlaps, turnouts, crossings etc. Anti-theft jumpers of 50 sq mm (19/1.83mm) size shall be  used on the out of run wire of OHE.

Eligibility:

  • A Bidder may be a firm that is a private entity, or a state owned enterprise or institution subject to ITB 4.6 or any combination of them in the form of a joint venture (JV), under an existing agreement, or with the intent to enter into such an agreement supported by a letter of intent.
  • In the case of a joint venture, all members shall be jointly and severally liable for the execution of the entire Contract in accordance with the Contract terms.
  • JV shall nominate a Representative who shall have the authority to conduct all business for and on behalf of any and all the members of the JV during the Bidding process and, in the event the JV is awarded the Contract, during contract execution.
  • Unless specified in the BDS, there is no limit on the number of members in a JV.

Notes for Cable Laying:

  • In Mumbai suburban section, there is a maze of power cables of M/s Adani, M/s RELIANCE, M/s TATA, M/s MSDCL, Railways own HT/LT and Signalling & Telecommunication Cable network of Western Railway / Central Railway.
  • The underground construction activities are therefore fraught with serious consequences if not carried out with due care. Contractors are, therefore, required to carry out the underground excavation work, etc. with utmost care.
  • In case, a cable is hit because of the construction work under this contract, the contractor shall be required to make good/ repair at his own cost. All expenses direct/ indirect financial implications on account of such failure will be on the contractor account.
  • The price also includes for track/ road/ platform etc. be restored to the original condition after laying the pipes/cables such as back refilling, ramming, removing and disposal of surplus excavated material out of Railways boundaries.
  • The price shall include the cost of restoring ballast back to original conditions and disposing off the extra earth /muck or working under power /traffic block during night or day. All surfaces/ ballast shall be restored to original.
  • If site condition does not permit excavation of envisaged size of cable trench, proportionate payment will be made as per actual excavation as approved by client. However maximum actual payment shall be as per the schedule of quantities even if the sizes of trench are more than specified.
  • Whenever there is crossing of other cable / roads / tracks/ culvert etc. cables shall be laid in full/half round RCC/GI pipes throughout such length. If cable is supported on the wall two half round pipes will be used.
  • Two half rounds will be considered as one full length pipe for the purpose of payment. Every 1m length pipe shall be suitably supported.
  • Cable laid in trenches shall be covered by RCC warming covers.
  • Cost of drilling, supply and erection of GI strip/angle, J hooks, bolts and clamps are included in the cost of erection on a flat rate basis wherever required.
