NCRTC Tender Update: M/s Voestalpine VAE VKN India Pvt. Ltd. bags contract for design and supply of derailment containment guard for Delhi-Ghaziabad-Meerut RRTS corridor

National Capital Region Transport Corporation Ltd. (NCRTC) has issued a Letter of Acceptance (LoA) to M/s Voestalpine VAE VKN India Pvt. Ltd. for Design, manufacturing and supply of 133 numbers of Derailment containment guard for 1 in 9 Ballastless Turn-Out for Delhi-Ghaziabad-Meerut Regional Rapid Transit System (RRTS) corridor.

Brief about the Project:

  • National Capital Region Transport Corporation, a Joint Venture Company of Govt of India and State Governments of Delhi, Haryana, Rajasthan and Uttar Pradesh in India, has been mandated to implement Regional Rapid Transit System (RRTs) in National Capital Region (NCR) in India.
  • RRTS is a dedicated high speed (maximum speed 160 kmph) rail-based mass commuter transit system connecting various nodal towns in NCR with Delhi. In the first phase of this project, three RRTS corridors namely Delhi-Ghaziabad-Meerut, Delhi-Alwar and Delhi-Panipat have been taken up.
  • Delhi-Ghaziabad -Meerut RRTS corridor project has been sanctioned by the Government of India and presently the civil construction work in the above corridor is under progress. This 82.15 Km long corridor originates from a terminus station at Sarai Kale Khan in Delhi and terminates at Modipuram in Meerut in U.P.
  • A line diagram of the RRTS track is attached as Annexure-D of Section 6. The alignment from Sarai Kale Khan up to Ghaziabad RRTS station is mostly away from the main road whereas most of the alignment from Ghaziabad till Modipuram is on the median of highway.

General:

  • On main lines, the turnouts types: 1 in 9 type turnout (ballastless)
  • All the 1 in 9 ballast-less turnouts are being installed on reinforced concrete precast track slab.
  • The minimum speed potential of the 1 in 9 ballast-less turnout is 45Kmph
  • All 1 in 9 ballast-less turnouts on main lines are with canted rails with an inward rail slope of 1 in 20 and are welded for LWR through turnout.
  • The detailed layout drawing of 1 in 9 ballastless turnout is attached at Annexure-A
  • Track Parameters:
    • Track Gauge – 1435mm
    • Rails – 60Kg UIC
    • Axle Load – 17T (EMU)
  • Derailment Load – 68 KN/m will be applied at the top edge of Derailment Guard in the lateral direction as per (ACI 358.1R-92: Analysis and Design of Reinforced and Prestressed-concrete Guideway Structures. Edition: 1992.)
  • For Steel Derailment Containment Guard fastening spacing: refer t/o layout drawing Speed- 180 Kmph (design) & 160 Kmph (operational)

Steel Derailment Containment Guard for 1 in 9 ballast-less turnouts:

  • The fixation of Steel Derailment Containment Guard is to be done on RCC pre-cast turnout Slabs are through base plates and required fastenings as per the dowels locations provided in the precast turnout slabs. The manufacturing tolerances of the slab including dowel locations and grooves is +/- 0.5 mm.
  • Steel Derailment Containment Guard for 1 in 9 ballastless turnout comprises UIC33 C1 check rail mounted on CNC machined cast steel check rail chair, shall be installed on the outer side of turnout.
  • Steel derailment containment guard is required to comply with all the provisions stipulated in “Procedure for safety certification and technical clearance of RRTS” (June 2020) and SOD of RRTS.

Scope of Work:

  • Design of steel Derailment Containment guard for 1 in 9 ballastless turnouts considering loads as per ACI 358.1R-92: Analysis and Design of Reinforced and Prestressed-concrete Guideway Structures. Edition: 1992
  • Derailment Load – 68KN/m which will be applied at the top edge of Derailment Guard in the lateral direction.
  • Check rail shall be provided for the full turnout length on the outside of turnout in straight as well as divergent track. Fish plates joints shall be provided for continuity of check rails.
  • Connection of Derailment Containment Guard to the track slab shall be through dowel position provided in the layout drawings of 1 in 9 ballastless turnout slabs ( Annexure B).
  • Each bracket shall be connected through 4 dowels as provided in the drawing and maximum load on each bolt shall not exceed 25 KN.
  • Permissible horizontal deflection of check rail considering maximum spacing between brackets as per enclosed layout drawing shall be 2.7 mm.
  • Permissible horizontal deflection of check rail brackets shall be 0.35mm.
  • The design of Derailment Containment Guard (bracket and fixing arrangement) conforming to above specified requirements shall be proof checked by designer/DDC appointed by NCRTC.
  • Designer of derailment containment guard shall interface with Designer/Proof Checker appointed by NCRTC and clarify technical queries during proof checking.
  • Preparation and Submission of design and drawings for Derailment Containment guard for 1 n 9 ballastless turnouts obtaining approval for the same from the Purchaser.
  • Preparation and Submission of an Inspection and Testing Plan (ITP) for Derailment Containment guard for 1 in 9 ballastless turnouts and obtaining its approval from the Purchaser.
  • Supplier will submit complete component list and part drawings of Derailment Containment Guard including fastening system.
  • Manufacture of cast steel bracket for fixing of derailment guard with precision using computerised CNC machines.
  • Procurement of UIC 33C1 check rails and required fastening and making fixing arrangement of rails with brackets, Brackets with the Precast track slab for installing 1 in 9 ballastless turnout.
  • Supply of Dowels “Sdu 26/141” required during production of precast slabs for connection of Derailment Containment Guard with precast slab as per following specifications:
  • Plastic dowel shall be manufactured from PA ( Polyamide) and shall be stabilised by Carbon against light/UV damage.
  • Characteristics of the plastic dowel Density – 1.120 – 1.150 gm/cc in accordance with DIN EN ISO 1183-1 Dimensions – As per attached drawing ( Annexure-C)
  • The supplier shall interface with the track installation contractor and will take physical measurements of brackets and drill holes in UIC 33 C1 check rails as per the measurement.
  • The supplier shall interface with turnout supplier and incorporate requirements for setting out second drive and any other specific requirement of turnout.
  • Supply of required no. of fish plates along with required fixing arrangement for connecting UIC 33 C1 check rail as required in the Derailment Containment Guard.
  • Transportation of Derailment Containment guard for 1 in 9 ballastless turnouts from Suppliers works to the designated locations of the alignment of Delhi-Meerut RRTS corridor, including transit insurance, unloading and handing over the Derailment Containment guard for 1 in 9 ballastless turnouts to the Purchaser’s representative and obtaining acceptance certificate.
  • Preparation and Submission of installation and maintenance manuals for Derailment Containment guard for 1 in 9 ballastless turnouts and obtaining approval for the same from  the Purchaser and thereafter provision of required numbers of copies of the same to the Purchaser.
  • Supervision of initial laying of Derailment Containment guard for 1 in 9 ballastless turnouts. The installation shall be done by the installation contractor engaged by the Purchaser.
  • The supplier shall be responsible for detailed design & drawings of steel Derailment Containment guard for 1 in 9 ballastless turnouts, including all fittings, fastenings, fixtures, base plates/special base plates, brackets, & their connections etc. complete duly interfacing with designated suppliers and contractors.
