General:

  • The Government of India has received a loan from the Japan International Cooperation Agency (JICA) towards the cost of the Project for Construction of Mumbai-Ahmedabad High Speed Rail. It is intended that part of the proceeds of this loan will be applied to eligible payments under this package for the following two separate lots/contracts:
  • MAHSR-IM-1(X): Design, Manufacture, Supply and Testing & Commissioning on Design Build Lump Sum Price Basis of Eight (8) Types of Inspection and Maintenance Cars for Track, Other Machines and Associated Works for the Project for Construction of Mumbai-Ahmedabad High Speed Rail.
  • MAHSR-IM-1(Y): Design, Manufacture, Supply and Testing & Commissioning on Design Build Lump Sum Price Basis of Six (6) Types of Inspection and Maintenance Cars for Tunnel, Bridges, OHE, and Associated Works, for the Project for Construction of Mumbai-Ahmedabad High Speed Rail.
  • The Government of India through National High Speed Rail Corporation Limited (NHSRCL) (hereafter referred to as Employer) now invites sealed Bids from eligible Bidders for the design, execution and completion of the Works as described in 1) above. International Competitive Bidding will be conducted in accordance with JICA’s Single Stage (“Two Envelope”) Bidding Procedure.
  • Bidding will be conducted in accordance with the procedures of JICA’s Standard Bid- ding Documents under Japanese ODA Loans (July 2015 Trial Version) and the Guidelines for Procurement under Japanese ODA Loans (April 2012) and is open to all Bidders from eligible source countries described in Section-V Eligible Source Countries of Japanese ODA Loans.

Bid Security(ies) as follows:

  • IM-1(X): Bid Security of INR 62,000,000.00 (Indian Rupee Sixty-Two million only).
  • IM-1(Y): Bid Securities of INR 34,000,000.00 (Indian Rupee Thirty-Four million only).
  • In case the Bidder wishes to bid for both lots, the Bidder shall submit a Bid Security for each of the two lots separately.

Notes for the Bidder:

  • A management contractor is a firm that does not normally perform construction work directly associated with the contract. Rather, it manages the work of other (sub) contractors while bearing full responsibility and risk for price, quality, and timely performance of the work contract.
  • Similar contract would mean contract(s) in which the following activities have been completed:
  • Supply of a minimum of ten (10) numbers of Inspection and Maintenance Cars(vii) for the inspection/maintenance of track/bridges/tunnels/OHE of railway/metro rail.
  • Works under various contracts can be added to meet the above criteria. Simple wagons meant only for the transportation of materials, such as an equipment carriage wagon/rail carriage wagon or the like, shall not be considered to meet this criterion.
  • Substantial completion shall be based on 80% or more payment received under the contract.
  • For contracts under which the Bidder participated as a JV/Consortium member, only the Bidder’s share shall be counted to meet this requirement.
  • For contracts under which the Bidder participated as a JV/Consortium member or subcontractor, only the Bidder’s share shall be counted to meet this requirement.

In case a specialist subcontractor is proposed by the Bidder for 3.2 (d)(iii), then:

  • The role of the specialist subcontractor in the contract shall have had been in the capacity of a Single Entity or JV/Consortium member or subcontractor and not as a management contractor, and
  • In addition to Form ELI-2 and EXP-2(b), an undertaking from the specialist subcontractor, indicating his willingness to associate with the Bidder, shall be submitted without which the specialist subcontractor’s experience shall not be considered.
  • Inspection and Maintenance Cars” means rail cars having equipment mounted on them that are used for the inspection/maintenance works of track/bridges/tunnels/OHE of railway/metro rail.
  • Rail cars that are meant for the transportation of rails and other materials to the maintenance work site, such as an equipment carriage wagon/rail carriage wagon or the like, are also included.
  • Inspection and Maintenance Cars/Machinery” means Inspection and Maintenance Cars and also the machinery used for the inspection/maintenance works of track/bridges/tunnels/OHE of railway/metro rail.

About MAHSR Project:

  • Mumbai-Ahmedabad High Speed Rail (MAHSR) Project is 508 Km long first High- Speed Rail (HSR) network planned to be constructed in India.
  • Out of 508Km, 352 Km lies in the State of Gujarat (348 Km) and Dadra & Nagar Haveli (4Km) and the balance 156 Km lies in the State of Maharashtra.
  • The Construction Work is in progress in both Gujarat and Dadra & Nagar Haveli where 98% and 100% land has been acquired respectively.
  • In Gujarat, High Speed Rail alignment passes through eight districts i.e. Valsad, Navsari, Surat, Bharuch, Vadodara, Anand, Kheda and Ahmedabad and work is in progress in all the eight districts.
  • In Maharashtra land acquisition done so far is 40%.
  • The project will entail an investment of 72,000 Crs in the state of Gujarat in both Land & construction.
  • So far an expenditure of 14,200 Crs has been done.
  • The project will generate direct & indirect employment of 60,000 in Gujarat state.
