Noida Metro invites tender for automatic linear pneumatic tube detection based NOVEC system for electrical equipments

Noida Metro Rail Corporation (NMRC) Ltd. has invited online open e-Bids from interested Bidder/s to submit their proposals as per provisions of this Request for Proposal Document (RFP) for Rate contract of Automatic Linear Pneumatic Tube Detection Based NOVEC 1230 system for Electrical Equipments (Gas Flooding System) for 3 years.

Scope of Work:

  • The work for “Rate contract of Automatic Linear Pneumatic Tube Detection Based NOVEC 1230 system for Electrical Equipments (Gas Flooding System) for 3 years” shall be executed as mentioned in ‘Technical Specifications & Employer’s requirement’ with suitable uniformed trained technician, Consumables, spare parts, modern equipment & machinery etc.
  • All activities to be carried out as per the Schedule of work given in ‘Bill of Quantity’, as per ‘Special conditions of contracts’ and as other terms & conditions of tender documents.
  • Other miscellaneous items shall be as per instructions of the engineer in charge.

It is to be noted:

  • The contractor shall plan & execute the work in such a way that the work proceeds smoothly to the satisfaction of the engineer.
  • The Contractor shall attend regular coordination meetings convened by the employer / engineer for interface and adhere to the decisions taken in the meeting.
  • Access will be provided to the staff appointed by the contractor for carrying out their works and bringing materials and equipment at site. However, the security of materials and equipment brought at the site will be the responsibility of the Contractor.
  • The Contractor shall take all necessary precautions to ensure safety of the staff, adjoining structures, materials & equipment and the work in progress as per the directions of engineer- in-charge.
  • Manpower (Electrician & Helper) shall be deployed as specified in the tender documents.
  • They shall be adequately qualified & shall be authorised to carry out the Electrical Work.
  • All the staff to be deployed after giving the safety training and police verification.
  • Only authorised staff of contractors having proper identity cards shall be permitted to enter in metro stations and RS depots for execution of work and maintenance of gas flooding systems.
  • All incidental arrangements for safe transport of Material, machine, tools etc. shall be the responsibility of the contractor. All expenditure to be incurred in this connection shall be borne by a contractor.
  • Log book detailing work carried out by Contractor with mentioning date, details of work completed, and complaints if any etc. will be maintained and signed both by NMRC and contractor officials.
  • In case of discrepancy among Standard codes of Practice, Technical Specifications and provision in sub-clauses in this NIT, the order of precedence will be as below:
    • Provision in NIT/BOQ
    • Technical Specifications
    • Standard Code of Practice

Work Covered in Rate Contract:

  • Contractor shall keep the spares/material required for replacement in sufficient quantity.
  • Any leakage in tube, and cylinder due to manufacturing defect or bad workmanship shall be rectified by contractor and its validity shall be 3 month, if pressure drops in the tube and cylinder (except in case of fire) same shall be refill by contractor upto stipulated time, and no extra amount shall be paid to contractor for this.
  • Any part replaced shall be the same as already installed on the respective site. If a Contractor desires to use any other make compatible item to be installed, contractor shall take prior approval of NMRC for the same subject to the condition that contractor shall take full responsibility of the changed make that it is compatible with the existing one.
  • The warranty of any part replaced shall be 3 months from the date of replacement. The contractor shall submit the factory license, authorized for refilling the cylinder and any other documents which are required as per the guidelines issued from different authorities, from where the NMRC Gas Flooding Cylinder is being filling up.
  • Contractor shall duly paste the sticker on the cylinder and mark the re-filling date and next date. NMRC reserves the right to check the system/cylinder after refilling the same, maximum one per lot; cost of the sample shall be bear by the contractor.
  • Loading, unloading and transportation of empty/refilled cylinder of gas flooding system shall be in scope of contractor, NMRC shall not pay extra on this account. Contractor shall supply all the parts and accessories as per relevant code of practice.
  • Contractor shall conduct the hydrostatic testing of each cylinder and submit the report for each at the time of re-fixing of the cylinder/system. If gas releases due to any defect of mal-operation/function, the cost shall be borne by the contractor during the completion of work.
  • Contractor shall clean & dispose of the released scrap/material etc. as per standard environmental policy. Contractor shall bring all tools & tackles required to carry out the work. No T&P etc. shall be provided by NMRC.
  • After completion of the work, Contractor shall submit Service Report in the format given in Annexure A of employer’s requirement. The contractor shall submit the hydraulic test report against each cylinder refilling.
  • The contractor shall be responsible for shifting of released/scrap Novec gas cylinders to any station and NMRC Depot. The contractor shall arrange the T&P/Transport/manpower required for shifting /transportation of Novec gas cylinders; nothing shall be paid to the contractor on this account.
  • The contractor shall collect and submit the cylinder/material from the respective station and nothing extra on this account shall be payable to the contractor.
  • The contractor shall supply & replace the spare as per BOQ. The make of material shall be the same as installed at site, in consultation with engineer in-charge. The contractor shall supply only UL listed linear heat detection tubes.
  • All skilled/technical/unskilled manpower required for rate contract and its satisfactory execution shall be deemed to be included in the total cost.
