Pune Metro Update: Tender invited for display of advertisements on trainset for corridor 1 and 2

Maharashtra Metro Rail Corporation Limited (MMRCL) has invited tenders for Awarding exclusive display of advertisements on 5 Nos. of Pune Metro trainset for the corridor – 1 from PCMC to Swargate and 5 Nos. of train sets for corridor – 2 Vanaz to Ramwadi under Pune Metro rail project for a period of three years.

Background:

  • The Maharashtra Metro Rail Corporation Ltd. (Maha-Metro) (the “Authority”), a joint venture of the Government of India (GOI) and the Government of Maharashtra (GoM), for implementing the Pune Metro Rail Project (PMRP) in Pune City. Maharashtra Metro Rail Corporation Ltd. earlier known as Pune Metro Rail Corporation Ltd. was incorporated on 17th February, 2015 with a vision to create safe, reliable, efficient, affordable, commuter friendly and environmentally sustainable rapid public transport system for the Pune City along with Pune Metro Region.
  • As part of its existing mandate Maharashtra Metro Rail Corporation Ltd. (MahaMetro) has undertaken to capture value from real estate and other non-fare box revenue in such a manner that on one hand it gives sustainable additional revenue to the corporation, and on the other hand it shall benefit the businessmen/advertisers within the city by providing innovative ways for their branding and advertisement requirements.
  • In view of the above, the Authority has come up with an idea to Award Exclusive Advertising Rights on Pune Metro Trainsets. Thus, the Authority decides to call tenders for “Awarding Exclusive Display of Advertisements on 5 nos. of Trainsets for corridor 1 – PCMC to Swargate & 5 Nos. of Trainsets for Corridor – 2 Vanaz to Ramwadi of Pune Metro Trainsets under Pune Metro Rail Project for a period of three years”.
  • RFP has been issued for awarding advertisement rights on 5 nos. of Trainset for corridor 1 – PCMC to Swargate & 5 nos. of Trainsets for Corridor -2 Vanaz to Ramwadi in Pune Metro Rail Project. The operations of Trainset including schedule hours of operations and operational route etc. shall be decided by Maha-Metro.
  • Through this Bid Maha-Metro intends to select Licensee to take up the work for display of advertisements on the metro Trainsets on license basis for the work of “Awarding Exclusive Display of Advertisements on 5 no. of Trainset for corridor 1 – PCMC to Swargate & 5Nos. Of Trainsets of corridor -2 Vanaz to Ramwadi under Pune Metro Rail Project for a period of Three years”.
  • The details of Trainsets, coaches, number of Trainsets etc. is provided at point no. 1.1.1 (e) below. One or multiple ‘Licensees’ shall be selected for Trainset to be operated on the corridor-1 (PCMC to Swargate) & Corridor-2 (Vanaz to Ramwadi) to take up the work of “Awarding Exclusive Display of Advertisements on 5 no. of Trainsets for corridor 1 – PCMC to Swargate & 5 nos. of trainsets on Corridor -2 Vanaz to Ramwadi of Pune Metro Trainsets under Pune Metro Rail Project for a period of Three years” on License basis.
  • The Authority has, therefore, decided to carry out the bidding process for selection of a private entity as the bidder to whom the display of advertisements of Pune Metro Trainsets as per the terms and conditions set herein may be awarded for each Trainset. The advertising rights in this bid shall be provided to successful bidder/s on license basis for a period of 3 (Three ) Years. The scope of work under the said works shall include the following:

Exclusive advertising rights for Trainset Wrapping (Rake wrapping)

Exterior Wrapping:

  • Exclusive display area for advertisement per rake consisting of 3 coaches with tentative display area of 2,064 sqft; (to be measured actual sq. ft.)

Interior wrapping:

  • Exclusive display area for advertisement per rake consisting of 3 coaches with tentative display area of 31 sqft; (to be measured actual sq. ft.)
  • The Successful Bidder shall maintain the display on the Pune Metro Trainsets under Trainset Wrapping Rights pursuant to the RFP documents as per the timely directives and approvals/instructions provided by Maha-Metro for the License Period.

Scope of the work:

  • The following Trainset Wrapping Rights are proposed to be awarded pursuant to the terms and conditions of the RFP Documents:

Exterior Wrapping:

  • Exclusive display area for advertisement per rake consisting of 3 coaches with a tentative display area of 2,064 sqft; (to be measured actual sq. ft.)
  • Avery Vinyl to be used for displays;
  • Windows to be displayed with one way vision vinyl such as Avery, 3M, LG Hausys etc.

Interior Wrapping:

  • Exclusive display area for advertisement per rake consisting of 3 coaches with tentative display area of 31 sqft; (to be measured actual sq. ft.)
  • Displays to be printed on Vinyl such as Avery, 3M, LG Hausys etc.;
  • All the segregations, Windows, Doors shall be used for the displays;
  • Bidders shall submit advertisement media to be installed on the Trainsets conforming to international standards of high-quality advertising comparable to Airports and Metro of leading nations.
  • Advertising media is to be made from Fire Retardant, Low Smoke and should be complying with all Indian and International standards. The Trainset wraps on glass pane should be of contra- vision type so that it does not hamper or obstruct the visibility.
  • The Selected Bidder shall have Trainset Wrapping Rights for Awarding Exclusive Advertising Display on Pune Metro Trainsets under the Pune Metro Rail Project. The Trainsets as referred above will be provided on “as is where is basis”.
  • Revenue Sharing/Advertisement taxes with PMC/civic agency or any statutory agencies, if applicable/demanded will be borne by the Successful Bidder separately.

The Licensee shall have rights and obligations to perform as specified below:

  • Obtain all necessary approvals on creative/design from competent authority of Maha-Metro prior to execution;
  • Comply with all statutory requirements in connection with License Agreement;
  • Ensure regular and timely payments of all amounts due to Maha-Metro and discharge all obligations as per License Agreement;
  • Payment of indirect taxes such as GST/Advertisement Taxes etc. as applicable shall be borne by the Licensee as per prevailing rates.
  • Bidder will be responsible for installation, maintenance and removal of the materials made with respect to the Trainset Wrapping Rights, including but not limited to materials used for displaying brand name (of any material/neon lights), signages etc.
  • While Maha-Metro shall provide security of the Trainsets envisaged under the RFP Documents, Maha-Metro shall not be responsible for any vandalism, theft or damage to anything including the material, creative etc. put up/installed by the Bidder on the Trainsets.
  • The Bidder shall ensure while executing the advertisement displays under the Trainset Wrapping Rights that the interiors and exteriors of the Trainsets including Trainset body, floor, roof etc. are not damaged in any manner and all installations, maintenance and removal of brand name, signages upon the Trainsets shall be its responsibility. The works related to installations and removal of signages, advertisements etc. shall be done only after taking prior written permission of Maha-Metro.
  • The branding/display plan prepared by Licensee shall also be in compliance with technical parameters of Pune Municipal Corporation’s Advt. policy/EPCA guidelines/directives given by Hon’ble courts, or any other prevailing policy as applicable in India from time to time.
  • Maintaining the structural safety and integrity shall be the sole responsibility of the Successful Bidder. The Successful Bidder shall also ensure that the installations are not a safety hazard for Maha-Metro structures, Trainsets being operated and public at large.
  • No sub-licensing of the Trainset Wrapping Rights provided under this RFP shall be permissible and the Successful Bidder shall utilize the rights under this RFP for its own entities, subsidiaries, associates and joint venture companies only.
  • If Bidders intends to display/advertise their own list of products and brands scheduled or planned to be displayed on metro Trainsets during the License Period pursuant to the Trainset Wrapping Rights provided under this RFP. However, prior approval of Maha-Metro shall be sought.
  • Bidders shall be allowed to change the advertising inventory at its own cost after prior written approval from Maha-Metro. However, to avoid frequent changes the specific advertisement must be displayed for a period of at least 30 days continuously.
  • In case if the bidder is established/ registered as an advertising agency, he will be allowed to undertake display of advertisement on trainsets on behalf of his clients. However, provisions of Section 5.1.10 shall be applicable for such bidders.

Eligibility of Bidders:

  • To be eligible for qualification and short-listing and for evaluation of its Financial Bid, a Bidder shall fulfil the following conditions of eligibility:
  • For demonstrating eligibility of the bidder (the “Financial Capacity”) for each train set, the Bidder shall be required to have the following average annual turnover in the last 3 (three) financial years immediately preceding the Bid Due Date and Net worth in the last year preceding the Bid Due Date as per the format prescribed at Bid Form-III duly signed and sealed by the Statutory Auditor of the Bidder as follows:
  • Average Annual turnover in the last 3 (three) financial years immediately preceding the Bid Due Date (i.e. FY 2019-20, 2020-21 & 2021-22) as certified by the Statutory Auditor of the Bidder (in terms of rupee equivalent adjusted to last date of the financial year that ended on or before 31.03.2022) of INR 77,10,000/- while applying for one no. of train set and for applying more than one train sets, the average annual turnover is in multiples of INR 77,10,000/- per train set.
  • Net Worth at the end of the Financial Year immediately preceding the Bid Due Date (FY 2021-22) of INR 38,55,000/- as certified by the Statutory Auditor of the Bidder (in terms of rupee equivalent adjusted to last date of the financial year that ended on or before 31.03.2022) while applying for one no. of train set and for applying more than one train sets, the Net worth is in multiples of INR 38,55,000/- per train set.
