RailTel invites tender for trenching and laying work for OFC patch replacement in Delhi Territory

RailTel Corporation of India has invited tender for Trenching, laying, termination, splicing, testing and commissioning work for OFC Patch replacement of RailTel existing OFC network in Delhi Territory of Northern Region of RailTel.

Scope of work:

  • The major job responsibility of the contractor under the scope of work for this tender are as under:
  • Excavation of trenches in normal soil, boulder area, rocky soil and HDD and and laying of HDPE Duct manually or through HDD in all types of soils, Road/Railway Level crossings, Culverts, Bridges , along the Highways and other Roads, cutting, in building, clamping etc. & protective works as per technical specifications.
  • Trenching/Ducting, laying of OFC in all types of soil, concrete/ coal tar roads and pavements, etc. 
  • Blowing/pulling of Optical Fiber Cable (24F) with proper tools and accessories as per Technical specifications in already laid ducts and protection such as DWC Pipes etc. 
  • Backfilling of Trenches upto the original ground level/ concreting at cemented platform or other hard places.
  • Transportation of RailTel’s material such as OFC/Duct etc. from RailTel’s store to sites of work.
  • Fixing, Installation of Jointing Chambers & Route/Joint Indicators as per technical specification.
  • Splicing of fibres in Joint closures/FMS and installation of new joint enclosures/FMS.
  • Preparation for installation & fixing of Telecom Earthing as per drawing provided in the Technical section of tender. Liasioning with concerned civil authorities for getting ROW permissions.
  • Any other such requirements as per site conditions under the scope of SOR.
  • Tenderer may visit Railway units to get acquainted with the infrastructure available in Railway units where work is to be carried out.
  • Trenches are to be excavated for laying HDPE pipes and e cables to various locations of switches as per cable route plan approved by RDSO engineer. Optic fibre cables are to be laid inside HDPE / GI pipes. For road and track crossings, horizontal boring is to be done for laying HDPE / GI pipe. Trenching and cable laying are to be done as per standard practices.
  • Rack mountable fibre termination boxes (fibre patch panels) are to be installed inside racks for termination of optic fibres through pigtails. Optic fibre is to be spliced with pigtail for terminating on fibre termination box.
  • Patch cords are to be used for extending optic fibre from fibre termination box to respective switches. All these wirings are to be done as per standard practices. Switches will be installed later on.
  • 6U/ 9U /42U racks are to be used for housing switches with other accessories. 42U racks are to be floor mounted type whereas 6U/ 9U racks should be wall mounted type. All required accessories for mounting these racks at locations decided by RailTel Engineer are to be arranged by contractor. Switches will be installed later on.
  • 6U/ 9U Racks are to be properly fixed on the wall at nominated locations as decided by the site engineer of RailTel. These racks are to be mounted on a suitable frame made of MS angle of minimum size 40mm x 40mm x 3mm duly powder coated in grey colour and properly embedded inside the wall as per instruction of site engineer of RailTel.
  • Fixing of these racks should be sturdy & robust. Drawing of frame made of MS angle should be initially approved by RailTel engineers before fabrication. All required masonry work for fixing of frame is to be carried out by contractor including proper curing. Wall is to be repaired to its original condition after fixing the frame.
  • Contractor has to make arrangements for transportation of materials from the Railtel store to the work site.
  • Various items mentioned in the tender schedule are to be executed as per standard practices being followed nationally/ internationally as applicable.
  • Necessary tools/ equipment to be arranged by the contractor jointly with Railtel engineer. Required testing & measuring equipment for this measurement are also to be arranged  by contractor.
  • All passive fibre & copper components and various types of racks shall be of reputed make.
  • All passive fibre components (fibre termination boxes, SC Pigtails, SC-SC Patch Cords,  SC-LC Patch Cords), all passive copper components (UTP CAT-6 Cables, CAT-6  Information Outlet Boxes, UTP CAT-6 Patch Cords, RJ-45 connectors, Patch Panels) and various types of racks shall be from reputed manufacturers complying with relevant technical specifications mentioned in Annexure “A” of tender document.

Supply:

  • Supply of items conforming to industry standards and RDSO specifications (wherever ever applicable) as per Schedule of Requirements and the technical specifications.

Services:

  • Trenching, Laying, Splicing, Termination, Testing and Commissioning of Optical Fibre Cable,and termination & splicing of OFC as per schedule of Requirements (SOR) enclosed and technical specifications with other related service items.

Similar Work:

  • The tenderer must have successfully completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: 
    • Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or 
    • Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or 
    • One similar work each costing not less than the amount equal to 60% of advertised value of the tender.

Financial:

  • The Tenderer should have received during the last three years total contract amount of minimum of Rs. 1,59,13,608/-(i.e. 150% of the advertised tender value of the work.)
