Railways invites tender for manufacturing 100 Vande Bharat Trainsets (sleeper trains) with concentrated power system including upgradation of the Government manufacturing units & trainset depot

Ministry of Railways (Rail Mantralaya) has invited electronic bids for and on behalf of the President of India from established and reliable manufacturers or their subsidiaries /associates for “Manufacturing cum Maintenance of New Generation Energy Efficient Vande Bharat Trainsets with Concentrated Power System including upgradation of the Government Manufacturing Units & Trainset Depots”.

Scope of the Agreement:

  • The scope of the Agreement (the “Scope of the Agreement”) shall mean and include the following, in accordance with the provisions of this Agreement, during the Agreement Period.
  • Design, manufacture, supply, testing and commissioning of the 100 (one hundred) number of Sleeper Trains conforming to the Specifications and Standards set forth in Schedule-A;
  • Up-gradation of the available existing infrastructure/facilities and development of additional infrastructure/facilities at nominated Government Manufacturing Unit site at ICF/Chennai including operation & maintenance of the same to meet the requirement of manufacturing, testing, commissioning and supply of the Trains;
  • Up-gradation of the available existing infrastructure/facilities and development of additional infrastructure/facilities at nominated Trainset Depot sites of Government’s including operation & maintenance of the same for maintenance of the supplied Trains;
  • Comprehensive maintenance of the supplied Trains;
  • Supply, installation, testing, commissioning, maintenance and operation of Training Facility at the Trainset Depots and Manufacturing Units for training of Train operating and maintenance manpower; and
  • Any other obligations to meet the objective either implied or deemed necessary as per the Agreement.

General safety requirements:

  • The Train shall present a safe, hazard-free environment to users, crew members and the general public. Passage through the Car shall be easy and safe. Adequate handholds shall be provided throughout the Car. Users and crew shall not be exposed to tripping hazards, exposed electrical voltage, toxic materials or similar hazards.
  • Normal and emergency equipment and controls which the users or crew may operate, shall be clearly identified, and operating procedures shall be presented in both text and graphic formats. Passenger emergency signs shall also be embossed in Braille raised typeface.
  • Adhesion: Under dry rail conditions, Power head shall be able to generate tractive effort during start at low speed corresponding to at least 30% adhesion. The adhesion control system shall be capable of giving high adhesion through a wheel slip control system.
  • Design Life: The Train shall be designed for a life of 35 years. The Train shall be designed so as to minimize the risks posed by obsolescence.
  • Maintenance schedule: Supplier shall submit the basic maintenance schedules of the proposed Train. Minimum interval between two maintenance schedules in the depot for the train should be based on international standards/norms. Average running distance of a rake may be considered as 2000 kilometres per day.
  • The maintenance program prepared by Supplier shall have the following objectives:
    • Enhancement of availability
    • Minimization of maintenance costs
    • Minimization of coach downtime/MTTS (meantime to restore serviceability)

Eligibility:

  • Financial Eligibility: Annual turnover of the Bidder (along with its Associates), shall be more than Rs. 1100 crore in any two years out of the last 5 years preceding the bid opening date.
  • Copies of the Audited Profit and Loss account and balance sheet should be submitted in support of this. Where the same is not available for the latest financial year, the certificate of statutory Auditor should be enclosed. For converting the US $ in Indian rupees 1 USD= Rs 75 shall be considered.
  • For other currencies, these shall firstly be converted to US dollars as per Exchange rates prevailing as per IMF, 30 days prior to the bid opening date and then converted to INR as per above conversion rate.
  • For the purpose of this clause Year refers to the financial year which means the accounting year followed by the Bidder in the course of its normal business.
  • A certificate from the statutory Auditor/ Chief Financial Officer of the bidder certifying the period reckoned as accounting year followed by the bidder, in the course of its normal business shall also be submitted.

Note:

  • Train Sets shall mean a set of passenger carrying rail cars either self-propelled or with power head being used for Commuter/ Regional/ Intercity/High-Speed Railways.
  • 30% quantity shall be rounded down to the nearest integer in case of fraction.
  • In case of a Consortium/JV, Member(s), along with their respective Associates), meeting the above eligibility for Propulsion System must have a combined minimum {share of 20% (twenty per cent) in the supply portion of the Project}.
  • In case, bidder uses Financial and/or Technical capacity of its Associates that is not otherwise party to the bidding process, it shall also submit a Parent Company Guarantee as per the format provided Annexure VII of this Bid Document.
