Scope of Work:

  • At present a New Railway Track is under construction in connection to new Railway Siding at Jhanjra Area of ECL. The proposed Rail-Over-Bridge (VIA-DUCT) to be constructed over the New Railway Track on the road connecting Pandaveswar to Jhanjra.

Brief Scope of work is mentioned below:

  • Supply, Fabrication and erection of 1 x 18.0m (Approximate) Steel Composite Girder and RCC Girders resting on Pile Foundation with 1200mm Diameter piles.
  • Retaining Wall
  • Construction of Bituminous Road
  • RCC Crash Barrier, foothpath etc.
  • Earthwork in both approaches.
  • Finishing and other allied works.

General Requirements:

  • The contractor shall furnish all labour, material and equipment to form, place and finish all structural concrete and miscellaneous items complete, as indicated on the drawings and as described herein.
  • All materials, tests, mixing, placing, formwork, reinforcing and workmanship shall conform to the Indian Railway Standard Code of Practice for Plain and Reinforced Concrete for General Bridge Construction (Revised latest edition) (Concrete Bridge Code) and subsequent amendments and other relevant codes of the Bureau of Indian Standards and/or as shown on drawings and/or described herein, or quoted in the Concrete Bridge Code.

Inspection of site by the Tenderers:

  • Tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their Tenders, as to the nature of the ground and sub-soil (as far as is practicable), the form and nature of the site, the means of access to the site, the accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their Tender.
  • A Tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed.
  • The Tenderer shall be responsible for arranging and maintaining at his own cost all materials, tools & plants, water, electricity, access, facilities for workers and all other services required for executing the work unless otherwise specifically provided for in the contract documents.
  • Submission of a tender by a Tenderer implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and of conditions and rates at which stores, tools and plant etc. will be issued to him by the Employer and local conditions and other factors having a bearing on the execution of the work.

Similar Works Experience:

  • The Bidder should have satisfactorily completed in his own name or proportionate share as a member of a Joint Venture:
    • At least One similar work of minimum value of Rs. 12,81,68,726/-, or
    • At least Two similar works each of minimum value of Rs. 7,88,73,062/- during the last 7 (seven) years prior to the last stipulated date for submission of the Bid.
  • Works completed prior to the cutoff date shall not be considered.

Similar Works:

  • Similar works shall mean the construction of any type of ROB /Flyover across Railway Track OR RUB under Railway Track OR Railway Bridge having Plate Girder / Semi Through Girder / Composite Girder / PSC Girder/RCC Girder / Open Web Truss Girder / Bow String Girder as superstructure of the main Bridge, including additional work, carried out in India, under a single contract”.
  • In case the Bidder (Indian Company) wishes to rely on work completed abroad, the value of such completed work in foreign convertible currency shall be converted into Indian Rupees.
  • The conversion rate shall be decided by RITES based on the rates of the currency on the date of completion of work (the bidder to also submit the currency conversion rate as on completion date of the Credential Certificate relied upon by the bidder for the purpose of work experience).
  • Further such a bidder (Indian Company) should have also completed at least one Similar work of value minimum 25% of estimated cost of work, in India in the last seven years prior to the last stipulated date for submission of the Bids.
  • The successful bidder must get the fabrication of structural steel works for the composite deck done by a RDSO approved vendor.

Notes:

  • A weightage of 7% (compounded annually from the date of completion of the work to the last stipulated date for submission of the Bid) shall be given for equating the value of works to the last stipulated date for submission of the Bids. For example, for a similar work of Rs.1,00,000/- completed on 31.12.2017 and the last stipulated date for submission of the bids was 31.08.2020, the value of work that shall be considered after giving weightage is [Rs1,00,000*1.07*1.07] {1+[(7/100)*(244/366)]} = Rs.119832.87, rounded off to Rs.119833/-
  • Only such works shall be considered where physical completion of entire work is over or commissioning of work has been done, whichever is earlier.
  • The Bidder should submit the details of such similar completed works as per the format at Proforma-1 enclosed.
  • Works carried out by another Contractor on behalf of the Bidder on a back to back basis will not be considered for satisfaction of the Qualification Criterion by the Bidder.
  • Credential certificates issued by Government Organizations/ Semi Government Organizations of Central or State Government; or by Public Sector Undertakings/ Autonomous Bodies of Central/State Government or their subsidiaries / by Public Ltd.
  • Companies listed in Stock exchange in India or Abroad or subsidiaries of such companies shall only be accepted for assessing the eligibility of a Tenderer. Certificates issued by one of the aforesaid organizations as a lead member (having equity stake of 51% or more) of a Joint Venture (JV) for work executed for the JV, will also be acceptable.
  • In case of PPP projects, if the bidder has executed a work for a concessionaire who is one of the aforesaid organizations, then the certificate issued by such concessionaire or by the public authority concerned, will also be acceptable.
  • The cut off date shall be calculated backwards from the last stipulated date for submission of Tender i.e. for a Tender having the last stipulated date for submission on 06.08.2014, the cut off date shall be 07.08.2007.
  • In case JV is permitted the following provisions will apply: JV is not applicable.
  • The value of similar work shall be calculated excluding the element of GST on works Contract Service while evaluating on meeting the Qualifying Criteria of Work Experience.
