Scope of Work:

  • RITES intends to outsource the LTE networking architecture, network design inputs (including examination of Interference) and planning inputs to get the desired throughput , reliability and optimum cost, Planning for a trunk route such as NDLS-HWH of Indian Railways and Maintenance Mechanisms.

The detailed scope of work is as defined as follows.

  • To examine interference and throughput issues of two separate LTE networks of NCRTC and Indian Railways, in the same spectrum of 5MHz in 700 MHz, when both the networks run parallel to each other.
  • All possible solutions and issues including consideration of sharing of spectrum with NCRTC & other regional Rail System including additional spectrum Requirement

Leasing of LTE (Long Term Evolution) radio network planning tool:

  • Tool with suitable modules – basic, coverage prediction and interference analysis with traffic simulation
  • Simulate impact of LTE standard features
  • Capability to create and store multiple scenarios with configurable one to many comparison
  • LTE Radio Link budget and Radio planning tool operation
  • Operating the tool for evaluation of Link budget & Cell ranges including capacity planning – Delhi-Kolkata
  • Tool setup, prediction model, prediction scenarios, site templates and documentation
  • Interference prediction for various network configurations
  • Scenario reports, analysis and documentation
  • Operating the tool for Network planning for Delhi Kolkata
  • Tool setup, prediction model, simulation of site configurations and detailed tool based network planning
  • Scenario reports, analysis and documentation

Deliverables:

  • Draft Report (Examine interference and throughput issues of two separate LTE networks of National Capital Region Transport Corporation (NCRTC) and Indian Railways, in the same spectrum of 5 MHz in 700 MHz, when both the networks run parallel to each other and provide all possible solutions and issues including consideration of sharing of spectrum with NCRTC & other regional Rail system including additional spectrum requirement).
  • Final Report (Examine interference and throughput issues of two separate LTE networks of National Capital Region Transport Corporation (NCRTC) and Indian Railways, in the same spectrum of 5 MHz in 700 MHz, when both the networks run parallel to each other and provide all possible solutions and issues including including consideration of sharing of spectrum with NCRTC & other regional Rail system including additional spectrum requirement).
  • Program Management and support RITES in technology interactions with required documentation. This also includes creation of review, draft and final reports incorporating customer requirements at each stage
  • Enhanced Packet core planning, Transmission planning, IP planning, network IT security and Passive network Leasing of LTE (Long Term Evolution) radio network planning tool
  • Tool with suitable modules – basic, coverage prediction and interference analysis with traffic simulations
  • Simulate impact of LTE standard features
  • Capability to create and store multiple scenarios with configurable one to many comparison
  • Maintain and edit site database for site survey and update coverage / interference / capacity predictions with required versioning
  • Simulate coverage prediction for Micro cell heights in large yards / stations
  • Simulate 1 and 2 wall indoor coverage for GM / DRM offices / large stations

Inspection of site by the Tenderers:

  • Tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their Tenders, as to the nature of the ground and subsoil (as far as is practicable), the form and nature of the site, the means of access to the site, the accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their Tender.
  • A Tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed.
  • The Tenderer shall be responsible for arranging and maintaining at his own cost all materials, tools & plants, water, electricity, access, facilities for workers and all other services required for executing the work unless otherwise specifically provided for in the contract documents.
  • Submission of a tender by a Tenderer implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and of conditions and rates at which stores, tools and plant etc. will be issued to him by the Employer and local conditions and other factors having a bearing on the execution of the work.

Work Experience:

  • In case of Railway Works involving one or more components like Earthwork, Bridges, Track Linking, Track Laying, OHE, signalling etc., the Qualifying Criterion relating to Work Experience shall be as under:

For works in Normal Areas (other than Difficult Areas):

  • The Bidder should have satisfactorily completed in his own name or proportionate share as a member of a Joint Venture,
  • At least one similar work of minimum value of Rs. 24.05 Lakh, or
  • At least two similar works each of minimum value of Rs. 14.8 Lakh during the last 7 (Seven) years prior to the last stipulated date for submission of the Bid. Works completed prior to the cut-off date shall not be considered.

Similar Works:

  • Similar Work shall mean “Supply, Installation, Testing & Commissioning of Signalling or Telecom project or Maintenance in providing Services in Telecom or Signalling projects having Completion certificate from at least one Public Sector Unit/ Govt. Agency in India.”
  • In case the Bidder (Indian Company) wishes to rely on a work completed abroad, the value of such completed work in foreign convertible currency shall be converted into Indian Rupees.
  • The conversion rate shall be decided by RITES based on the rates of currency on the date of completion of work (the bidder to also submit the currency conversion rate as on completion date of the Credential Certificate relied upon by the bidder for the purpose of work experience).
  • Further, such a bidder (Indian Company) should have also completed at least one Similar work of value minimum 25% of estimated cost of work, in India in the last seven years prior to the last stipulated date for submission of the Bids.

Notes:

  • A weightage of 7% (compounded annually from the date of completion of the work to the last stipulated date for submission of the Bids) shall be given for equating the value of works to the last stipulated date for submission of the Bids.
  • For example, for a similar work of Rs 1,00,000/- completed on 31.12.2017 and the last stipulated date for submission of the bids was 31.08.2020, the value of work that shall be considered after giving weightage is [Rs 1,00,000*1.07* 1.07] ( 1 +[(7/100)*(244/366)]}— Rs 119832.87, rounded off to Rs 119833/-
  • Only such works shall be considered where physical completion of entire work is over or commissioning of work has been done, whichever is earlier.
  • The Bidder should submit the details of such similar completed works as per the format at Proforma-1 enclosed.
  • Works carried out by another Contractor on behalf of the Bidder on a back to back basis will not be considered for satisfaction of the Qualification Criterion by the Bidder.
  • Credential certificates issued by Government Organizations/Semi Government Organizations of Central or State Government; or by Public Sector Undertakings/ Autonomous Bodies of Central/State Government or their subsidiaries/by Public Ltd.
  • Companies listed in Stock exchange in India or Abroad or subsidiaries of such companies shall only be accepted for assessing the eligibility of a Tenderer. Certificates issued by one of the aforesaid organisations as a lead member (having equity stake of 5 l% or more) of a Joint Venture (JV) for work executed for the JV, will also be acceptable.
  • In case of PPP projects, if the bidder has executed a work for a concessionaire who is one of the aforesaid organizations, then the certificate issued by such concessionaire or by the public authority concerned, will also be acceptable.
  • The cut-off date shall be calculated backwards from the last stipulated date for submission of Tender i.e. for a Tender having the last stipulated date for submission on 06.08.2014, the cutoff date shall be 07.08.2007.
  • In case JV is permitted the following provisions will apply:
    • Large Works: All the partners shall jointly meet this criterion.
    • Normal Works: The Partner-in-charge/Lead Member shall singly meet this criterion.
  • The value of similar work shall be calculated excluding the element of GST on works contract service while evaluating on meeting the qualifying criteria of work experience.
