RITES Limited, a Public Sector Enterprise under the Ministry of Railways, invites online e-tender for Balance work of earthwork in formation, extension of minor bridges, supply of PSC sleepers, turnouts sleepers, supply of ballast, P. Way materials and track linking works for construction of proposed Sarla-Freight train maintenance facilities with routine overhauling facility for freight wagons at Sarla station yard (SLRA), East Coast Railway, Sambalpur, Odisha.

Scope of Work:

  • The earthwork in filling in formation is to be done for extension of existing Indian Railway embankment and the earthwork in cutting is to be done for achieving required Formation Top Level wherever necessary beside Indian Railway lines.
  • The bridgework is to be done for extension of existing bridges.
  • Construction of Permanent Way Lines for freight train maintenance facility and assembling & Laying of Point & Crossings in Indian Railway lines in traffic block and in assembling & laying of Point & Crossing and DS without traffic block in yard.
  • Dismantling of Cross-overs at Sarla Station Yard in Indian Railway line and shifting of Level Crossing. No JT 23 at Ch: 815 of JSG-Sambalpur near Sarla Station Yard.

Works shall be executed as per (with correction slips and amendments issued up to date of tender opening):

  • Indian Railways Permanent Way Manual.
  • RDSO Track Ballast of latest specification with up to date correction slips.
  • Indian Railways Unified Standard Specifications (Materials and Works).
  • Indian Railways Unified Standard Schedule of Rates (Works & Materials – 2010 (issued by South Eastern Railway).
  • IRS (Indian Railways Standard) Code of practice for design of sub structures and foundations of bridges. (IRS Substructure Code)
  • IRS Concrete Bridge Code.
  • IRS Bridge Rules
  • RDSO Comprehensive Guidelines and specifications for Railway Formation Specification No. RDSO/2020/GE: IRS-0004 with up to date correction slips.
  • Guide Lines, amendments etc issued by Railway Board and RDSO from time to time on construction of bridges, foundations, embankments etc.
  • Other relevant Indian Standard Codes (and international codes wherever relevant).
  • RDSO drawings and specifications for various P.Way materials to be supplied under this contract.
  • CPWD specifications for DSR items.
  • Above documents are deemed to have been included in the tender document. Bidders are deemed to have gone through the above documents and are aware of all the provisions of the above cited documents before quoting for the work. However, a few provisions of the Indian Railways Unified Standard Specifications are given in these special conditions for ready reference.
  • All P Way materials (like switches, crossings, liners, ERCs etc) to be supplied under this contract shall be procured by the contractor from RDSO approved sources. Material will be accepted only on submission appropriate documentary evidence to the effect that:
    • The particular material is produced by an agency who is among the valid RDSO approved list of producers / vendors for that material.
    • The material is inspected and certified by an appropriate inspecting agency before dispatch from the manufacturer’s premises.
    • Inspection agency is Railways  in case of PSC sleepers and RDSO/RITES (inspection wing) for other P Way material. Such inspection certificate in original has to be submitted by Contractor while supplying materials.
  • Work shall be executed under the supervision of officials of RITES as well as officials of Indian Railways (ECoR) who are the end users of the proposed facilities. Contractor shall execute the work and deliver the product to the satisfaction of these officials.
  • Land for dumping the cut spoils, surplus earth, debris and stacking of old/used Ballast etc shall be identified by the contractor in consultation with ECoR/RITES.
  • Contractor may set up a batching plant at site or he may bring Ready Mix Concrete batcher (AJAX).
  • All the running account bills including final bill, after recording by RITES’ engineers, shall be routed through RPO Bhubaneswar followed by RITES HQs for passing an order towards release of payment. Thereafter the MB shall be checked and passed for payment by RITES duly following GCC/ Contract.
  • Consignee of supplied materials will be RITES Ltd on account of ECoR.
  • As EAST COAST RAILWAY is the Principal Employer, Form -5 will be issued by them.
  • The GSTN no of RITES will be used for raising of Invoices.
  • All efforts shall be made to release the payment within the period mentioned in clause 7.0 of GCC. RITES will not be responsible for any delay in releasing payment of running bill beyond the stipulated time as mentioned in clause 7.0 of GCC.
  • The contractor will not be entitled to any claim on ECoR/RITES for delay in payment due to non- availability of funds. No interest will be paid on any delay on the payment of RA bills /Final bill.

Similar Works:

  • Similar Works shall mean any “Civil Engineering work involving execution of Earthwork in Formation and/or Construction of Bridges for a railway project carried out in India under a single contract” carried out in India under a single contract. (Including additional work carried out under the contract).
  • In case the Bidder (Indian Company) wishes to rely on a work completed abroad, the value of such completed work in foreign convertible currency shall be converted into Indian Rupees.
  • The conversion rate shall be decided by RITES based on the rates of currency on the date of completion of work (the bidder to also submit the currency conversion rate as on completion date of the Credential Certificate relied upon by the bidder for the purpose of work experience).
  • Further, such a bidder (Indian Company) should have also completed at least One Similar work of value minimum 25% of estimated cost of work, in India in the last seven years prior to the last stipulated date for submission of the Bids.

Notes:

  • The financial turnover will be taken as given under the head “Income” in audited Profit and Loss Account and excluding non-recurring income, income from other sources and stock. It is clarified that the Financial Turnover means relevant revenue as recorded in the Income side of Profit and Loss Account. It does not mean Profit.
  • Closing stocks in whatsoever manner should not form part of turnover.
  • Weightage of 7% (compounded annually) shall be given for equating the financial turnover of the previous years to the current year.
  • For considering the Financial Years, for example for a work for which the last stipulated date for submission of the bids is in Financial Year 2014-15, the last three Financial Years will be 2013-14, 2012-13 and 2011-12. For a work for which the last stipulated date for submission of the bids is on (say) 05.09.14 (F.Y. 2014-15), with weightage of 7% compounded annually, the weightages to be applied on the Turnover of the previous three Financial Years will be: F.Y. 2013-14=1.070; F.Y. 2012-13=1.145; F.Y. 2011-12 =1.225
  • The Bidder should furnish Annual Financial Turnover for each of the last 3 Financial Years in tabular form and give reference of the document (with page no.) relied upon in support of meeting the Qualification Criterion.
  • The Bidder should submit a self-attested copy of Auditor’s Report along with Balance Sheet and Profit and Loss Statement along with Schedules for the relevant Financial Year in which the minimum criterion is met. Provisional Audit Reports or certified statements will not be accepted.
  • If the Audited Balance Sheet for the immediately preceding year is not available in case of a work for which the last stipulated date for submission of the bids is before 30th September or in case, Government of India extends the date of conducting of AGM / Filing of’ Balance Sheet beyond 30th September, audited Balance Sheets, Profit and Loss Statements and other financial statements of the three Financial Years immediately preceding the previous Financial Year shall be adopted for evaluating the credentials of the Bidder. These provisions are also applicable in cases where JV is permitted.
