Scope of Work:

  • The scope of work under this contract to be carried out by the freight forwarder shall consist of “Engagement of Freight Forwarder for Road Transportation, Ocean Freighting and Export (CIF basis) of Thirty (30) DEMU Coaches ex. MCF, Raebareli, UP and spares ex. MCF, Raebareli, UP / RITES’ Warehouse, Delhi through Mumbai Sea Port to Maputo Sea port / Beira Sea port, Mozambique”.
  • The thirty (30) DEMU Coaches, along with advised spares, would be transported, shipped and exported to CFM, Mozambique, as per the following type-wise and destination-wise breakup of Coaches:-

Detailed scope of work and the terms & conditions for execution of the work are given in the following paras. It may be noted that the work elements as given below are purely indicative.

The scope of work shall include all work elements required for successful execution of the contract. Further, all arrangements of equipment including road trailers, mobile cranes, lifting tackles, spreaders & lifting beams, welding equipment, materials such as trestles, lashing / covering materials etc. as also the manpower for the same. Any non-specific item, which is necessary for satisfactory completion of the work, but not specified here, shall be deemed to be included in the scope of work at the Contractor’s cost. Scope of work, would include but would not be limited to the following:-

  • Receiving, handling, loading, securing, lashing, covering and Road Transportation of DEMU Coaches ex. MCF, Rae Bareli to Mumbai Sea port including, but not limited to the following:-
    • DEMU coaches would be handed over to the Freight Forwarder at MCF, Rae Bareli, normally, in lots one DEMU set each, with each DEMU set consisting of six DEMU coaches i.e. one DPC, four TCs and one DTC.
    • Accordingly, the total consignment of 30 DEMU Coaches i.e. 5 DEMU sets is expected to be handed over to the Freight Forwarder in 5 lots of one DEMU set (6 DEMU Coaches) each.
    • Arrangement and placement of suitable Hydraulic/ Mechanical Trailers at the designated location at MCF would be carried out by the Freight Forwarder.
    • The Coaches would be transported over road as well as over sea in 3 parts i.e. One Coach Upper and two (2) Bogies per coach.
    • While the Coach Uppers for DPCs would be transported in suitable Hydraulic Trailers of adequate capacity, the Coach Uppers for DTCs/TCs would be transported in suitable Mechanical Trailers of adequate capacity.
    • The Bogies for DPCs/DTCs/TCs would be transported in suitable Mechanical Trailers of adequate capacity – three (3) bogies per Trailer.
    • Loading of Coach Uppers and Bogies on Trailers using suitable Road Mobile Cranes would be carried out by the Freight Forwarder using suitable Road Mobile Cranes of adequate capacity. For lifting of coaches uppers and bogies, the Contractor would be required to arrange for proper wire ropes, slings, tackles and spreaders etc.
    • Since there is no provision for lifting pads on the coach body suitable for the lifting tackles, lifting would be carried out by applying two properly designed beams at the bottom of the coach body.
    • Each Coach Upper would be supported on two trestles of suitable design and capacity to be arranged by the Contractor.
    • Proper securing, lashing & covering of coaches and bogies would be carried out using lashing chains, tarpaulin etc. The Contractor would arrange proper covering of the DEMU Coach uppers and bogies. Special attention would be required to protect the glasses of windows/doors etc., so as to prevent damage during transit.
    • Road transportation of the Coach Uppers & Bogies from MCF to Mumbai Sea Port following all statutory requirements and guidelines of the Ministry of Road Transport and Highways (MORTH) and any other Government body.
    • Unloading of Coach Uppers & Bogies from Road trailers at Mumbai Sea Port including reloading on Road trailers before loading on Ship, if needed.
  • Receiving, handling, loading, securing, lashing, covering and Road Transportation of Spares ex. MCF, Rae Bareli / RITES’ warehouse at Delhi to Mumbai Sea port.
    • Receiving and taking over of Spares in packages at MCF, Rae Bareli / RITES’ warehouse at Delhi Mumbai Sea port. While taking over of the spares, the Freight Forwarder will ensure that the Spares are packed in seaworthy packing.
    • Loading of spares on suitable trucks of 9 tonnes / 16 tonnes capacity.
    • Proper securing, lashing and covering of spares packages to avoid damage during transit.
    • Road transportation of Spares ex. MCF, Rae Bareli / RITES’ warehouse at Delhi to Mumbai Sea port.
    • The freight forwarder would need to club the consignments at Mumbai Sea port for onward shipment.
    • Handling and unloading / reloading of spares at Mumbai Port, if needed.
  • Customs clearance of the DEMU Coaches and Spares at Mumbai Sea port including arranging for customs examination, completion of all paperwork such as filing of shipping bill etc.
    • Customs clearance of complete DEMU Sets (each DEMU set consisting of one DPC + four TC + one DTC) and each Coach including one Coach Upper & two Bogies) at Mumbai Sea port.
    • Customs clearance of Spares at Mumbai Sea port.
    • Arranging for customs examination, completion of all paperwork such as filing of shipping bill etc.
    • Statutory, Port, wharfage, shipping line charges etc. shall be part of the prices quoted by the Contractor. No reimbursement would be made by RITES.
  • Ocean Freighting and Export (CIF basis) of DEMU Coaches (including Coach Uppers and Bogies) and Spares to the consignee at Maputo Sea Port / Beira Sea Port, Mozambique including, but not limited to the following:-
    • Loading at Mumbai Sea Port and unloading at Maputo Sea Port / Beira Sea Port, Mozambique by the Ship’s own crane(s) / Port Cranes / road mobile cranes etc.
    • The Contractor would be responsible for unloading at the consignee’s designated berth or the rail siding at Maputo Sea Port / Beira Sea Port, Mozambique.
    • The Freight Forwarder would be responsible for arranging any services such as derricking, stevedoring etc., materials such as lashing, securing, dunnage, cut wood, chains, saddle, clamps, equipment such as for welding etc. and any manpower, labour etc. required at the Loading / Destination Port.
