RITES Limited, a Public Sector Enterprise under the Ministry of Railways has issued a Letter of Acceptance (LoA) to M/s Ravindranath Constructions Pvt. Ltd. for Construction of foundation of air concourse for redevelopment of Kollam Railway Station on Engineering, Procurement and Construction (EPC) Mode.

- Accepted Contract Amount: INR 14,53,31,206.10/- (Including GST)
- Completion Period: 150 Days
In May 2023, the RITES invited a tender for Tender Number: RITES/BLR/LT/EPC-Kollam/02/2023
Project Facilities:
- The Contractor shall construct the Project Facilities in accordance with the provisions of this Agreement. Such Project Facilities shall include the following mandatory components:
- 36m wide Air concourse connecting both the terminal buildings.
- Demolition of Identified existing buildings and shifting of utilities as required.
- All necessary services and utilities for the above including but not limited to Electrical, SCADA, Water Supply, Sanitary, ELV (Data, Voice, WiFi, Networking of systems, Public Address systems, Train and Passenger Information Systems, Digital coach position indication systems, Signage etc), HVAC, Fire Protection Works, BMS, Lifts, Escalators, Security Scanners (Gate, Hand and Baggage), Surveillance system including CCTV cameras, digital coach indicators etc.
- External development works such as internal roads, compound wall, parking area development, storm water drains, HT works & Cabling, Sewage Treatment Plan, water storage structures, high mast lighting, street lighting, landscaping, pedestrian walkway etc.
- MEP works, Rainwater harvesting, Solar Energy Harnessing systems for aforementioned developments.
- The contractor shall provide RCC duct of suitable size for all cabling arrangements.
- The project is envisaged as GRIHA minimum 3 star rated or more. The contractor is liable to obtain the GRIHA certification for the same.
- Internal and Area Lighting shall be provided as specified in Manual for Standards and specifications for Railway Stations 2009 and its updation dated Nov 2020 and/or as per guidelines of Railway Board.
- The Acoustic design of the station must provide a good aural environment and shall adhere to the specifications as mentioned in Manual for Standards and specifications for Railway Stations 2009 and its updation dated Nov 2020.
- Signage is the most visible, most scrutinised station element and essential to proper functioning of the station. Hence, shall be provided as specified in Manual for Standards and specifications for Railway Stations 2009 and its updation dated Nov 2020.
The project components are broadly classified into:
- Station buildings and Passenger Amenities:
- 36m wide Air concourse connecting both the terminal buildings.
- Demolition of Identified existing buildings and shifting of utilities as required.
- All necessary services and utilities for the above including but not limited to Electrical, Water Supply, Sanitary, ELV, HVAC, Firefighting, BMS etc.
Services and Common Utilities/ Amenities for the project:
- MEP works, Rainwater harvesting, Solar Energy Harnessing systems for aforementioned developments.
Description of Project Facilities:
Air Concourses:
- Air Concourses are steel structures spanning across the railway tracks connecting all passenger platforms and both the south and north terminal building of the station.
- The Air Concourse of 36 m width and area 4,780 sq.m is proposed in the project. The air concourse is designed to serve the following purpose:
- Segregated movement of arriving and departing passengers.
- Waiting areas for passengers boarding trains from island platforms.
- Food & Beverages counters for the passengers.
- Transfer of passengers to platforms by the help of Vertical Circulation Elements such as Lifts, Escalators and Stairs.
Station Functional Requirements:
- The Contractor shall ensure that the Station Development Project shall adhere to and comply with the below set requirements:
- Primary movement of arrival and departure from Air concourse.
- Clarity of movement & ease and convenience of interchange with inter modal transport.
- The Air Concourse shall be developed physically, socially, economically, and ecologically in terms of comfort, security and safety for passengers, staff, visitors, and the general public.
Architectural Expression:
- Signages to be provided as per the Specification/Manual for Standards and Specification for Railway Stations June 2009 (Volume 1 of 2 and 2 of 2) and its updation dated September 2020.
- Finishes: As per specification outlined in Schedule D.
- Temporary diversions: As per site conditions
- Construction of temporary buildings for work: As per site requirement
Security:
- The Air Concourse operating area and site which comprises the ingress and egress to the station needs to be identified as a separate distinct area within the overall station complex.
- Safety and security provisions shall be included in the design to address all sections of the separation of the station operating area from the remainder of the station complex and any non-station structure directly adjacent to the station operating area.
Station Site Perimeter Security:
- The boundary of the Air Concourse operating area is typically at the street level where access is provided, and is determined by the separation of the Air Concourse operating area from any adjacent structures. This shall be defined as the Station Perimeter. Security provisions for the Station Perimeter shall be as follows:
- Air Concourse area protection – All Air Concourse entrances and pedestrian access ways that are adjacent to vehicular pathways must be provided with vehicular barriers and high security screens that can be closed and secured.
- Pedestrian access – All pedestrian access either from the street or other exterior areas/sections of the Air Concourse complex shall be designed as to permit barrier separation from the station operating area in the event of an emergency.
Path of Pedestrian Travel:
- Security provisions are required at each part of the passenger’s movement through the station. The following are the features required at each juncture.
- Air Concourse Entrance – provide adequate Air Concourse information signage in such a way as to not result in passenger queuing at entrances.
- Provide in the direct area of passenger travel with the following: Door Frame Metal detectors; and Luggage scanning machine (i.e. x-ray scanner on conveyor)
- Entrance to the paid area is to be configured so as to permit the operation of this security point without impact on the movement of passengers at the other entrance gates.
