RLDA invites tender for development of Bijwasan Railway Station

Rail Land Development Authority (RLDA) has invited Proposal through e-tendering mode for Development of Bijwasan railway station at Bijwasan, New Delhi (Balance Work).

Contractor’s General Responsibilities:

  • The Contractor shall, subject to the provisions of the Contract and with due care and diligence, execute and maintain the Works and provide all labour, including the supervision thereof, materials, constructional plant and all other things, whether of a temporary or permanent nature, required in and for such execution and maintenance, so far as the necessity for providing the same is specified in or is reasonably to be inferred from the Contract.
  • The Contractor shall take full responsibility for the adequacy, stability and safety of all site operations and methods of construction, provided that the Contractor shall not be responsible, except as may be expressly provided in the Contract, for the design or specification of the permanent works, or for the design or specification of any temporary works prepared by the Authority.
  • The Contractor shall carry out all the works strictly in accordance with the drawings, details and instructions of the Engineer-in-Charge. In the opinion of the Engineer-in-Charge if any changes are to be made, the same shall be intimated in writing to the Contractor and the Contractor shall carry out the same. The Engineer-in-Charge’s decision in this regard shall be final and not open to arbitration.
  • The permission of felling of trees which cause a material adverse effect on the construction of the project are identified, the Contractor shall facilitate the Authority in seeking such permission including but not limited to conducting tree survey, numbering, transplantation and compensatory tree plantation plans, chasing the application with forest Department etc. No claims towards damages shall be admissible on this account.
  • Since the Delhi area is a pollution sensitive region, there are few periods in a year during which restrictions are imposed on construction activity by the concerned statutory authorities. No claims towards damages on this account shall be admissible.

Opportunities for other Contractors:

  • The Contractor shall, in accordance with the requirements of the Engineer, afford all reasonable opportunities for carrying out their work to any other Contractors employed by the Authority and their workmen and to the workmen of the Authority and of any other duly constituted authorities, who may be employed in the execution on or near the site of any work not included in the Contract or of any Contract which the Authority may enter into in connection with or ancillary to the Works.

Interference with Traffic and adjoining properties:

  • All operations necessary for the execution of the Works shall, so far as compliance with the requirements of the Contract permits, be carried on so a
  • s not to interfere unnecessarily or improperly with the convenience of the public, or the access to use and occupation of public or private roads and footpaths to or of properties whether in the possession of the Authority or of any other person.
  • The Contractor shall save harmless and indemnify the Authority in respect of all claims, proceedings, damages, costs, charges and expenses whatsoever arising out of, or in relation to, any such matters in so far as the Contractor is responsible therefore.

Ecological Balance:

  • The Contractor shall maintain ecological balance by preventing deforestation, water pollution and defacing of natural landscape. The Contractor shall conduct his construction operations to prevent any avoidable destruction, scarring or defacing of natural surroundings in the vicinity of work. In respect of ecological balance, the Contractor shall observe the following instructions for which no extra payments will be made.
  • Where destruction, scarring, damage or defacing may occur as a result of operations relating to Permanent or Temporary Works, the same shall be repaired, replanted or otherwise corrected at Contractor’s expense. All work areas shall be smoothened and graded in a manner to conform to the natural appearance of the landscape as directed by the Engineer.
  • All trees and shrubbery, which are not specifically required to be cleared or removed for construction purposes, shall be preserved and shall be protected from any damage that may be caused by Contractor’s construction operations and equipment or by their Employees/Workers.
  • The removal of trees or shrubs will be permitted only after prior approval of the Engineer. Special care shall be exercised where trees or shrubs are exposed to injuries by construction equipment, blasting, excavating, dumping, chemical damage or other operation and the Contractor shall adequately protect such trees by use of protective barriers or other methods approved by the Engineer.
  • Trees shall not be used for anchorage. The Contractor shall be responsible for injuries to trees and shrubs caused by his operations and Employees/Workers. The terms “injury” shall include, without limitation, bruising, scarring, tearing and breaking of roots, trunks or branches.
  • All injured trees and shrubs shall be restored as nearly practicable, without delay, to their original condition at Contractor’s expense.
  • Where trees have to be necessarily cut for progressing temporary or permanent works, the Contractor shall arrange for compensatory afforestation as may be required by Environmental Rules and Regulations.
  • In the conduct of construction activities and operation of equipment, the Contractor shall utilize such practicable methods and devices as are reasonably available to control, prevent  and otherwise minimize air/ noise pollution.
  • Excessive emission of dust into the atmosphere will not be permitted during manufacture, handling and storage of concrete aggregates/fly ash/ earth/building materials and the Contractor shall use such methods and equipment as are necessary for collection and disposal or prevention of dust during these operations. The Contractor’s method of storing and handling cement shall also include means of eliminating atmospheric discharge of dust.
  • Equipment and vehicles that give objectionable emission of exhaust gases shall not be operated. Burning of materials resulting from cleaning of tree branches, combustible construction materials and rubbish may be permitted only when atmospheric conditions for burning are considered favourable.
  • Special care must be exercised in ensuring that the labour housed in labour camps within the work site area do not indulge in any activity like drinking alcohol, taking drugs etc and other activities that may affect the ecological balance such as cutting of shrubs for fuel, creating open air nuisance etc.

Site Access:

  • It is for the Contractor to provide safe and guarded access for the Engineer as detailed in the safety code. For inspection of works, the Contractor shall arrange at his cost required ladders, scaffolding materials, steel measuring tapes, plumb levels, theodolite or any other instrument required by the Engineer for his use at site.
  • The Engineer and any person authorized by him shall at all times have access to the Works and to all workshops and places where work is being prepared or from where materials, manufactured articles or machinery are being obtained for the Works and the Contractor shall afford every facility for and every assistance in or in obtaining the right to such access.

Eligibility:

  • Technical CapacityFor demonstrating Technical Capacity and experience (the “Technical Capacity”), the Bidder shall have:
  • Satisfactorily completed the works as mentioned below during the last seven years ending one month prior to the Bid Due Date.
    • Three similar works each costing not less than 40% of the estimated cost of this work, or
    • Two similar works each costing not less than 60% of the estimated cost of this work, or
    • One similar work costing not less than 80% of the estimated cost of this work.

Similar Work:

  • Passenger terminals having a minimum passenger handling capacity of 5000 persons /day in railway stations, metro stations, airport terminals (with or without related airport infrastructure works), ports, integrated check posts, and bus terminals; or
  • Social and Commercial infrastructure: Commercial real estate project (such as educational institution, hospital, hotel, convention centre, mall/shopping complex, sports complex, office complex) at a single site with a minimum built up area of 15,000 (Fifteen thousand) square metres;
  • The value of executed works shall be brought to current costing level by enhancing the actual value of work at a simple rate of 7% per annum, calculated from the date of completion to one month prior to the Bid Due Date, and
  • Minimum one ongoing building work (not necessarily Similar work) of contract value not less than Rs. 230 crore secured during the last Five years ending one month prior to the Bid Due Date.
  • The value of executed works shall be brought to current costing level by enhancing the actual value of work at a simple rate of 7% per annum. calculated from the date of award to one month prior to the Bid Due Date.

Notes:

  • The work under category (ii) above may be the same or different from the work under category (i) above.
  • For this purpose, the work should have been directly awarded to the Bidder by a Govt. Department; or by a company having average annual turnover of Rs 500 crore and above in the last 3 financial years excluding the current financial year.
  • The company should have been incorporated at least five years back as on 31.03.2022. However, works awarded on nomination basis or subletted on back to back basis shall not be considered.
  • For this purpose, cost of work shall mean gross value of the completed work including the cost of materials supplied by the Government or owner, but excluding those supplied free of cost. This should be certified by an officer not below the rank of Project Manager/Executive Engineer or equivalent.
  • For the purpose of evaluation, the works where the Bidder has received payments for not less than 75 (seventy-five) per cent value of awarded project cost of such project as per the original agreement, shall also be considered as completed works.
  • Work of specialized E&M services, etc. if executed under separate contracts shall be considered for the purpose of assessing the technical competency only without adding its monetary value for determining the eligibility criteria.
