RLDA invites tender for development of Surat MMTH on Engineering Procurement & Construction mode

Rail Land Development Authority (RLDA) has invited Proposal through e-tendering mode for Consultancy services for Development of Surat MMTH on Engineering Procurement & Construction (EPC) Mode.

Scope of Work:

  • The contract is in EPC mode, so the contractor shall be responsible for Survey, Design, Engineering, Procurement, and Construction of all the buildings, structures, elements, facilities including that of MEP, Electric general, TRD and S&T works. Complete designing, detailing, drawings shall be the responsibility of the Contractor, as defined in schedule D.
  • The Contractor shall execute the Works in two phases, the Design Phase and the Construction Phase.
  • The Design Phase shall commence upon the date of issue of Letter of Acceptance. This phase shall include the preparation and submission of:
    • The Preliminary Design
    • The Definitive Design; and
    • The Construction Reference Drawings.
  • While designing the building, various facilities, the aspect of maintainability, accessibility shall be thoughtfully considered and appropriate provisions shall be incorporated with view of cleaning, maintenance of the assets, facilities during the entire service period with special focus for façade, through roof, Concourse, platforms, shelters etc.
  • The contractor shall carry out necessary load testing of the structures especially for the Skywalk, concourse and through roof structures.
  • The contractor shall provide Site office for authority as per area, facilities, T&Ps as laid down in Schedule D.
  • The contractor shall provide a complete functional complex in line with intended use and the detailed scope of work shall be interpreted accordingly for current and future requirements.

Objective:

  • The aim of the project is to create a Multi-Modal Transit Hub that is modern yet connected with traditions / heritage – a complex that is worthy of new India and which provides a new iconic identity to the city of Surat, Gujrat.
  • The MMTH shall be safe, accessible, easy to use & inclusive complex for passengers, staff, visitors and general public. Envision the integration of Multi Modal Transit Hub; Railway, SubUrban Railway, Inter State Bus Terminal, City Bus Network, BRTS, IPT, Pedestrians & Metro, with commercial and retail facilities, all in one place. Creating a hub of the future.

Notes:

  • Right of way for the complete land as per above shall be handed over in accordance with the Clause No. 8.2.1, The above zones are entirely encumbrances free, and shall be handed over along with existing, buildings, structures, impediments utilities, passenger facilities & station amenities as already installed, existing or attached to these zones. The list of theses, shall be enclosed as appendix during handing over the land which are to be either dismantled & disposed out of site, removed & handed over to concerned in charge, or to be shifted temporarily or permanently as the case may be.
  • Structures like OFC room, Electrical panel room, Electric Substation, TRD masts and portals and accessories OHE fittings, Junction boxes, DG room, which are directly linked with train operations shall be removed only after the construction of alternate temporary or permanent structure at given approved location & commissioning of the same as per defined Scope of the Work. Other structures like residential, GSRTC depot Workshop, etc. shall be removed in phased manner with alternate accommodation in lieu of the same in other structures.
  • Existing Platforms and Subways shall be handed over for refurbishment as per Contractor’s schedule for carrying out the work, keeping the train operations and parcel/ passengers handling requirements for Railways.
  • The GSRTC bus operations and maintenance requirements are required to be kept in mind while taking up work of ISBT.
  • The contractor shall be responsible for providing temporary accommodation wherever required by the Authority Engineer. Dates of providing right of way are connected with the provision of temporary accommodation by the contractor with all utilities and facilities. Delay in this regard shall be dealt according to clause 10.3.2 of the agreement.
